전라남도 완도 연안여객선 터미널에서 2018년 10월 연안여객선 현대화편드 1호에 의한 선박 '한일고속페리 실버클라우드호'가 취항식을 가졌다. 국내 여객선 시장은 그간 해외 중고선에만 의존해왔는데 순수 국내 기술로 건조된 여객선이 등장한 것이다. 이에 따라 우리나라 여객선 산업은 기술발전과 디자인 등 그 품질이 향상 될 것이다. 그간 여객선 이용객의 수요는 꾸준히 증가하고 있으나 영세한 규모의 국내 선사는 비용 부담 때문에 신조를 건조하기 어려워 해외 중고선을 수입하였다. 이로 인해 국내 여객선의 실내 인테리어의 노후화, 인테리어 개조에 따르는 선박 성능의 저하 등 다양한 문제점을 가지고 있었다. 따라서 정부는 2018년 현대화펀드를 통해 노후된 연안여객선을 대체할 새로운 선박의 건조를 지원함으로써 연안여객선은 이제 선사의 사적 소유물을 넘어 공공적 성격이 교통수단이 되었다. 이로써 연안여객선은 이동 편의 향상을 비롯하여 승객에게 더 큰 만족을 줄 수 있는 디자인 개선방안이 요구된다.

대형 여객선은, "a ship is its own best lifeboat"라는 개념을 바탕으로 여객선의 안전성(survivability) 향상을 위한 설계가 요구되고 있으며, 이를 위하여, 사고가 발생하더라도 선박의 자체 추진력으로 안전하게 항구까지 귀항하여야 한다는, 여객선의 안전귀항(SRtP) 이라는 개념을 IMO SOLAS에 적용시켰다. SOLAS의 여객선 안전귀항 관련 조항은, 길이 120m 이상인 선박 또는 3개 이상의 주 수직격벽을 가진 선박으로서 2010년 07월 01일 이후 건조되는 여객선에 적용된다. 여객선 안전귀항 관련 조항은 화재와 침수사고에 적용되며, 사고분계점을 넘지 아니하는 사고가 발생할 경우 자체 추진력으로 여객선의 안전한 귀항을 위하여 사용 가능한 상태로 유지되어야 하는 시스템들에 대한 설계 기준, 사고분계점을 초과하는 화재 사고가 발생하였을 경우 질서 정연한 탈출 및 퇴선을 지원하기 위하여 작동상태의 유지가 요구되는 시스템 설계 기준, 사고분계점에 대한 정의, 사고 발생 후에도 여객 및 승무원의 건강을 유지 확보하기 위한 안전구역에 대한 기준들을 요구하고 있다. 본 연구에서는, 여객선 안전귀항 관련 법규들을 검토하고, 여객선 안전귀항을 위한 시스템들의 능력 평가 방법과 안전귀항 관련 조항 만족을 위한 시스템들의 요구사항들을 검토하였다.

A coastal ferries, which serve as a mode between mainland and offshore islands, are frequently used by islanders and travelers visiting islands. Therefore, it is located in a place with good accessibility to the downtown so that users can use it conveniently. However, research on the built environment and walking environment of coastal ferry terminals has not been conducted to ensure that elderly islanders and general travelers can use comfortably the coastal ferry terminal. In this study, with a focus on the coastal ferry terminal space, the walking section was set as 1)the accessibility of the coastal ferry terminal, 2)the built environment for using the coastal ferry terminal, and 3)walking environment in the ferry boarding and disembarkation at the coastal ferry terminal, and 4, 5)walking environment in the ferry. An evaluation tool was developed to measure the walking environment for each walking section, and the importance and satisfaction of users were analyzed using the IPA for the Yeosu Coastal Ferry Terminal. As a result, in the process of approaching the ferry terminal, 'convenience of using public transportation by foot' and 'convenience of using signposts guiding the location and direction of the ferry terminal' were investigated as concentrated areas. On the other hand, the built environment inside the ferry terminal and the walking environment showed that the satisfaction of the users was high. Regarding the walking environment from the ferry terminal to the ferry, the 'surface walking environment of the walking path', 'convenience of walking with luggage', 'convenience of walking in the slope section', and 'convenience of walking in the ferry ramp section' showed low satisfaction. This study can be used as basic data for improving the facilities and walking environment of Yeosu Coastal Ferry Terminal and is expected to be used as data for comparative research with other coastal ferry terminals.

