광복 50주년을 기념하는 행사가 사회 각 분야에서 활발하다. 출판계 역시 예외가 아니어서 광복 50주년 기획도서들이 속속 출간되었거나 출간을 기다리고 있다. 현재 우리에게 광복 50주년이 갖는 의미는 무엇인가를 되새기게 될 이 책들은 우선 일제시대나 해방후의 현대사를 새로운 시각에서 밝히거나 고대사의 재조명을 통해 일본역사의 뿌리를 우리 역사에서 찾으려는 시도들이 두드러진다. 참략을 정당화하고 미화하는 일본의 망언이 아직도 그치지 않고 있는 데서 볼 수 있듯 전후처리는 아직 끝나지 않고 있다. 정신대, 강제징용 등 전쟁피해자들의 피폐한 삶을 사실적으로 밝히고 전후보상문제의 근본적 해결책을 다룬 책들도 많다. 이밖에 소설이나 사진집 등 다양한 형태로 광복의 기쁨과 오늘의 과제를 보여줄 광복 50주년 기념도서들을 최근에 출간된 것과 근간 예정인 것을 중심으로 알아본다.

오랜 문화적 전통을 간직하고 있는 한국이 일제의 탄압과 전쟁의 폐허로부터 아시아의 신흥공업국가군 중의 한 나라로 자리매김함에 따라 해방 이후 한국의 정치적, 경제적, 문화적 변화를 가져온 요소들에 많은 연구가 이어졌다. 이러한 한국의 역사적 발전과정에서 한국의 사서직 또한 발전의 길을 걸어 왔다. 본 논문은 구체적으로 1) 해방 이후 한국 사서직의 발전을 살펴보고, 2) 그러한 사서직의 발전에 영향을 미친 내, 외적인 요소들을 역사적 맥락에서 분석한 뒤, 3) 한국의 발전과 사서직의 발전과의 관계를 모색하고 있다.

복식사 연구의 한 방법으로서, 문헌을 통하여 다량의 정보 수집이 가능할 경우, 사회과학의 분야에서 사용되어 온 내용분석법을 도입하여 정보의 수량화를 꾀할 수 있다. 본 연구에서는 내용분석법을 이용하여 1856년부터 1870년에 이르기까지 미국 여성의 평상복(daydress)중 재킷과 치마의 유행 경향을 당시의 대포적인 패션 잡지인 Godey's Ladies Book과 Perterson's Magazine의 패션 삽화를 토대로 분석하였다. 1856∼1870년은 미국의 남북전쟁 발발 5년 전부터 남북전쟁 직후 5년까지 의 15년간의 기간을 이르며, 해당 15년은 전쟁 전, 전쟁 중, 그리고 전쟁 후의 5년간씩의 3 시기로 나뉘어졌다. 연구의 목적은 여성 평상복의 디자인이 위의 기간 동안 남북전쟁의 한 영향으로서 군복 '라일의 경향을 띄게 되는지의 여부를 조사하는 것이다. 군복 스타일의 경향은 몸에 꼭 맞는 실루엣(fitted silhouette), 에플렛(epaulet), 스텐딩 칼라(standing collar), 더블 여밈 (double-breastedness) 다수의 단추의 사용 및 장식(buttons)으로 정의되었다. 여성스러운 스타일의 경향은 풍성한 실루엣 (full silhouette), 플라운스가 된 치마(flounced skirt), 그리고 러플/fp이 스/리본 (ruffles/lace/ribbons)의 사용 여부로 정의되었다. 연구의 초점은 객관적이고 체계적인 문헌 정보의 수집 방법을 수립하는 데 있었으며, 수집된 자로는 각 변수의 빈도 분포포에 의해 조사되었다. Fitted silhouette, epaulet, 그리고 standing collar는 제 3시기에 가장 많이 나타났고 제 1시기에 가장 적게 나타났다. 여성스러운 스타일에 있어서 full sihouette과 trounced skirt는 제 1시기에 가 장 많이 보였고 전쟁 당시와 전후에 점차적으로 적게 나타났다. Buttons나 double breastedness 등은 제 2시기에 가장 많이 보이고 제 3시기에는 오히려 가장 낮은 빈도수를 보였다. 반면에 ruffles/lace/ribbons는 fitted silhouette 등의 군복 스타일의 변수와 더불어 제 3시기에 가장 많이 보인 것으로 분석되었다. 전반적인 유행의 경향에 있어서, 군복 스타일의 변수와 여성스러운 경향의 변수를 각각 종합하여 분석해 보면, 제 2시기를 중심으로 전자의 유행은 점차적으로 증가하고 후자의 유행은 감소되고 있는 것을 볼 수 있다. 그러나 당시 미국 패션은 유럽 왕실의 유행에 의해 크게 영향을 받은 것을 감안할 때 본 연구의 결괴는 서양 복식의 역사의 선상에서 조심스럽게 해석되어야 할 것 이다.

