Purpose: This study identifies the impact on composition of the firefighting organization, fire command ability, and public opinion operation on organizational citizenship behavior for fire officials to respond to the earthquake disaster, and provides practical implications as basic data for firefighting organizations to cope with the earthquake disaster. Method: Questionnaire survey was performed for 159 fire officials, and the surveyed data was statistically analyzed by using SPSS 22.0 program. Result: First, the results of the verification of the hypothesis showed that the composition of the fire organization, firefield command ability and public opinion operation have a positive impact on organizational citizenship behavior. Second, the relative contribution of independent variables to the dependent variables was identified in the order of composition of fire organization, fire command ability and public opinion operation. Conclusion: The implications of this study suggested from a practical perspective that the government needs to organize firefighting organizations, develop firefield command ability and operate public opinion in advance in order to respond to earthquakes.

The purpose of this study is to provide basic data for policy making by understanding preparation plans and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants. 221 police officers working in Busan metropolitan city were surveyed and their perception of disaster response was analyzed by organizational structure, command ability, and opinion management. As a result, there was no significant difference in disaster response perception by gender and command class (p>.05). There was statistically significant difference in the ability of command in age and ability according to work experience. As a result of the correlation analysis, there were statistically significant correlations among the three items of organizational structure perception, command ability, and opinion management (+0.5) (p<.01). Overall, it was positive for the police system, and it was well aware of the police work in case of radiation accidents and terrorist attacks. The purpose of this study is to provide basic data for policy making by understanding the coping and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants.

The purpose of this research is to investigate the attributes of the online world and to analyze their influence on democracy. The research focuses on the mayoral by-elections that were held in Seoul and Busan, South Korea, on April 4, 2021. The study demonstrates the characteristics of online spaces and the polarization of the online public through news articles and user comments from the Internet. The research includes topic modeling to measure the diversity of media reports, sentiment analysis to measure online public opinion, and interrupted time series analysis to understand how a particular event influences online attitudes. A combination of these methods is used to attempt to estimate the strength of political polarity in the online environment. The study shows diverse media reports by election region and candidate, where the online public repeatedly reveals high negative and low positive attitudes towards each candidate. Moreover, political polarity can differ based on the level of interest in an election. Although voters pay less attention to a by-election than a presidential election, there is a solid political polarity in the online world. Hence, the research recommends preparing measures to alleviate the polarization as politics requires significant online participation.

다목적 댐이 사회경제적으로 많은 편익을 제공함에도 불구하고 댐에 대한 부정적인 여론이 만연하면서 댐의 사회경제적 편익에 대해서는 상대적으로 등한시 되어 왔다. 이러한 이유중 하나는 댐 운영으로 인해 발생되는 사회경제적 효과에 대한 정량적 분석이 어렵기 때문이다. 다목적 댐 운영으로 인해 발생하는 중요한 효과는 잉여 수자원을 활용하여 사계절을 안정적으로 생활용수 및 공업용수를 공급할 수 있다는 것이다. 또한 최근 환경과 생태계에 대한 국민적 관심이 증가하면서 하천유지용수와 환경개선용수 등 다양한 용수의 수원으로서 댐의 역할이 증가하고 있다. 이외에도 댐 운영을 통해 얻어지는 수력발전은 온실효과 저감에 기여하고 있다. 본 연구는 다목적 댐 운영으로 발생하는 용수공급 및 용수활용의 경제적 가치를 추정하여 다목적 댐의 사회경제적 기여효과를 정량적으로 제시하였다.

