  • 홍수기 유량측정에 있어서 가장 큰 어려움이었던 유속측정의 정확성을 확보하고 실무자의 안전성을 보장하기 위한 기본 취지에서 1993년 시작된 "대하천 유량 자동측정 설비개발"이라는 연구 주제하에 비접촉식 유속측정 기법에 대한 연구를 수년간 연구개발을 거듭한 결과물인 전자파표면유속계를 1999년도에 상품화하여 현재 국내에서 홍수유속측정 설비로 이용되어지고 있다. 현장에서 유량측정업무에 종사하는 실무자들은 홍수유량측정에 비하여 훨씬 간편함을 몸소 느끼게 되었고, 상품화보급이 시작된지 수년이 지난 상태에서는 더욱 성능이 개선된 전자파표면유속계가 개발되기를 기대하였다. 무엇보다도 홍수기에 유량측정시 기존의 유속측정 방법과 같은 방식으로 각 측선마다 전자파표면유속계를 설치해야하는 번거로움을 피력하였다. 기존의 전자파표면유속계는 하천을 가로지르는 교량위에서 흐름방향에 나란히 측정하는 조건을 고려하였기 때문에 이와 같은 편각인 상태의 유속측정은 검토하지 않았다. 이와 같은 사용자의 요구에 대하여 한국수자원공사에서는 홍수기 유량측정시의 사용자 편의성을 증대하기 위하여 성능개선 작업에 착수하여 편각측정용 전자파표면유속계를 개발하였다. 편각측정의 주된 목적은 전자파표면유속계를 모든 측선에 설치하지 않고 한 지점에서 편각(oblique angle)으로 여러 측선의 유속을 측정함으로써 유속측정의 효율성을 증대시키는 것이다. 전자파표면 유속계에서의 편각 측정은 하천의 유속 방향을 기준으로 정면에서 측정하면 수평 편각이 0도가 되며 좌우로 안테나를 회전하여 움직인 각도가 측정 편각으로 결정된다. 전자파의 물리적 특성 때문에 편각이 증가하면 반사된 신호의 수신 크기가 감소하여 측정이 불가능하게 된다. 이러한 문제를 최대한 극복하는 것이 본 연구의 중점 개선사항이다. 이를 통하여 전자파표면유속계를 교량의 임의 지점에 설치하여 좌우로 편각 $20^{\circ}$에 이르는 범위의 유속을 측정하고자 목표로 하였다. 홍수시의 현장 측정 환경은 열악하기 때문에 정확한 측정을 조건으로 측정자에게 최대한의 편리함과 신속한 측정 환경을 제공해야 효과적인 업무수행이 가능하다. 이러한 편각 측정을 가능토록 하기 위해서는 유속측정시 송신되는 전자파의 출력을 기존의 시스템보다 보다 높게 발사하여야 하며 안테나의 수신감도 및 지향성이 개선되어야 한다. 이를 위해서 안테나 형태에 있어 기존 전자파표면유속계와의 차이점은 기존안테나는 파라볼릭 형상이었으나 신규 제작된 안테나는 평면안테나로 이러한 형태의 개선를 통해 안테나 특성 및 구조적인 차이를 유도하였다. 두 가지 안테나 사양 각각 장단점이 있으나 가장 큰 차이점은 빔폭 특성에서 평면 안테나가 우수하며 수신 감도를 향상시킬 수 있다는 강점이 있다. 특히 Tx/Rx 분리의 평면안테나 구조는 파라볼릭 안테나에서 불가능한 기능으로서 편각측정으로 인한 수신감도의 저하의 문제를 해결하기 위한 개선조치이었다. 성능개선 제작된 편각측정용 전자파표면유속계를 이용하여 일반하천의 홍수유속에 대한 편각측정 실험을 안성천에서 실시한 결과 유속 약 1.7 m/s 인 상황에서 편각 $20\;^{\circ}$ 까지 편각 $0\;^{\circ}$일때와 유사한 측정 성능을 보였다.

