  • A methodology to the operation standards of the service performance of airport terminal fadlities using Perception-Response Model is discussed in this paper. The proposed approach has defined as the graphical presentation of the collective attitudes of a category of passengers towards the range of operational service at a facility of airport terminal. It adopts new concepts to establish service standards through special survey, that can achieve better interpretation of capadty and level of service at each facility. It is expressed in terms of perception of the passenger population of different amounts of the service measure and their response to the respective service conditions classified into distinct levels of satisfaction with service. The methodology can provide a practical service standards of airport terminals and may prove to be a practical and convenient technique to airport planners, designers, consultants, operators, and to airport managers.

A Study on the Passengers liability of the Carrier on the Montreal Convention (몬트리올협약상의 항공여객운송인의 책임(Air Carrier's Liability for Passenger on Montreal Convention 1999))

  • Until Montreal Convention was established in 1999, the Warsaw System is undoubtedly accepted private international air law treaty and has played major role on the carrier's liability in international aviation transport industry. But the whole Warsaw System, though it was revised many times to meet the rapid developments of the aviation transport industry, is so complicated, tangled and outdated. This thesis, therefore, aim to introduce the Montreal Convention by interpreting it as a new legal instrument on the air carrier's liability, specially on the passenger's, and analyzing all the issues relating to it. The Montreal Convention markedly changed the rules governing international carriage by air. The Montreal Convention has modernized and consolidated the old Warsaw System of international instruments of private international air law into one legal instrument. One of the most significant features of the Montreal Convention is that it sifted its priority to the protection of the interest of the consumers from the protection of the carrier which originally the Warsaw Convention intended to protect the fledgling international air transport business. Two major features of the Montreal Convention adopts are the Two-tier Liability System and the Fifth Jurisdiction. In case of death or bodily injury to passengers, the Montreal Convention introduces a two-tier liability system. The first tier includes strict liability up to 100,000SDR, irrespective of carriers' fault. The second tier is based on presumption of fault of carrier and has no limit of liability. Regarding Jurisdiction, the Montreal Convention expands upon the four jurisdiction in which the carrier could be sued by adding a fifth jurisdiction, i.e., a passenger can bring suit in a country in which he or she has their permanent and principal residence and in which the carrier provides a services for the carriage of passengers by either its own aircraft or through a commercial agreement. Other features are introducing the advance payment, electronic ticketing, compulsory insurance and regulation on the contracting and actual carrier etc. As we see some major features of the Montreal Convention, the Convention heralds the single biggest change in the international aviation liability and there can be no doubt it will prevail the international aviation transport world in the future. Our government signed this Convention on 20th Sep. 2007 and it came into effect on 29th Dec. 2007 domestically. Thus, it was recognized that domestic carriers can adequately and independently manage the change of risks of liability. I, therefore, would like to suggest our country's aviation industry including newly-born low cost carrier prepare some countermeasures domestically that are necessary to the enforcement of the Convention.

  • Freight travel pattern has been less studied comparing with the field of passenger travel. Nonetheless, the importance of the freight travel has been increasing in urban travel sector, and the research needs on the freight travel demand hence is increasing. The current paper aims to identify, by tons of freight trucks and cargos, the characteristics of mean travel pattern, efficiency or performance, and the characteristics of freight trip chain regarding destination location, destination type and freight type. The study analyzed the nation-wide data of freight travel behavior survey. This study intended to set the starting framework of decision-making principle in freight travel, which has already been popular in passenger travel study. Findings suggest that those characteristics are clearly distinguished among trucks and cargos of different sizes of tons. The results are expected to provide important insight to the development of relevant transportation policy measures.

  • The study was to investigate the effect of the environmental factor on the emotion and satisfaction at the waiting lounge of the international cruise terminal. The results of the study were found as follows: first, the physical environmental factor of the lounge influenced on the positive emotion. Second, the social factor affected the positive emotion. Finally, emotion affected the positive satisfaction. This study suggested that environmental factor was totally affected by emotion and thus environmental management depended on an individual characteristics of the individual place. The port authority will need more efforts to make a better waiting lounge setting for higher tourist satisfaction.

  • On January 13th 2012 Italian flag Costa Concordia was partly sunk. The ship was carrying 4,252 passengers and crew; in the next few days the bodies of 30 people were found. Two are still missing. Two South Korean passengers and an Italian crew member was rescued from the ship on January 15th, more than 24 hours after the accident. As of June 18th 2012 (The date of presentation) around 32 people had not been accounted for. In this paper, it is viewed and pointed out the cause, problem, and implication for the future. As a result, intelligent innovative evacuation system for the VLPS (Very Large Passenger Ship) should be set up in terms of international maritime safety.

  • The purpose of this study is to implement concept of public to passenger ship route to promote benefits and adopt competition principle among ship companies to elevate business efficiency. As of year 2005, passenger ships operate in 106 routes departing from 10 harbors including Mokpo, Masan, and Inchonto provide transportation system to island residents. Contrast to other public transportation systems excluding some tourism routes, this essential passenger ship are unable to fulfill various customer services to the passengers due to stagnation or declination. In addition, route adjustment and flexible passenger ship operation are not expected due to private property right of the route. Therefore, establishment of public transportation system for remote island route is initiated for the connection between cities and islands, boost travel industry of island economy, and balanced growth oh the nation.

