  • Quantity information focused on a design drawing plays a critical role in a decision making related to cost for project participants during project life cycles. Related participants absolutely depend on quantity take-off working which produces the quantity information by hand, and then a worker's mistake often causes many errors. The difference of quantity by the know-how of the person in charge of the estimation also occurs. In addition, the worker passes through the whole quantity take-off processes again in case of re-working for quantity take-off produced by a change order. The requirements about the automated estimation increase because of the needs for the accurate quantity take-off and dealing with the change order and recently, the studies about the automated estimation working process based on 34 cad model from 3d cad modeler are attempted in various viewpoints. However, the existing studies reach the limits such as common quantity data type framework for getting Quantity information. Focused on a certain 34 cad modeler and BIM based automation of estimation using it Therefore, the objective of this study is to develop the a series of system which can extract, analyze, and verify Quantity Data Type in modeler to automate quantity take-off originated from various 3d cad modelers as a foundation study for BIM based automation of estimation framework.

Designing the Record Management Functions for Record Content Using Advantages of Cloud Storage (클라우드 저장소 장점을 활용한 기록 콘텐츠 관리기능 설계)

  • Recently, the central administrative agency changed its business management system to cloud-based On-nara 2.0. To transfer and manage the records of the cloud business management system, the National Archives Service has developed and distributed a cloud-based records management system. It serves as an opportunity to maximize the benefits of cloud computing and redesign the records management to be more effective and efficient. The process and method of electronic record management can be transformed through digital technologies. First, we can change the transfer method for electronic records. When the business and the records management systems share the same cloud storage, it is possible to transfer the content files between the two systems without moving the contents files physically, thus copying only the metadata and reducing the cost and the risk of integrity damage. Second, the strategy for allocating storage space for contents can be conceived. Assuming that the cloud storage is shared by the business and the record management systems, it is advantageous to distinguish the storage location based on the retention period of the content files. Third, systems that access content files, such as records creation, records management, and information disclosure systems, can share the cloud storage and minimize the duplication of content files.

  • In this paper, high-quality business-type communications(UC) capabilities of the communication activities overlap, waste, reducing rework process improvement provides for high efficiency. Messages sent via UC app development, FMC calling features, schedule management organization for the development and deployment DataBase UC server deployment, the search for the JSP implementation, XMPP is using the messaging system. IP-PBX running on the IP network, on the basis of UC applications in real life, improve utilization of the infrastructure necessary to provide services to the system design and implementation.

  • This paper aims at finding the policy implications of mobile government services based on the comparison of domestic and foreign cases. We developed a framework for the classification of mobile government services and examined the domestic and foreign mobile government services to identify policy implications and dynamic trends of the mobile government. In the policy perspective, we suggest customer-centric service redesign, extensive adoption of mobile service solutions, and new service development reflecting new mobile trends.

  • KISTI(한국과학기술정보연구원)는 학회업무 관리, 학술정보 관리를 학회가 어려움 없이 처리하도록 지원하고자, 학회 정보화 사업의 일환으로 학회 학술 정보 유통 체제 전 과정을 온라인화 하고 쉽게 관리할 수 있도록 한 $\ulcorner$KISTI -ACOMS(KISTI-Article Contribution Management System: KISTI-웹기반 논문투고관리시스템)$\lrcorner$을 개발하여 2001년부터 학회에 무상으로 보급하여 왔다. 또한 2003년부터 최근 3년간 학회 편집위원회와 같은 임원회의를 통해 추가 요구기능을 수렴, 분석하고 재설계하여 2005년 9월에 KISTI-ACOMS 버전 2.0을 출시하여 최근 과학기술분야 학회를 대상으로 무상보급을 지원하고 있다. 웹기반 논문투고관리시스템을 도입하여 국내 학회 정보화의 고도화를 지향하고자 하는 시기의 흐름에 맞추어 한국축산식품학회 또는 KISTI-ACOMS 버전 2.0을 도입하였으며, KISTI는 한국축산식품학회의 제반환경과 심사 프로세스를 분석, 적용하여 시스템에 반영하였다. 본 연구는 KISTI - ACOMS 버전 2.0을 기반으로 구축한 한국축산식품학회의 웹기반 논문투고관리 시스템 기능에 대해 살펴보고, 향후 시스템에 필요한 기능 및 명세를 기술함으로써 한국축산식품학회의 개선된 웹기반 논문투고관리시스템을 제시한다.

A Study on Management of Records for Accountability of University (대학의 설명책임을 위한 기록관리 개선 방안 연구)

  • This study focuses on resetting the direction of the universities' accountability introducing the notion of accountability which is a new paradigm in the setting of records management.. First, we analyze the notion and structure of accountability, and then demonstrate the need of accountability in the university. And we try to deduce factors for accountability through cases of foreign universities. Based on this, we analyze the present status of records management of domestic universities. Based on the results of analysis, this study suggests several proposals. First, university records need to be reset. Second, regulations related to tasks in the university should be improved. Third, the function of university archives should be strengthened. Forth, the process of university records management should be reset. Fifth, in order to settle down accountability of the university in a right way, proper systems and procedures to regulate it are necessary so that the university can perform accountability properly outside the university.

