The purpose of this study is to examine 5 writing guidelines of reference collection development policy(RCDP) and to identify major elements of RCDP through the comparison and analysis of 24 RCDP in academic libraries in the U.S. As a result of this study, a total of 9 elements(5 core elements and 4 selective elements) were identified. Five core elements were (1) introduction, (2) scope, size, and level, (3) format, (4) types, and (5) management(i.e., selection, weeding, evaluation, and responsibilities) of reference collection. The results of this study would be helpful to those academic libraries which are planning to write RCDP in academic libraries in the near future.

공산권의 급격한 체제변화에도 불구하고 적화통일의 정책을 버리지 않고 있는 북한과 대치하고 있는 우리로서는 북한의 기술적 기습에 능동적으로 대처하고, 나아가 선진국의 기술예속으로부터 탈피하기 위하여 선별된 분야에서 선진국 수준의 첨단기술을 조기에 확보할수 있도록, 앞으로 국방과학기술에 대한 연구개발정책과 체제를 대폭 강화해야 할 것이다. 이를 위해서는 강력한 국가의 의지와 함께 주요 무기체계는 국내개발로 이룩한다는 정책이 필요하다. 또한 무기획득의 장기계획과 범국가적인 국방과학기술협력체제의 확립이 절실히 요구되며, 연구 개발비의 확대와 각종 제도개선등 기술 개발에 대한 유인책이 필요하다고 본다.

본 고에서는 국내외적인 환경변화에 중점을 두고, 이러한 환경변화에 대응해나가기 위한 새로운 정보통신 연구개발정책방향 및 추진전략방향을 제시하였다. 추진전략을 위한 기본방향으로는 서비스, 기기, 부품, S/W의 유기적.종합적 기술개발을 추구하는 통합전략, 기술발전단계에 따른 차별적 정책의 추진과 관련된 차별화전략, 연구개발의 국제화와 관련된 국제화전략, 기술분야, 기술성격, 기술수준별 우선순위 설정을 통한 집중육성과 관련된 특화전략, 각 연구주체별 역할 정립을 통한 역할분화전략을 제시하였다.

The purpose of this study is to suggest formulation of collection development policies of electronic materials for special libraries related to economy and society. First, according to the basic directions and aims of special libraries, the written collection development policies should be codified. Second, the electronic materials selection committee or collection development committee should be formed at the organization level. Third, the special libraries should make advantageous contracts of purchase based on the cooperations between libraries through the formation of a consortium. Fourth, librarians in charge of collection development need to have substantial work abilities to cope with their role and expertism in the electronic environment. Fifth, to activate electronic materials, the strategy for budget increases should be made.

