Research on Characteristics Classification of Regional Operation System of the Shared Research Instrument: Exploratory Case Study of Gyeonggi Region, Korea (지역 연구 공용장비 운영체계 개선을 위한 특성 분류 연구: 경기도 지역에 대한 탐색적 사례연구를 중심으로)

  • This study aims to draw the characteristics of the regional operation system of the shared research instrument service, which contributes to the R&D investment efficiency by the avoidance of duplicated research instrument investment and the enhancement of the network collaboration. So from the perspective of technology infrastructure policy and regional innovation system, Gyeonggi region of Korean metropolitan area has been analyzed for the case study. The case study has been conducted by 2 step process of within-case analysis and cross-case analysis. Firstly, the characteristics of operation system of the shared research instrument have been examined through various research methods. Secondly, in the cross-case analysis, the examined issues and problems have been organized by the matrix of 3 organizational governance characteristics and 4 issues to facilitate the regional policy approach. The issues deducted by the cross-case analysis have been deducted as (1) 'usage fee charge system', 'relevant method for the performance index and measurement of the instrument service management' for the regional policy led case, (2) 'performance management issue', 'financial and managerial accounting system for the instrument operating division', and 'change of budget support scheme' for the joint operation case and lastly (3) 'usage facilitation after the expiration of research lab support project' for the university led case.

  • Ministry of Information and Communication(MIC) requires telecompanys to be base station sharing in order to prevent the duplicated investment and environmental destruction due to indiscreet constructions of a basestations for enlarging its own service area among telecompanys. This paper discussed the troubles of mobile communication services to be generated in common-basestation at the subway, such as factors of power obstacles, communication equipment and establishment obstacles. The content of this paper is helpful in organizing the basestation sharing of IMT-2000 and the 4th generation mobile system, and provides the basic of a higher quality service for common-service communication.

  • The Minisoy of Information and Communication(MIC) requires telecompanys to share base stations in order to prevent the duplicated investment and environmental destruction which would be caused by the indiscreet construction of basestations for enlarging their own service area among telecompanys.   • This study develops the tire/pavement noise measuring trailer that can minimize the effect of various environmental noise and evaluate road noise characteristics without regard to time and spots. As literature reviews, it is examined into road noise characteristics and case studies of various CPX Trailer, and made a development plan of device. Based on these, HEART CPX Trailer is developed and conduct experiments for verification of the semi-anechoic chamber suitability, precision and field application of device. In the result of the experiment for verification of semi-anechoic chamber suitability, we can make sure that it is suitable and reliable among frequency bands. In the test of repetition measurement, we can verify excellent measurement accuracy among speeds and microphone's locations. In case of field tests using HEART CPX Trailer, it is founded that the result is similar to CPB test result carried out by Chung-Ang university in 2003. It can be concluded caused that the effect of environmental noise in and around the road including mechanical noise of a tow car was excluded. This paper confirmed and suggested that HEART CPX Trailer is suitable for evaluation of real road noise characteristics.

  • Premature failures in pavements are frequently reported due to rapid increasement in traffic volume, heavy vehicles, and high temperature in the summer. Based on this concept in mind, Korea Highway Corporation established the Test Road Operation Center to estimate the pavement performance. To evaluate the pavement performance effectively using the field data, wandering is an important topic in pavement analysis. In this study, portable wandering system was developed and analyzed to investigate the pavement responses due to the dynamic truck passes, and analyzed the wandering to dynamic load test. The test results revealed that the advantages of laser devices were noticeable compare to the other measuring ones. To understand the behavioral characteristics of pavements using the wandering measurement devices, dynamic truck tests were conducted in the field. Test results showed that the effects of wandering on asphalt pavement were significant. The data analysis using this wandering effect is considered as an important tool in performance analysis of asphalt concrete pavement.