채란양계는 지난 3년간 악성적인 불황으로 많은 농가가 도산의 위기에 처해 있다. 생산자는 그 돌파구를 찾고저 수매비축, 적자수출, 사회여론에 호소 등 모든 방법을 강구하고 있으나 근본적인 해결방법은 되지 못하고 있다. 채란업계의 활성화를 위해서는 무엇보다도 먼저 생산자가 한데 모여 단합된 힘으로 뭉쳐 여론을 하나로 통일하는 것이 중요할 것이다. 한알의 밀알이 땅에 떨어져 썩어지면 새싹이 나와 자라서 60배, 100배의 열매를 맺지만 썩지 않으면 밀알 하나 그대로 있는다는 성구의 만고 불변의 진리는 우리 모두가 너무도 잘 알면서도 실제 자기 희생이 따르는 썩어지는 아픔을 감당하기를 회피하는 것이 보통 사람들의 일반적인 통례라 하겠다. 우리 나라에서 계우회중 가장 규모가 큰 채란 양계업자의 모임인 한국계우회는 고태영회장을 정점으로한 회장단 운영위원들이 우선 각자 한알의 밀알이 되어 희생을 감수하기로 하고 1억2천만원의 자금을 모아 계란의 비축으로 공급량을 조절하기 시작하였다. 계란의 비축은 정부나 축협에서도 사업의 특수성 때문에 감히 손을 대지 못하여 왔는데 이번 이러한 희생정신으로 비축사업이 시작되었다. 이제 생산자들의 희생으로 새싹이 나왔으니 업계는 물론 모든 유관기관 단체 정부에서까지도 많은 열매를 맺을 수 있도록 가꾸고 길러 주어야 할 것이다.

여타의 재원이 매우 경직되어 있는 우리 대학의 재정구조에서 납입금 책정 문제는 대단히 중요하다. 이 문제는 단순히 대학 교육비 총액과 추가소요교육비를 추정하여 이 중에서 납입금 부담분만을 산출해 내는 것만으로 끝나지 않는다. 여기에는 대학재정 전반은 물론 대학교육 및 그를 둘러싸고 있는 사회 전반이 관련되어 있다. 대학납입금의 적정 인상률은 물가 상승률이나 인건지 인상률, 각종 교육여건의 개선계획, 다른 재원의 확보가능성은 물론, 여론이나 학생들의 반발, 정부의 물가정책, 학부모 부담능력 등을 고려하여 결정된다. 개별대학들은 이러한 점을 충분히 인식하고 자체적인 교육비 분석, 대학재정 운영의 투명성 확보, 인근대학과의 협력, 대학납입금 예고제의 활용 등을 통하여 합리적이고 적정한 납입금을 책정할 수 있다.

The purpose of this study is to analyze people's motivations to use the National Petition service of CheongWaDae, the Presidential Office of Korea. The online space has been used as a testbed of deliberative democracy. In fact, a wide variety of public opinions are being formed and gaining sympathy through the E-Petitions and Daum's Agora. In this regard, President Moon's government launched a petition site to gather public opinions. For any petition agreed on by more than 20,000 people within 30 days, the relevant ministry or the President's office must provide answers or feedback. This study wants to figure out how this National Petition is different from previous platforms like Agora or E-Petitions and why it is so well-received by people. This study uses a mix of both qualitative and quantitative methods. First, we conducted a focus group interview to factorize experiences of using the National Petition into measurable constructs. Second, we did a survey o 156 Koreans who had experienced the National Petition. Results show that symbolism, usefulness, gratification, and trust have positive impact on continuous usage intention. This study argues that symbolism, usefulness, gratification, and trust factors should be in place rather than technical aspects in order to increase the actual participation of users on the online platform of deliberative democracy. In addition, this study is meaningful in that it examined how different the CheongWaDae's National Petition is from the existing platforms for collecting public opinions and analyzed factors that encourage continuous use.

Soldiers can petition. You can file an action within the military to take action, but you are not satisfied and file a petition outside. However, if you try to resolve the petition with public opinion in mind, there are also side effects of defrauding and losing trust in the military. Military petitions must be organized and operated on legal grounds and experts, and results must be transparent and fair. Institutional efforts are needed to resolve petitions so that external petitions are not easily used as a pathway for smartphones to use in the territory.
