한국 온라인게임은 초기시장 진입으로 유리한 위치를 차지하고 있다 하지만 국내 개발사의 기획력, 디자인, 프로그램 등 게임 순수 개발력은 아직 유명개발사에 많이 뒤처져 있다 특히 기획은 게임의 성공여부를 결정짓는 중요한 단계로써 분석, 평가, 정당화 단계를 수행하여 게임의 특징을 결정하는 초기기획과 게임의 기술적인 것을 다루는 세부 기획으로 나뉘어 진다. 본 논문은 기존 게임 시장과 게이머의 특징을 분석한 후 게임의 장르와 테마, 그리고 타겟 게이머를 설정하여 이에 적합한 게임을 기획하는 초기 기획 단계를 노바 1492의 초기 기획 사례 분석을 통하여 논하였다. 그리고 본 연구는 기존 게임과 차별화되고 게이머들의 요구에 적합한 게임을 개발하려는 게임 개발업체에게 초기 기획의 좋은 예가 될 수 있다.

최근 정부 R&D 방향을 보면 정부출연연의 역할은 중장기, 대규모 신규사업발굴에 초점을 두고 있으며 출연연 자체적으로 연구기획에 많은 투자와 노력을 하고 있다. 하지만, 출연연 주요사업 연구개발계획서에 철저한 준비가 되어야 함에도 기획 전문지식이 체계적으로 축적되지 않았으며 연구기획에 대한 좋은 본보기를 요구하는 연구자들이 지속적으로 이어져왔다. 이에 본 연구에서는 논리적이고 심도있는 검토를 거치는 사전평가 과정인 국가연구개발 예비타당성조사 사업을 본보기로 제안하며 주요사업 기획에 도움이 되는 평가항목들과 내용을 메타분석하고자 한다. 이를 위해 KISTEP에서 공개한 예비타당성조사 보고서의 평가항목들 중에서 출연연 주요사업에 적용될 수 있는 기술적 타당성 평가항목들을 선별한다. 그리고, 선별된 평가항목들끼리의 내용분석을 통해 사업 타당성에 대한 지적사항을 항목별로 정리하여 시사점을 찾아내고자 한다. 본 연구를 통해 주요사업 대규모, 중장기 연구기획 시 실무적으로 도움이 될것으로 기대한다.

This paper analyzes the strategic planning process of NASA (National Aeronautics and Space Administration) including its center, GSFC (Goddard Space Flight Center) in the framework of strategic planning in publicly funded R&D organizations. To construct this framework, theories have been considered mainly focused on strategic management and planning, its application on public sector, and characteristics of R&D activities. As a result, the framework could be set up in accordance with the process of strategic planning. Also, as a case study, we explored the practice of strategic planning process and organizational implementation of NASA and GSFC. During the analysis on the strategic process of NASA and GSFC, we could draw some lessons out as follows: First, we should consider the differences between private and public sectors when we establish strategic planning in public sector. Second, the stakeholder analysis should be involved in setting the mission, goals, and strategies of an organization. Third, it is necessary to identify and assess the socio-economic effects or public benefits by R&D programs of the organization and use the feedback on its goal. Fourth, to implement strategic planning effectively, planning process should be closely integrated with the management process such as setting goals, securing budgets, and evaluating the organization. Conclusively, the analysis on NASA and GSFC contribute to implementing strategic planning in publicly funded R&D organizations by providing the appropriately modified framework. As an extension of this study, more deliberate analysis on various practices of strategic planning and performance indicators should be followed.

건축 기획단계는 프로젝트 전반에 걸친 주요한 의사결정이 일어나는 부분으로 그 영향력에 비해 프로젝트 정보를 수집, 처리, 저장하여 관련 참여자가 정보를 재사용하거나 참고하여 새로운 의사결정을 수행하는 것이 미흡하다. 따라서 본 논문에서는 BIM을 활용하여 기획단계에서 발생한 정보들이 설계, 시공, 유지관리 단계에 이르기까지 전생애주기에 걸쳐 정보를 통합 관리할 수 있도록 BIM기반의 건축 기획단계 지원 시스템을 개발하고자한다. 선행연구 분석과 이론적 고찰을 통해 건축 기획단계를 정의하고 건축기획 BIM의 개념과 특징을 도출하였다. 이를 토대로 기획단계 BIM프로세스를 정립하여 BIM을 기반으로 건축 기획단계를 지원하는 프로토타입 시스템 VA-Cityplanner를 개발하였다.

중소형 항공기 개발에 대한 관심이 다시 고조되고 있다. 산업자원부에서는 "중소형항공기 국제공동개발사업 기획연구 과제평가회의"를 2000년 10월 26일 개최하였다. 본지에서는 세종대학교부설 항공산업연구소가 산업자원부에 제출한 "중소형 항공기 국제공동사업 기획연구" 최종보고서의 내용중 요약 및 결론 부분을 게재하였다.

승자독식(Winner Takes All)이라는 글로벌 경쟁원리로 인해 세계 주요 국가들 사이에 R&D 경쟁이 갈수록 치열해지고 있다. 이에 우리나라에서도 R&D 지원 확대 및 다양한 정책기획 활동 등이 전개되었다. 이러한 노력에도 불구하구 국가 차원에서 기획 및 정책조정이 효과적으로 추진되지 못하고 있으며, 국가연구개발사업 차원에서는 "기획의 양척 과다와 질적 부실"이라는 비판이 제기되고 있다. 반면에 기술 융복합화의 가속화 등 R&D 환경의 불확실성은 더욱 높아졌으며 국가연구개발사업의 규모 증가와 함께 연구기획의 복잡성은 더욱 더 높아졌다. 최근에는 국가 차원의 비전수립과 중장기 정책기획에 기초하여 사업기획과 과제기획을 연계 수행하는 등 기획을 통해 과제를 도출하는 하향식 접근이 강조되면서 기획의 중요성은 더욱 커졌다. 최근 연구기획의 새로운 기법으로서 정보분석 방법론(Information Analysis Method)이 대두되고 있다. 국가연구개발사업의 효율적 기획을 위하여 기존 기술기획 위원회(Peer Review) 방식 외에 정보분석 방법론을 통한 보완이 필요하다. 본고의 목적 크게 두 가지로 설명할 수 있다. 첫째, 현재 진행되고 있는 연구기획 및 연구기획 방법론으로 기장 많이 활용되고 있는 전문가 위원회의 한계를 제시하였다. 둘째, 최근 대두되고 있는 정보분석 방법론과 정보분석 시스템 구축, 그리고 이를 활용한 10대 기술(반도체, 디스플레이, 디지털 망원전파, 이동통신, BcN, 차세대 컴퓨팅, SW솔류션, 디지털콘텐츠, 임베디드 SW, 지식정보보안)에 대한 유망기술 발굴 실증분석을 실시하였다.

The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

Currently, the complication and large scale of the construction project have caused a lot of problems of cooperation and information sharing. Therefore, for solving this problems, the research based on techniques of the virtual construction system are actively advanced all over the world. This paper is one of the researches about the virtual construction system and infrastructure of the simulation system that is one of the virtual construction system. This paper should analyze the needs about the simulation system through analysing proceeding researches and a lot of solutions, such as AutoCAD and ArchiCAD. Also this paper should drive functions of simulation system, and suggest the concept of this system