교량의 설계 및 해석

  • 최근 교량공학자들의 공통관심사는 초대형 구조물을 가설하고, 적절한 유지관리에 의해 기존 구조물의 공용수명을 연장시키는 것 등을 들 수 있다. 고성능 컴퓨터 산업의 발달로 인한 구조해석의 정밀화, 경량골재 및 고강도 재료의 개발, 용접성과 시공법의 발달 및 초대형 크레인과 같은 건설기자재의 개발 등으로 인하여 초대형 구조물의 가설은 외국에서 뿐만 아니라 국내에서도 가능하게 되었다. 그리고 구조물의 공용수명을 연장하기 위해서 최근에는 첨단계측장비와 신호처리기술, 신뢰성이론, 피로파괴이론 및 system identification technique 등의 발달로 인해 비교적 정확하게 교량구조물의 손상부위와 손상정도의 파악이 가능하게 되었다. 그리하여 가까운 시일내에 100년 이상의 공용수명을 갖는 초대형 교량이 출현될 것으로 전망된다. 따라서 교량 공학자들은 앞으로 장대교량의 설계와 시공 및 유지관리의 완전 국산화를 위한 연구에 더욱 박차를 가해야 할 것이다.

  • A Science DeMilitarized Zone (DMZ) is an optimized network technology tailored to research data nature. The Science DMZ guarantees end-to-end network performance by forming a closed research network without redundant networking and security devices for the authorized researchers. Data Transfer Node (DTN) is an essential component for the high performance and security of the Science DMZ, since only transfer functions of research data are allowed to the DTN without any security- and performance-threatening functions such as commercial internet service. Current Science DMZ requires per-user DTN server installation which turns out a scalability limitation of the networks in terms of management overhead, entry barrier of the user, and networks-wise CAPEX. In order to relax the aforementioned scalability issues, this paper suggests a centralized DTN design where end users in a group can share the centralized DTN. We evaluate the effectiveness of the suggested sharable DTN design by comparing CAPEX against to that of current design with respect to the diverse network load and the state-of-the-art computing machine.

  • IATA is playing a central role in the process of changing the international technical standards of common-use system which supports the airport check-in and boarding business in conjunction with the airline systems from CUTE to CUPPS. IATA expects that if the airport common-use system is changed to CUPPS, the development and maintenance costs related to the airline's common-use system can be reduced by the implementation of the standard interface about check-in and boarding business-related equipment and the certification of airline applications. Incheon International Airport is in the face of stiff competition with major Northeast Asian Airports to attract more airlines. To be more competitive than other airports, switching over to CUPPS is vital for airline's cost-saving effect. This study builds on CUPPS international technical standards and suggests design and implementation plans of Incheon International Airport's component-based next-generation common use passenger processing systems to support the various functions of user's requirements.

A Relation of Viscoelastic Properties to Empirical Properties of Korean Asphalt Binder (국내 아스팔트의 점탄성적 물성과 경험적 물성과의 관계)

  • Among the currently available binder specifications, Superpave Performance Grade asphalt specification is regarded as a superior specification on its theoretical background as well as pavement performance relationship. Many difficulties are expected; however, for Superpave implementation in Korea because of heavy burden of equipment cost as well as lack of trained personnel in asphalt industry, which may too much barrier to overcome in Korean situation. As an effort to improve qualify of asphalt binder, recently, people discuss about a possibility of constituting a performance-based asphalt specification using rather easy-to-measure asphalt properties. The objective of this paper is to determine the possibility of constituting a performance-based asphalt specification using an empirical asphalt properties, such as penetration ring and ball softening point rather than using fundamental properties of asphalt. Nine straight asphalts, that covers entire straight asphalt from all Korean refineries, and eighteen modified asphalts that were modified from two modifiers were included in the study. An analysis was made through a comparison between empirical properties and Superpave PG criteria. This study concluded that it may possible to constitute a pseudo-Superpave-like specification using an empirical asphalt properties as a specification criteria. Therefore, more systematic research is needed to constitute the asphalt specification.
