  • This study brings up that further studies on the perceptions of university students should be conducted for efficient management of student records. Moreover, the Q methodology is used to identify subjective recognition (Q1) type related to the importance of student records and subjective perception (Q2) of student records type. For this purpose, I carried out questionnaires and interviews with eight students by each grade at Chonnam National University. As a result, Q1 type was derived from Collective Evidence type, Independent activity type, Democratic witness type, and achievement-oriented type. The type of Q2 is derived from Historical Value of Community Type, Personal Possession Type, Historical Expert Management Type, Value for Historical Practical Use Type, and Non-historical Preservation Type. Based on the research results, the following are suggested: First, the management of student records is needed in a way that encompasses various records of various records properties. Second, the management of student records should be established from the perspective of the Community Archives. Third, a strategic measure for the preservation of student records produced by students is necessary (e.g., a campaign for conservation of student records).

  • Historically the relation between the power and archives is inseparable. Archives are the recorded traces of political actions and an intention of power has a considerable effect on the existence of archives. In the democratic society the power serves people on the basis of the archives adopted as an evidence of political actions. Archives play an important role for the balance of power, which is a principle point of democracy. Considering the function and symbolism of archives, its proper and reasonable management is connected directly to the protection of people's rights.

  • Prior researchers interpreted the records of criminal cases involving the Progressive Party from a historical perspective. In marked contrast to existing trends, this study examines the Progressive Party case records through the lens of archival science. This study dissects the Progressive Party case records as a single and complete record group and at each stage of their life cycle from police investigation through criminal prosecution to trial. This approach enables a holistic analysis of archival characteristics of the records. This study begins with an appraisal of the nature and types of case records generated and maintained by the various agencies in light of the investigatory authorities delegated to each institution. This study then dissects the police, prosecution, and Counter Intelligence Corps records leading up to the indictment of Progressive Party members as well as the court records of the trial that followed. In particular, this study reveals the insufficiency and illegality of the evidence against the defendants in the Progressive Party case from an archival standpoint. Setting aside the admissibility or strength of the evidence under criminal law, the present study demonstrates that the records lack reliability, authenticity, and integrity-the fundamental attributes required for evidentiary efficacy of records from an archival standpoint.

  • Presidential records which have produced during a presidency as a national center are the evidence of the presidency and main historical records. We have the responsibility to establish fundamental systems to produce such main historical records and to manage such main historical records which could help people and history to judge the presidency based upon the evidence of their activities. The historical appraisal could be achieved not by memory but by evidence. A draft of a proposed law on the management of presidential records which includes the establishment of presidential libraries for the presidential records Mecca is being moored at the National Assembly now. The presidential library is to be considered as a multi-functional national institution which is carrying out the role as an Archives, Museums and Center for the education. In addition, it is imperative for a presidential library to provide user-oriented services to enrich the usability and the value of records, recognizing the change of administration paradigm from a supplier-oriented system to a customer-oriented system. This dissertation, in order to develop presidential library service programs focusing on customers rather than the convenience of administration, reviewed programs of the U.S. presidential libraries as a developed case and proposes guidelines and applicable samples for the development of the Korean presidential library service programs.

  • Records related to a certain cultural heritage are concrete evidence that prove the value of the cultural heritage and become a criterion for long-term preservation of its records. The value of the records is as important as cultural heritage value. In the case of specific cultural heritage with national or socially important values, various studies are conducted on cultural heritage as one theme, and various programs about cultural heritage are developed. However, it is difficult to grasp the scope, record types, and contents of the records because they have been distributed and managed in many institutes. They also appear in various forms. As a solution to these problems, this study collected records of a major cultural heritage with social and historical values such as Hwangnyongsa from 11 public institutions and web services and analyzed the types of records, activities related to the records, and metadata. Through data analysis, an ontology that can understand the range and relationship of the entire record was suggested so that the record can be understood with a focus on specific cultural heritage.