Suggestions for Building Coast-Inland Linkage Transport System to Promote Island Tourism (도서관광 활성화를 위한 연안-내륙 연계교통체계 구축 방향)

  • Recently, there has been a noticeable increase in the number of tourists in islands that are well-known for their natural landscapes. It is expected that this number will go up steadily, due to the increase in per capita income and leisure time. Regarding tourism transportation, utilizing linkage transport between coastal passenger terminal and inland transport system is crucial. However, the existing system does not measure up to the expectations. This is attributable to the fact that the distances between coastal passenger terminals and inland transportation terminals are too far. Also, the current public transportation system lacks support and needs to take the role of connecting the two terminals. This study shows how coast-inland linkage transport system should be reformed in order to promote island tourism. It focuses on building linkage transport system and minimizing walking distance. Also, adjusting passenger ship schedule to the characteristics of island tourism is needed. For the sake of passengers, coastal passenger ship fare should be reduced, and integrated transport information should be provided.

철도의 환경 친화성 분석에 대한 연구;대기오염물질 배출량 및 에너지 소비율 중심으로

  • 1. 철도, 도로, 항공, 해운 등 교통수단별 현황을 조사한 결과, 현재까지의 교통정책이 도로교통 우선 위주였기 때문에 철도는 뛰어난 환경성 및 경제성을 가지고 있음에도 불구하고 수송분담율이 비교적 저조한 편이었다. 그러나, 향후 정부의 사회기반시설 구축에 있어서 국가 기간 철도망 확대와 대도시 지하철 및 경량전철 건설을 통한 도심철도망과 간선철도망의 연결 등을 통하여 철도의 이용이 훨씬 용이해질 것으로 보이며 이에 따라 철도의 이용률도 크게 상승할 것으로 예상된다. 2. 교통수단별 일반현황은 다음과 같다. 1) 철도교통은 여객수송량이 다소 증가하고 있는 추세였는데, 2004년 KTX의 개통으로 인하여 여객수송량이 급증하였으나, 화물수송은 약간 감소하는 추세이다. 2) 도로교통은 공로의 경우 이용량이 크게 감소하고 있으나, 자가용의 경우에는 승용차의 급증에 의하여 도로의 분담률이 증가하고 있다. 그러나, 도로망의 확충이 자동차의 증가량을 따르지 못하는 것과 자동차가 도시에 밀집됨에 따른 교통체증에 따라 자가용 차량의 1일 평균 주행거리가 짧아지는 등 수송량이 크게 증가하지는 않고 있다. 3. 각 교통수단별 환경경제성을 조사한 결과는 다음과 같았다. 1) 단위수송량당 에너지 소비율은 여객의 경우 철도가 75.97kcal/인 km에 불과한 반면에 버스는 415.43, 택시는 1,192.24kcal/인 km에 달하여 각각 철도의 5.5배 및 15.7배나 많은 에너지를 소비하는 것으로 나타났다. 화물의 경우에도 철도는 105.98kcal/톤 km에 불과한 반면에 도로는 1,674.21kcal/톤 km에 달하여 철도의 무려 15.8배의 에너지를 사용하는 것으로 나타나, 철도가 에너지 효율성 면에서 도로 교통수단보다 월등히 앞서는 친환경적이면서 경제적인 교통수단임을 알 수 있다. 2) 도로와 철도의 단위수송량 당 CO의 배출량은 도로가 1,531.2kg/백만인 km로 철도의 167.4kg/백만인 km에 비하여 9배나 되었다. 그러나, 탄화수소의 경우는 도로가 216.5kg/백만인 km으로 철도의 68.0kg/백만인 km의 3배를 넘는다. 미세먼지의 경우는 도로가 철도보다 약간 더 많은 수준이었으나, NOx와 $SO_2$는 오히려 철도가 오히려 약간 더 높게 나타났다.

A Study on Designs for the Pulley and Electric-wire for 'HELLO' Artwork at Incheon Airport Terminal 2 (인천공항 제2여객터미널 'HELLO' 작품의 풀리와 전선의 디자인에 관한 연구)

  • This study focused on the designs for the pulley and electric cables for Hello, the artwork displayed at the Great Hall at the Incheon International AirportTerminal 2. This study presented designs for the pulley and cables, and the parts were applied and tested to analyze their durability and problems. Improvements were made for the final production of the work and three samples were produced respectively for the designs of the pulley and the cables. As are sult, this study found that for the pulley, the most efficient design was to fix the cables at its center. In the case of cables, it was most efficient touse flat cables with a wire in the core. These designs were applied to the artwork Hello, which is currently installed at the Great Hall at the Incheon International Airport Terminal 2. Future research will be conducted to make further improvements to the cable sand the pulley.

A Comparison Study on the Parcel Transport Service Model-using High-Speed Passenger/Freight Mixed Train (여객/화물 고속복합열차를 이용한 소화물 운송 서비스 모델 비교연구)

  • Reliance on road transport in domestic logistics can lead to intensified congestion and greenhouse gas emissions due to the rise in oil prices, any increase in logistics costs can have a high social cost. The government policy on Low Carbon Green Growth is seeking to take advantage of the railway system. However, existing railway transport logistics systems, for reasons such as low speed, low track capacity constraints, and the impossibility of implementing a Door to Door system, make it difficult to activate a railway logistics program. As a result of this study, a national R&D project to develop a High-Speed Passenger/Baggage Mixed Train(Hy-SoBex) utilizing the rail capacity constraints to overcome the difficulties of linking an air cargo and freight railway logistics system, we propose a variety of service models and select the optimal service model.