  • Digital medical image commenced with an introduction of PACS has become more popular today in the radiation diagnosis and radiation treatment and made great progress, in particular, for medical testing field, whereas it has made slow progress for radiation treatment field. In order to accommodate the current trend of digital from analog, a spherical mechanical check device(SMCD) that is the form of spherical differing from the existing form of flat or cube has been designed and tested its practicability to replace the part in mechanical check with digital image from QA operation. If the distance maintains constance between source(target) and image detector with constant distance to the center of spherical mechanical check device(SMCD), the size will be shown as a constant image at all times regardless of its direction exposed. For the test, two accurate hemispheres are made and put together which results in a sphere of the equilateral circle. It enables a variety of implementation of the existing mechanical check using digital image as follows: congruity level of radiation field and light field, size accuracy of radiation field and collimation field, gantry rotation isocenter check, collimation rotation isocenter check, room laser accuracy check, collimation rotation angle check, couch rotation angle check, and more. In addition, it has proved its practicability in checking isocenter congruity level as real time at the time of simultaneous rotation between gantry and couch that is applied to the non-coplanar field, which had been hard to apply as a device formed of existing flat or cube.

  • RBAC(Role based Access Control) is effective way of managing user's access to information object in enterprise level and e-government system. The concept of RBAC is that the access right to object in a system is not directly assigned o users but assigned by being a member of a role which is defined in a organization. RBAC is utilized for controling access range of privacy but it does not support the personal legal right of control over information and right of limited access to the self. Nor it contains the way of observation of privacy flow that is guided in a legal level. In this paper, extended RBAC model for protecting privacy will be suggested and discussed. Two components of Data Right and Assigning Data Right are added to existed RBAC and the definition of each component is redefined in aspect of privacy preservation. Data Right in extended RBAC represents the access right to privacy data. This component provides the way of control over who can access which privacy and ensures limitation of access quantity of privacy. Based on this extended RBAC, implemented examples are presented and the evaluation is discussed by comparing existed RBAC with extended RBAC.

  • As the demand for national security and national safety is gradually increasing in accordance with the trend of the times and social environment, and the use of private areas for effective prevention and supply required for the demand for safety services, this paper analyzed the Japanese private security testing system for the introduction of the Korea security certification system as a way to secure expertise in the private security industry and drew the following conclusion. First, certificate segmentation should be carried out according to the clearly divided field and scope of the expense operation. Second, it is necessary to distinguish the qualification of the private security qualification according to the level. Third, it is necessary to utilize the combined evaluation method through the departmental and practical tests. Fourth, an assessment should be made through the link between departments and practical subjects. Fifth, the diversity of the acquisition methods should be placed to ensure the gainer's accessibility. A Study on the Using of BIM Data and Template for Construction Progress Management (건설공정관리를 위한 BIM데이터와 템플릿 활용 방안)

  • BIM is currently applied in some domestic construction firms, but it is not being actively utilized due to changes in working environments and qualms about new studies. In order to utilize a BIM model in the design phase, process information is needed during construction, but the input system and utilization method of the process information's state are not complete. Therefore, we propose a BIM template for construction progress management that can show basic BIM information as the construction progresses in an easy and convenient way. This method will facilitate the adoption of BIM and enhance the productivity of construction companies. To this end, we designed a progress explorer for step-by-step progress and work schedules, and we generated three-dimensional views and a progress list by applying unit information (primary units, part units, and detail units) of the work breakdown structure (WBS) to the parameters. To use the BIM template, work progress information is input to the BIM modeling objects through Dynamo. We also used Dynamo for quick and easy calculation of the quantity of materials needed for construction work. To test the BIM template, we applied it to an actual project and evaluated its visibility and a progress list. The results showed that the proposed BIM template facilitates progress management of a project and can thus facilitate the adoption of BIM and improve the productivity of construction companies.