  • This thesis is performed to suggest an objective and effective optimization plan of appraisal for archival values. Even though saving all of archives and records and passing them to descendants would be a strong preservation method, but preservation expenses cannot be ignored. Additionally the appraisal for archives is completed by selecting and preserving high-value records, preserving all of records seems not to be effective. In this aspects archivists have tried to find the appraisal standard to ensure the objectivity of it, however, existing studies cannot bring out positive method because of focusing on analyzing only theoretical analysis on appraisal. This study divides appraisal for archives in 3 steps; inquiry for the records creators, appraisal of archivists, appraisal of appraisal experts, and suggests the standard to increase objectivity and confidency of appraisal. The optimization plan of appraisal for archival values with the results of this thesis would influence on the revitalization of reappraisal for the archives in repository and archive of Korea.

  • This study aimed to design an evaluation system applicable to permanent record management institutions, focusing on the Seoul Archives, in order to implement the reevaluation of permanent record management institutions. As a process for this, an area for evaluating evidence, administrative, and historical values was established and detailed evaluation factors were derived. In order to effectively apply the set evaluation factors, the evaluation procedure was designed by dividing them into three stages. In the first stage of law-based evaluation, long-term preservation was determined by identifying the position and legal form of policymakers that can be immediately evaluated according to clear standards. Records that have not been determined for long-term preservation were reorganized into evaluation factors, such as record management standards, official document classification tables, pledges, and policies, which are the second stage of business function-based evaluation, and then comprehensively applied to review the validity of long-term preservation of held records. In the second stage of evaluation, records that were not judged as long-term preservation were judged by applying historical events, cultural assets, and collection policies in the subject-based evaluation stage, which is the third stage of evaluation. The designed evaluation system can find significance in minimizing the arbitrariness reflected in the evaluation and increasing the efficiency of the evaluation, and it has been confirmed that it is possible to evaluate comprehensively reflecting the various contexts and values of the records. In addition, a re-evaluation system suitable for permanent records management institutions was established by combining balanced macro-evaluation and micro-evaluation.

  • This paper seeks to know a out the 'University and College Archives', which are to be established under the provision of 'the Law on the Management of the Institutions', and briefly mention the relation with the library, looking into the concept and backgrounds of archives. The enactment of the law became the ground to establish but there is no practical guidelines on the structure, formation, management, and contents of archives, even worse, people do not know well what the archives is. Therefore, I think so know about academic archives should start understanding basic concept, meaning, and necessities of the archives. In Europe, university archives have been established from 1830s, after the other archives had been established. In America, universities, which had been grown owe to the rapid economic development and the increasing of high educated people, began to establish their archives as a way to invest to improve their being and promote continuing growth. This is to prove their being and value in the society by collecting and preserving records and documents produced in the development of universities. Therefore, university archives can be said that it is the receiving agency for the producers of the university records, researching functional purpose, contents of university records, and relation with other institutions or records. This is the very difference from university libraries as collecting agencies. Nevertheless, university libraries and archives can help each other to activate their functions and improve their positions in universities through cooperating for the policy of digital records preserving and approaching them because the tendency of informationization forces universities to stand on various information resources to serve for routine university works. Each institutions of universities needs archival records due to various reasons. It is especially necessary to preserve and manage archival records to prove the confidence of records.

  • Old maps of Dokdo are records with the physical specificities of a map while also holding historical meanings and evidencial values as ancient writings. Therefore more detail and meaningful descriptions are needed than other general records. However, in comparison to the high interest in these maps, there is a lack of systematic and integrative descriptions. Hence, this study aimed to propose the description elements of the old maps of Dokdo holding evidential values. For this purpose, first, literature reviews and the characteristics of the old maps of Dokdo were analyzed. Next, for determining description elements using institutions that possess old maps of Dokdo, case studies were conducted in 12 domestic and foreign institutions and compared the rules of ISAD(G). The final description elements were suggested by reflecting on the evaluation of five experts in old maps. Fifty description elements in a total of 8 areas - identity areas, context areas, content and structure areas, conditions of access and use areas, allied materials areas, note areas, description control areas, and other areas were proposed.