정보통신기술은 현재 및 미래의 생활양식, 사회모습, 정치/경제/문화등에 이르기까지 모든 분양에 미치는 파급효과가 크기 때문에, 정보통신 기술개발에 관한 의사결정에 있어서는 기술 정책적인 고려가 반드시 필요하다. 그러나, 그 동안 정보통신 기술개발에 관한 의사결정에서 국가 차원의 정책적 고려가 매우 미흡하였다. 본 연구에서는 정보통신 분야에서의 기술정책에 대한 체계적 접근을 시도하였다. 본 연구의 결과는 세부분으로 구성되어 있다. 첫째, 정보통신 분야 기술정책의 체계를 제시하였다. 기존의 관련자료와 기술개발 전문가 및 정책 입안자들과의 면담을 거쳐 본 연구에서는 정보통신 기술정책에 포함되어야 할 주요내용을 1. 비전 및 우선순, 2. 산업조직및 하부구조, 3. 기술확보, 관리및 활용, 4. 정부 역할 및 정책 추진 기본 체계, 5. 국가 기술혁신시스템의 구축등 5개 부문으로 구분하고 각 부문별로 우리나라 정책현황과 문제점, 개선방안을 검토하였다. 둘째, 정보통신 기술개발에 관한 의사결정에서 고려해야 할 사항들을 정리하여 3단계 기술정책 수립모형을 개발하였다. 1단계에서는 검토대상사업이 정보통신 기술정책의 기본 지침과 일치하는지 확인하고, 2단계에서는 검토대상사업이 정보통신 기술정책의 내용상 우선순위에 부합하는지 검토한다. 3단계에서는 구체적인 기술정책지표에 의해 검토대상사업을 항목별로 검토하고 종합평가하여 최종의사결정을 한다. 여러 기술정책지표 항목들에 대해 가중치를 주어 평점모형(Scoring Model)을 통해 종합지표를 산출할 수도 있다. 셋째, 본 연구에서 제시한 3단계 기술정책 의사결정과정 모형을 CDMA 개발의 타당성을 검증하였다., (4) 교수-학생간의 인간적인 관계, (5) 숙제 및 과제물과 같은 5가지의 요인으로 구성되어진 것으로 분석되었다. 특히 한국학생을 대상으로 하여 AHP를 이용하여 각 요인들의 수업효과에 대한 상대적 가중치를 조사하였다. 특이한 결과는, 미국학생의 경우 수업준비 및 강의 방법이 상대적으로 중시된 반면, 한국학생들은 미국학생들이 비교적 덜 중시하는 교수-학생간의 인간적인 관계가 수업효과를 높이는데 가장 큰 기여를 하는 것으로 나타났다. 본 연구는 한국 문화의 특징이라 할 수 있는 교수-학생간의 인간적인 관계가 중시되는 교육환경하에서, 정보화 사회의 한 수업형태인 재택수업을 외국(특히 미국)의 방법을 그대로 따라 실시할 경우, 많은 부작용이 있을 수 있다는 것을 암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2. This study developed the subject guide by policy areas for advancement of policy information service, designed the system for constructing the policy-related resources, and tried to construct policy information resources on a trial basis. For the development and construction of policy areas subject guide, first, we divided the aggregated materials into top 9 types, and subdivided into 19 types. Second, we constructed the policy contents for subject guide service, based on BRM classification system which is functional classification of government. Third, a total of 6,305 were build in accordance with 133 BRM subject guide. As a result, it is said that the effectiveness of the policy subject guide developed by this study, were verified by constructing the experimental data.

Considering that firms' view on R&D activities may differ depending on the economic situation, in this paper, R&D policies that significantly affect the business performance are identified. The analysis is conducted by dividing the analysis time-frame into before and after the economic recession. In addition, we analyze by considering the type of industry, the proportion of R&D investment, and the type of government support policy that the companies participate in. According to the results of the empirical analysis, the provision of global market and technology information is recognized to give a significant impact on business performance for both before and after the economic recession. It is shown that recognizing the importance of 'supporting self-technology development', 'enhancing technical cooperation with foreign countries', and 'enhancing the contract and intellectual property protection system' that had significant effects before the recession did not significantly affect the business performance after the recession. The analysis results could give meaningful implications to the government for deciding which R&D activities should be supported.

대체에너지는 과다한 초기투자의 장애요인에도 불구하고 화석에너지의 고갈문제와 환경문제에 대한 핵심 해결방안이라는 점에서 선진 각 국에서는 대체에너지에 대한 과감한 연구개발과 보급정책 등을 추진해오고 있다. 본 고에서는 대체에너지의 기술개발 및 정책 전망에 대해서 기술하고자 한다.

This study aims to localize the national policies of SMART education for regional educational development in Jeollanamdo province. To achieve the goal, this study analyzed the current status of ICT use in education in the province through a survey, interviews, and the existing relevant policies in national and international levels. The suggested policies were validated by experts from the field of education. As a result, 20 tasks in educational policies of 4 domains were suggested for the Jeollanamdo SMART education. Among them, the development of SMART educational models, building a professional development of teachers for successful implementation, and the development of online performance support system were prioritized for successful educational innovation for Jeollanamdo.