  • EDI (Electronic Data Interchange) has been widely utilized to support Business Activities since it has such advantages as fast transfer of information, less documentation work, efficient information exchange etc. Recently e-business environment has urged the traditional EDI system to be changed to ebXML framework. To apply the ebXML framework to a certain industry, it is required to implement Business Process (BP), Core Component (CC), Collaboration Protocol Profile (CPP), Collaboration Protocol Agreement (CPA), Messaging system etc. We have selected the port and logistics industry as a target domain to apply ebXML framework, since the EDI usage ratio of it is relatively higher than other industries. In this paper, we have analyzed the current status of EDI system and transaction processes in the port and logistics industry. We have defined the business process that will be registered in the registry/repository, the main component of ebXML framework, using UN/CEFACT modeling methodology. And Business Collaborations, Business Transactions, Business Document Flows, Choreography, Pattern, etc. are represented using UML according to UN/ CEFACT modeling methodology, to apply ebXML Framework to the port and logistics distribution industry. Also we have suggested the meta methodology for applying the ebXML framework to other industries.

  • It is time to prepare for the imminent development from the field of records management through decentralization to the records management of the new age in accordance with the flow of decentralization. To overcome a centralized record management system, more archives should be established to realize autonomous and decentralized records management. In accordance with the shift to a full-scale electronic record management environment, the appropriateness and effectiveness of the three-phase system of processing-archival-permanent record management based on physical transfer should be reviewed in terms of transfer cost and work efficiency. The archives should function as institutional archives to carry out the continuous volume record management and the autonomous record management at the institution level. This study examined the possibilities and implications of the archives to expand their functions as archives of institutions for the decentralization of record management and information governance orientation. In addition, the study diversified the types of records management institutions as a way to accomplish this and determined a way to design the functions of archives that integrate the current-end-end-end records management. At each level, institutions should set up archives based on their circumstances and aim at information governance at the level of each archive. Moreover, each archive level should establish a horizontal network to govern record information management.

A Study on the Development of an Assessment Framework for Smart Work Readiness (스마트워크 적합성 평가 프레임워크 개발에 관한 연구)

  • Rapid development of information and communication technologies leads firms to take 'smart work' into serious consideration as a new way of working in coming knowledge and information society. However, some jobs may be fit for smart work while some may be not. A $2{\times}2$ framework for smart work readiness assessment is developed in this study through the review of extant literature and a series of focus group activities. Two critical dimensions of smart work are derived and presented as a result: smartness (knowledge versus data) and mobility (mobile versus static). Knowledge intensive jobs with possible mobility seem to be the target group that can be easily converted to smart work while mobile workers with interactive data processing devices seem to be already doing smart work. As mobility is a critical presumption for work to be flexible in terms of time and place, jobs with no mobility are assessed here as not ready for smart work at least at present. This framework is experimentally applied against the published job statistics 2011 in Korea, and used to estimate the number of workers ready for smart work. As a conclusion, discussions on policy implications and further research issues are made at the end.

A study on configuring deployment of digital repositories for the archives management systems (대량기록물 처리를 위한 영구기록물관리시스템의 디지털저장소 배치형상 연구)

  • The National Archives of Korea(NAK) has a mission to ingest large-scaled digital records and information from a number of different government agencies annually from 2015. There are important issues related to the digital records and information transfer between NAK and agencies, and one of them is how to configure deployment of digital repositories for the archives management systems. The purpose of this paper is to offer the way to design it by examining the checkpoints through the whole life cycle of digital records and information in the archives management systems and calculating the amount of ingested digital records and information to the systems in 2015 and deploying the digital repositories configured according to the amount the records and information. Firstly, this paper suggests that the archives management systems in NAK should be considered and examined into at least three different parts called Ingest tier, Preservation tier and Access tier in aspects to the characteristics of the flow and process of the digital records and information. Secondly, as a results of the calculation the amount of the digital records and information ingested to the archives management systems in 2015 is sum up to around 2.5 Tera bytes. This research draws several requirements related to the large-scaled data and bulk operations which should be satisfied by the database or database management system implemented on to the archives management systems. Thirdly, this paper configures digital repositories deployment according to the characteristics of the three tiers respectively. This research triggers discussion in depth and gives specific clues about how to design the digital repositories in the archives management systems for preparing the year of 2015.
