<세계일보>는 8월 28일 '신고리 원전 중단'에 대해 전국 성인남녀 700명을 대상으로 한 숙의형 온라인 여론조사 결과를 보도했다. <세계일보>는 "이번 조사는 이슈에 대해 단순히 찬반 의견만 묻는 일반적인 여론조사와 달리 이슈에 얽힌 상대방 논리를 접하고, 그 후 기존 생각에 변화가 일어났는지 알아보는 방식을 취했다."면서 "국내에서 온라인으로 숙의형 여론조사가 실시된 것은 이번이 처음이다."고 밝혔다. 기사 내용을 전재한다.

This paper discusses the central issues of election studies and in this contort, suggests the panel survey method as an alternative to general opinion surveys. In doing so, it also explains the advantages and benefits that a panel survey provides, and discusses the weakness of the 2006 panel survey. East Asia Institutes, constructing the consortium which includes JoongAng Ilbo, SBS, and Hankook Research, traces the change in voting decisions during the 2006 Korean Local Elections. Four regional panels, focusing on the gubernatorial elections in Seoul, Pusan, Kwangju, and Chungnam, enable researchers to study the critical issues of election studies such as the causal relations among a set of voting determinants, the impact of campaigns, and the characteristics of floating voters.

본 논문은 대한민국의 제19대 대통령 선거와 관련하여 각 후보들의 과학기술정책 공약이 과학자들의 여론을 반영하였는지 알아본다. 이를 위해서, 주요 정당(더불어민주당, 국민의당, 바른정당, 정의당)의 후보들이 과학 언론인 동아사이언스로부터 받은 과학기술정책 공약에 대한 문의에 대해 답변한 내용과 사단법인 과학자 단체인 '변화를 꿈꾸는 과학기술인 네트워크(ESC)'가 발간한 '2017 대선 과학기술지원정책 타운미팅 - 우리는 대통령 후보에게 무엇을 묻고 요구할 것인가'라는 자료집에 대해 답변한 내용을 중심으로 하였다. ESC의 해당 자료집은 ESC 소속 회원들이 주관한 타운미팅에서 참가자들이 소속 및 직위에 의한 제한 없이 반대 의견에 부딪히지 않고 자유롭게 의견을 개진함으로써 발간된 것이기 때문에, 과학기술계의 여론을 가감 없이 반영했다고 볼 수 있다. 분석을 해본 결과, 국민의당 안철수 후보의 과학기술정책 공약이 과학기술계 여론을 가장 많이 반영하였으나, 과학기술 일자리 확충 및 과학기술인재 등용과 관련해서는 더불어민주당 문재인 대통령이, 과학문화 정책과 관련해서는 바른정당 유승민 후보 및 정의당 심상정 후보가 과학기술계 여론을 잘 반영한 것으로 나타났기에, 문재인 대통령이 세부 정책별로 다른 후보의 공약을 참고할 필요가 있는 것으로 파악되었다.

In the age of media convergence, this study intended to empirically examine the influences of entertainment programs on the formation of public opinion in Twitter using the case of the Healing Camp, an entertainment program of SBS, featured Cheol Soo Ahn, who was a presidential candidate. Through a content analysis this study was able to directly test how public opinion was developed in Twitter and also examine the dynamics in which the messages of traditional media influence the formation of public opinion in twitter by combining Twitter and actual contents of the TV program. The study is expected to contribute to expanding a scope of scholarly attention of social media.