This paper is to analyse the changes in the future war patterns and ROK's response. To this end the paper is composed of 5 chapters titled instruction; concept, characteristics, types, and evolution of war; changes in the war patterns of the future; Korea's response strategies for the future war. Truth can be immutable, but everything else changes. War has begun with human history, and today there are still wars in places all over the world. As ages change from agricultural society to industrial society to knowledge and information society, aspects(patterns) of war have also changed. Future warfare includes the 5th dimensional war(in the ground, the sea, the air, the universe, the cyber), the network-centric, the precision strike, the rapid maneuver, the non-gunpowder, the non-lethal, the unmanned robot, the informational & cyber, the asymmetric, the non-linear, and the parallel etc. In response to these changes in the pattern of wars, the ROK military should seek (1)to build a future-oriented military force, (2)to continuously develop military innovation and preparedness, and (3)to develop and establish a paradigm for acquiring the power of technology. A Roman strategist, Vegetius said, "If you wish peace, prepare for war." This is a universally accepted maxim in international society today. We must never forget that peace we desire is given when we have the will and ability to keep.

Continuous provocation of Japanese government to a Dokdo issue and Agreement on Fisheries between the Republic of Korea and Japan evokes a rage and resistance to whole nation in South Korea. In view of mass culture, Japanese Rightists cartoonists, Kobayashi Yoshinori and Yamano Syarin show distorted history in their works. Therefore the consideration of the birth of the Japanese right-wing cartoon is needed in historical, social and cultural viewpoints. First, the actual condition and historical background of Japanese Rightist will be showed. Second, a new Japanese history textbook which was written by right-wing organizations and Yasukuni-jinja will be discussed objectively. Finally, the representative of Japanese right-wing cartoons, and by Kobayashi Yoshinori and Yamano Syarin about historical distortion will be analyzed carefully. In this dissertation, through the factual analysis of cartoons, in opposition to a prejudice and distortion about Korean history of Japanese Rightist, cartoonists' precise and academic posture is proposed.

첨단 무기체계의 경우는 선진국에서 기술이전 뿐만이 아니고 판매까지도 꺼린다는 사실과, 4대 강대국으로 둘러쌓여 있는 지정학적 요인 그리고 역사적으로 수 많은 외침 등을 고려할 때, 독자적인 첨단 무기체계 기술을 확보해 유사시 이를 개발하여 사용하는 것만이 우리의 생존권과 번영을 확보할 수 있는 최선의 길일 것이다.

This paper analyzes the technological advancements of military drones and their subsequent effects on modern warfare and international relations. It first examines the historical development of military drones and analyzes the key features and advantages of contemporary military drones. The paper then explores the changes in warfare tactics and military strategies brought about by drone technology, along with discussing the legal and ethical issues related to drone usage. Finally, recent war cases and country-specific responses are reviewed to evaluate the current operational status and impact of military drones. This study offers recommendations for the development of drone operations within the South Korean military and addresses the legal and ethical challenges posed by drone warfare on the international stage.

In modern international law, the absence of legal definition regarding drone(Unmanned Aerial Vehicle) has made legal scholars work on an typical analogy between aircraft codified in the international document and drone. The wording of the Convention on International Civil Aviation is limited to two categories of aircraft, such as civil aircraft and state aircraft, whereas military aircraft is not legally defined. As such it is, the current practices of the State regarding the drone flight over foreign territory have proven a hypothese that drone is being deemed as military aircraft. Principal usage of drone lies in reconnaissance and surveillance mission as well as so-called targeted killing, which is prohibited if the killing is treacherous. Claimed war against terrorism, however, is providing a legal rationale that targeted killing is not treacherous, and that the targeted person is not civilian but combatant. In such context, armed attack of drone is deemed legal and justified. Consequently, such attack is legal in the general context of the war. The rules that govern targeting do not turn on the type of weapon system used, and there is no prohibition under the laws of war on the use of technologically advanced weapons systems in armed conflict so long as they are employed in conformity with applicable laws of war. Drones may present interesting new challenges because of their sophistication and the technological advantage they convey to their operators.

샌디에이고 국제 광학 및 포토닉스 박람회(SPIE Optics + Photonics)가 지난 8월 12일부터 16일까지 남부 캘리포니아의 아름다운 항구도시 샌디에이고(San Diego)에서 개최됐다. 한미자유무역협정(FTA)이 발효되었는데도 단 하나의 국내 기업만이 전시장에 출품하는 실정이다. 따라서 협회는 회원사들의 미국 진출을 지원할 수 있는 신규 사업을 조속히 시작할 필요가 있다. 최근 삼성과 애플의 미국 특허소송에서 삼성전자가 완패해 천문학적인 배상금을 지불해야 한다는 충격적인 뉴스가 전해졌다. 이로 인해 애플사는 미국 주식 역사상 가장 비싼 시가총액 세계 1위 기업으로 등극했다. 창의력이 중요한 이 시대에 아직도 국내 산업, 경제, 정치가 1980년대를 주름잡았던 무조건 밀어붙이면 된다는 식의 '쌍팔년도 사고(思考)'에서 벗어나지 못하고 특허전쟁에서 완패당했다고 생각하면 안타까운 심정을 금할 수 없다. 이번 삼성과 애플의 특허전쟁이 국내 제조업계가 창조적으로 환골탈태하는 계기가 될 수 있을 것이다. 국내 광학업체들이 일본, 대만, 중국 등과의 치열한 경쟁으로 정신없이 바쁘더라도 해외 전람회에 창조적이고 감성적인 신제품을 출품해야 세계 최고의 글로벌 기업으로 도약할 수 있을 것이라고 생각한다.
