뉴질랜드는 11월 1일자로 목재포장재에 대한 검역요건을 국제기준 ISPM No. 15 개정 채택에 맞게 개정했다. 특별요건으로 규제 병해충, 토양 등 부착물, 수피 등이 없어야 하며 요건에 따라 소독처리되고 증명되어야한다. 본 고에서는 개정된 뉴질랜드 목재포장재 검역 요건에 대해 살펴본다.

국립수의과학검역원에서는 다음의 3가지 목적을 가지고 매년 전국의 양계농가, 양계관련 기관 혹은 양계관련회사와 동물병원 수의사로부터 가검물을 의뢰받아 질병진단 서비스를 제공하고 있다. 이 사업은 1966년도에첫 발걸음을 내디딘 후 2006년까지 41년 동안 수행되어 오고 있다.

지난 12월 국립수의과학검역원은 뉴캣슬병 발생주의보를 발령하였다. 동원은 지난해 초반에 발생하였던 질병이 올해에도 연이어 발생함으로써 농가 피해가 우려되므로 농가에서는 차단방역에 역점을 두어야 한다고 밝혔다. 특히 육계농가는 올 연초부터 급격한 기온 강하와 폭설로 인하여 육계사의 환기불량으로 인한 사양여건이 악화되고 있어 동절기 및 환절기에 차단 방역이 시급한 실정이다.

최근 중국 등 인잡국가에서 구제역 조류인플루엔자가 계속 발생 확산됨에 따라 국립수의과학검역원은 2009년 4월 15일 축산분야 상산자단차를 대상으로 국경검역 현장방문을 실시하였다. 이 현장방문에는 한국오리협회 이강현 전무, 허관행 사원 및 각 협회 및 단체의 주요 임직원들이 참여하였다.

본 논문에서는 타원 곡선 암호의 성능을 향상시키기 위한 효율적인 최적 확장체 연산 알고리즘을 제안한다. 제안하는 알고리즘은 CPU에서 제공되는 정수 곱셈 명령 1회 실행에 두 개의 하위체 연산을 병렬적으로 수행하도록 함으로써 최적 확장체에서의 곱셈, 제곱, 역원 연산의 속도를 향상시킨다.

"칠정산 외편"은 태양 태음 오성의 운행, 교식(交食), 태음오성능범(太陰五星凌犯) 등의 천문 현상을 추보하는 데 필요한 표(입성)[立成]와 계산법을 수록한 역법서이다. 최근에 우리는 칠정산 외편의 일식과 일출입 계산의 전 과정을 전산화하였다. 잘 알려진 바와 같이, 관측지의 위도와 관련된 두 입성-"주야시 궁도분 입성"(晝夜時宮度分立成), "경위시 가감차 입성"(經緯時加減差立成)-의 계산 기준점은 중국의 난징이다. 위도와 관련이 없는 다른 입성들 역시 회회력에 수록된 것과 동일하다. 그러나 외편법으로 구한 합삭과 식심 시각은 난징이 아닌 한양의 지방시 시각이다. 이 역설을 해결할 단서는 달의 평균 황경, 즉 태음 중심행도(太陰中心行度) 계산에 쓰이는 보정 상수에 있다. 이론적인 보정값, 즉 외편법의 입성 조성 원리에 부합하는 보정값($243^{\circ}58'$)과 "외편"에 기록된 실제 보정값($243^{\circ}44'$)의 차이는 한양과 난징의 시차(時差)에 따른 달의 황경 증가량과 대략 일치한다. 한양 기준의 합삭 시각을 구하려면 "외편"에 기록된 보정값($243^{\circ}44'$)을 적용하여야 한다. 반면에 이론적인 보정값($243^{\circ}58'$)을 적용하면 합삭 시각이 난징의 지방시로 계산된다. 이 발표에서는 "칠정산 외편"의 역원(曆元)의 차이에 따른 보정 상수 중에서 태음과 관련된 상수 네 개가 모두 일정한 규칙에 따라 한양의 경도에 맞게 조정되었음을 밝힐 것이다. 아울러 태음중심 행도 보정값과 관련된 선행 연구의 오류들을 모두 바로잡고자 한다.

ARIA is a 128-bit block cipher, which became a Korean Standard in 2004. According to recent research, this cipher is attacked by first order DPA attack. In this paper, we propose a new masking technique as a countermeasure against first order DPA attack and apply it to the ARIA. The proposed method is suitable for low memory environment. By using this countermeasure, we verified that it is secure against first order DPA attack. In addition, our method based on precomputation of inverse table can reduce the computational cost as increasing the number of S-BOX masking.

In this paper, we propose an efficient finite field computation method for Rainbow algorithm, which is the only multivariate quadratic-equation based digital signature among the current US NIST PQC standardization Final List algorithms. Recently, Chou et al. proposed a new efficient implementation method for Rainbow on the Cortex-M4 environment. This paper proposes a new multiplication method over the finite field that can reduce the number of XOR operations by more than 13.7% compared to the Chou et al. method. In addition, a multiplicative inversion over that can be performed by a 4x4 matrix inverse instead of the table lookup method is presented. In addition, the performance is measured by porting the software to which the new method was applied onto RaspberryPI 3B+.

Tomas Gutiérrez Alea, internationally famous cuban director, made the film Up to a certain point with a purpose of criticizing the existence of the extreme male chauvinism as 'machismo' in cuban society of 80's despite of many changes of cultural and social paradigms through 60's and 70's. The director gathered the themes and topics of the films like Lucia, One way or another, and Teresa's portrait and analyzed them to present alternatives. The way of approaching to solve that kind of social problems that Alea proposed to the spectator is taking time to think of the problems with a way of "The Viewer's Dialectic". Identification with the protagonist of the film(thesis) and alienation from him(antithesis) could make the audience generalize the diverse aspects of the problem and then one might get an insight(synthesis) to live the life with more satisfaction that is supposed to be a social function of the film as arts according to the director of the film Up to a certain point.