현재 FTA 가 큰 이슈로 대두되고 있다. 이러한 세계적 추세는 가까운 장래에 한,중,일 연안 여객선 시장 개방에도 영향을 미칠 것이다. 따라서 비슷한 상황에 있었던 스코틀랜드 연안 여객선 운영과 EU의 관계를 살펴보고 성공 사례를 벤치마킹하고자 한다. 연안 여객선을 대중 교통화 시킴으로 섬의 접근성을 개선하여, 섬 주민들에게는 편리성을 제공하고 관광객도 유치하려는 공동의 목적을 달성하는 데에도 한국 연안 여객선 운영에 개선은 필수적이기 때문이다.

주5일제의 시행 및 국민소득의 증대, 스포츠 레저 및 여가생활에 관심이 집중되면서 여객선을 이용한 관광이 많이 활성화 되고 있다. 입소문을 통한 홍보 뿐만 아니라 인터넷, 스마트폰등을 통한 정보의 공유 및 대중매체를 통한 홍보로 인하여 구석구석의 명소들이 많이 소개되고 있으며, 이를 위한 여객선 사업이 빠른추세로 증가하고 있다. 이처럼 여객의 수요는 증가하고 있으나 그에 맞는 서비스의 개선, 터미널의 보안시설, 선박 및 접안시설의 노후화 및 수송능력의 부족, 여객선 승무원의 고령화, 급작스런 기상악화시의 대처요령, 여객선사의 안전불감증 등은 많은 문제점을 야기하고 있다. 이 논문에서는 최근 5년간의 우리나라의 여객선 사업의 현황을 분석하고 여객선 사업의 문제점에 관하여 다루어 보도록 하겠다.

The purpose of this study was to investigate and analyze the perceptions of passengers on various topics related to passenger ship operation, by targeting the passengers (passenger ship consumers) at coastal passenger terminals in three regions, Incheon, Mokpo, and Tongyeong, where many coastal passenger ships operate in Korea. The survey period was October 1-October 11, 2019, just before the outbreak of COVID-19, and the number of samples was 277. The analysis was divided into two elements. Results of the analysis show that, for items islanders as well as the general public did not respond to more than 50% positively, a more in-depth review of policies and fare policies for transportation-disabled facilities through comprehensive fare evaluation such as the excellence of transportation-disabled facilities, the appropriateness of fares, and the appropriateness of fare guidance are necessary. It is expected that this study will contribute to the preparation for re-opening after COVID-19, as well as contribute to public transportation policy.

2006년부터 시행 중인 「교통약자의 이동편의 증진법(교통약자법)」 제6조에 따라 교통약자의 이동편의증진을 위한 5년 단위 국가계획인 제4차 교통약자 이동편의 증진계획(2022~2026)이 수립 중에 있다. 2021년에 조사된 여객선의 기준적합 설치현황을 보면, '19~'20년 기준 여객선의 기준적합 설치율이 34.9%로 타 교통수단에 비해서 매우 낮은 설치율을 보이고 있다. 해양수산부에서는 2000년부터 연안여객선의 교통약자 이동편의시설 설치를 통한 장애인 노약자 등 교통약자의 이동편의 증진을 위해, 연안여객선 교통약자 이동편의시설 설치 지원 사업을 진행 중에 있으나, 여객선의 구조적 특성으로 인한 이동편의 개선의 한계로 인해 획기적 개선은 이루어지지 않고 있다. 본 발표에서는 제4차 교통약자 이동편의 증진계획 수립을 위해 해양 교통수단의 특성, 이용 만족도 및 선박의 안전성 등을 고려한 여객선 교통약자 이동편의 증진 대책을 소개하고자 한다.

해상교통관제 구역 내를 항해하는 여객선은 관제센터에서 실시간으로 선박동향을 모니터링하고 있어 사고 발생율이 낮을 뿐만 아니라 사고 발생 시 구조세력에 의한 신속한 상황 대응이 가능하다. 하지만 관제구역 밖을 항해하는 여객선은 상대적으로 사고 발생 시 구조세력이 도달하기 까지 많은 시간이 소요되는 등 여러 환경적 요인에 의해 사고 발생율이 높게 나타난다. 이번 논문에서는 관제구역 밖 여객선 사고 인지의 한계에 대해 분석해보고 효과적인 여객선 사고 예방 방안에 대해서 논해 보고자 한다.