  • Generally, the phases of constructing information systems are consisted of systems planning and selection, system analysis, system design, and system implementation and operation. These systems require many efforts and costs for additional development of modification requirements due to a frequent changes of business environments and business processes. Especially, inconsistencies between system design and system implementation usually happen during development steps because of the difficulties of program developments due to difficulties of capturing exact user requirements and frequent changes of user requirements. This paper proposes a scheme of implementing meta-data based applications for enterprises in order to reduce inconsistencies between system design and system implementation and to overcome limits of the existing coding-based development methods of applications which must use until disuse if they are developed once. Also, this paper presents a framework of repository system to systematically manage and utilize meta-data. The core concept of the proposed scheme makes outputs generated in the phases of system analysis and design into meta-data and is to easily develop and customize application programs using meta-data repository. Also, to show the applicability of the proposed scheme, it is applied to implement ERP system of 'H' automotive part manufacturer. As a result, the proposed scheme can gain improvements such as easiness and productivity of program development, easiness of maintenance, reusability of program components, etc.

Analysis of Reform Model to Records Management System in Public Institution -from Reform to Records Management System in 2006- (행정기관의 기록관리시스템 개선모델 분석 -2006년 기록관리시스템 혁신을 중심으로-)

  • Externally, business environment in public institution has being changed as government business reference model(BRM) appeared and business management systems for transparency of a policy decision process are introduced. After Records Automation System started its operation, dissatisfaction grows because of inadequacy in system function and the problems about authenticity of electronic records. With these backgrounds, National Archives and Records Service had carried out 'Information Strategy Planning for Reform to Records Management System' for 5 months from September, 2005. As result, this project reengineers current records management processes and presents the world-class system model. After Records and Archives Management Act was made, the records management in public institution has propelled the concept that paper records are handled by means of the electric data management. In this reformed model, however, we concentrates on the electric records, which have gradually replaced the paper records and investigate on the management methodology considering attributes of electric records. According to this new paradigm, the electric records management raises a new issue in the records management territory. As the major contents of the models connecting with electric records management were analyzed and their significance and bounds were closely reviewed, the aim of this paper is the understanding of the future bearings of the management system. Before the analysis of the reformed models, issues in new business environments and their records management were reviewed. The government's BRM and Business management system prepared the general basis that can manage government's whole results on the online and classify them according to its function. In this points, the model is innovative. However considering the records management, problems such as division into Records Classification, definitions and capturing methods of records management objects, limitations of Records Automation System and so on was identified. For solving these problems, the reformed models that has a records classification system based on the business classification, extended electronic records filing system, added functions for strengthening electric records management and so on was proposed. As regards dramatically improving the role of records center in public institution, searching for the basic management methodology of the records management object from various agency and introducing the detail design to keep documents' authenticity, this model forms the basis of the electric records management system. In spite of these innovations, however, the proposed system for real electric records management era is still in its beginning. In near feature, when the studies is concentrated upon the progress of qualified classifications, records capturing plans for foreign records structures such like administration information system, the further study of the previous preservation technology, the developed prospective of electric records management system will be very bright.

기존 인사평가시스템의 효율화를 위한 설계와 재구축

  • 본 연구는 국내에 있는 한 금융사에서 사용하고 있는 기존 인사평가시스템을 사례로 하여 시스템 운영자와 사용자(모든 임직원)가 시스템을 효율적으로 운영하고 사용할 수 있도록 인사평가시스템을 재구축하였다. 새로 구축될 인사평가시스템의 효율을 보다 높이기 위해 인사평가 업무와 평가 절차를 분석하고 그러한 평가체계를 기존 legacy 시스템(인사평가시스템)에 어떻게 반영이 되었는지도 분석하였다. 해당 금융사는 기존 평가시스템을 통하여 임원과 직원뿐 아니라, 비정규직원까지 년마다 상반기와 하반기로 나누어 업적과 역량평가를 각각 두번씩 실시하고 있었다. 평가결과는 나중에 보상이나 승진 시에 중요한 고과자료로 활용하고 있었다. 업적과 역량평가 뿐만 아니라, 신업사원을 대상으로 하는 정규직 수습평가와 계약직을 대상으로 한 역량평가 그리고 전직원이 대상인 다면평가도 실시하고 있었다. 그런데 여러 해에 걸쳐 인사평가를 실시하는 과정에서 평가프로세스가 여러 차례 변하였고, 많은 평가대상자를 평가하다 보니 예외적으로 처리해야 하는 경우도 발생하였다. 이런 변화와 예외적인 사항을 기존 Lagacy시스템에 반영하다 보니 평가데이터를 관리하는 테이블이 처음보다는 많이 늘어나게 되어 현재 약 170개에 달하고 있었다. 이렇게 많은 테이블 중에는 당시에는 사용했으나, 현재는 사용하지 않게 된 것도 포함되어 있었다. 프로그램 소스도 마찬가지로 새로운 요구사항과 많은 예외사항 처리로 인해 복잡해지고 프로그램 소스의 수도 늘어나게 되었다. 이로 인해 평가시스템 담당자는 시스템을 관리하기가 복잡해지고, 새로운 변화나 요구사항에 대응하기가 어려운 사항이었다. 그리고 담당자가 시스템 관리에 더 더욱 어려움을 겪게된 것은 시스템 담당자가 여러 번 바뀌는 과정에서 인수인계에 제대로 이루어 지지 않게 되었고 인사평가시스템 관리문서도 시스템 변화에 따른 히스토리 내용이 제대로 관리되지 못하고 있었기 때문이다. 그래서 이번 연구에서는 기존 legacy 시스템의 테이블과 프로그램 소스를 분석하여 방만하게 늘어날 데이터 관리 테이블을 효율적으로 줄이고, 예외적인 사항을 새로운 인사평가시스템에서 포괄적으로 수용할 수 있도록 재설계하였다. 또한 인사평가시스템 운영중에도 사용자(임직원)들로부터 있을 수 있는 예외적 요구사항을 미리 예측하여 운영담당자가 신속하고 정확하게 대응 할 수 있도록 하였다.