동아시아연구원은 중앙일보, SBS, 한국리서치와 컨소시엄을 구성하여 5 31 지방선거에 패널조사 기법을 활용하여 민심의 변화를 추적하였다. 패널여론조사는 개별 투표 결정요인의 역동성은 물론 요인 간 인과관계에 대한 분석에서 일반여론조사의 한계를 극복하는 대안으로 간주된다. 지역 패널의 경우 서울, 부산, 광주, 충남의 4개 지역 광역단체장 선거를 중심으로 1차 패널 각 800명으로 출발하여 4차 조사 패널 유지율 70% 상회하는 결과를 바탕으로 결정요인 간의 인과관계, 선거 운동의 영향력, 부동층 등 선거 연구의 핵심 쟁점에 대한 분석을 가능케 하는 자료를 구축하였다. 그럼에도 불구하고 패널의 대표성 문제, 지역감정의 지수 계발 등 문제점도 노정되었다. 논문은 선거 연구의 핵심적 쟁점에 대한 논의와 이와 관련하여 일반여론조사의 대안으로 부상한 패널조사 기법의 장 단점을 논의하고 이의 구체적인 사례로 5 31 지방선거 패널조사의 기획과정과 결과를 보고한다.

In this study, we analyzed comments on news articles of representative companies of the three industries (i.e., semiconductor, secondary battery, and bio industries) that had been listed as national strategic technology projects of South Korea to identify public opinions towards them. In addition, we analyzed the relationship between changes in public opinion and stock price. 'Samsung Electronics' and 'SK Hynix' in the semiconductor industry, 'Samsung SDI' and 'LG Chem' in the secondary battery industry, and 'Samsung Biologics' and 'Celltrion' in the bio-industry were selected as the representative companies and 47,452 comments of news articles about the companies that had been published from January 1, 2020, to December 31, 2020, were collected from Naver News. The comments were grouped into positive, neutral, and negative emotions, and the dynamic topics of comments over time in each group were analyzed to identify the trends of public opinion in each industry. As a result, in the case of the semiconductor industry, investment, COVID-19 related issues, trust in large companies such as Samsung Electronics, and mention of the damage caused by changes in government policy were the topics. In the case of secondary battery industries, references to investment, battery, and corporate issues were the topics. In the case of bio-industries, references to investment, COVID-19 related issues, and corporate issues were the topics. Next, to understand whether the sentiment of the comments is related to the actual stock price, for each company, the changes in the stock price and the sentiment values of the comments were compared and analyzed using visual analytics. As a result, we found a clear relationship between the changes in the sentiment value of public opinion and the stock price through the similar patterns shown in the change graphs. This study analyzed comments on news articles that are highly related to stock price, identified changes in public opinion trends in the COVID-19 era, and provided objective feedback to government agencies' policymaking.

The purpose of this research is to investigate the attributes of the online world and to analyze their influence on democracy. The research focuses on the mayoral by-elections that were held in Seoul and Busan, South Korea, on April 4, 2021. The study demonstrates the characteristics of online spaces and the polarization of the online public through news articles and user comments from the Internet. The research includes topic modeling to measure the diversity of media reports, sentiment analysis to measure online public opinion, and interrupted time series analysis to understand how a particular event influences online attitudes. A combination of these methods is used to attempt to estimate the strength of political polarity in the online environment. The study shows diverse media reports by election region and candidate, where the online public repeatedly reveals high negative and low positive attitudes towards each candidate. Moreover, political polarity can differ based on the level of interest in an election. Although voters pay less attention to a by-election than a presidential election, there is a solid political polarity in the online world. Hence, the research recommends preparing measures to alleviate the polarization as politics requires significant online participation.

The traditional mass media function of conveying information and forming public opinion has rapidly changed into an environment in which information and opinions are shared through social media with the development of ICT technology, and such social media further strengthens its influence. In other words, it has been confirmed that the influence of the public opinion through the production and sharing of public opinion on political, social and economic changes is increasing, and this change is already in use on the political campaign. In addition, efforts to grasp and reflect the opinions of the public by utilizing social media are being actively carried out not only in the political area but also in the public area. The purpose of this study is to explore the possibility of using social media based public opinion in educational policy. We collected media data, analyzed the main topic and probability of occurrence of each topic, and topic trends. As a result, we were able to catch the main interest of the public(the 'Domestic Computer Education Time' accounted for 43.99%, and 'Prime Project Selection' topics was 36.81% and 'Artificial Intelligence Program' topics was 7.94%). In addition, we could get a suggestion that flexible policies should be established according to the timing of the curriculum and the subject of the policy even if the category of the policy is same.
