본 연구에서는 우리나라 국방 분야의 신뢰성의 제고하기 위한 국방 신뢰성 Master Plan의 구축이 시급하다고 판단하여 우리나라 국방 분야의 신뢰성 업무를 종합하는 기본 계획서인 "국방 신뢰성 Master Plan"을 제안하고자 한다. 이를 통하여 소요제기단계부터 설계 및 개발 단계, 양산 및 유지정비보수 단계, 운용단계에 이르기까지 신뢰성을 적용할 수 있게 됨으로써 무기체계의 작전수행능력 제고는 물론, 무기체계의 성능향상, 무기체계의 개발기간 단축뿐만 아니라 막대한 비용 절감 효과가 기대된다. 또한 무기체계의 각 개발 단계의 주요시점마다 신뢰성의 개념을 적용함으로써 체계의 운용유지비용을 획기적으로 절감할 수 있을 것으로 기대되며, 국산무기체계의 국제경쟁력 향상을 통하여 경제발전에도 크게 기여할 것으로 전망된다.

In this study the infrastructure of PKIMS(ParK Information Management System) was constructed based on SDI(Spatial Data Infrastructure) not only to provide the consistent spatial information of the space called park but also to share the latest information so that administrative officers could make people satisfied for their information request and promote consistent policy for the park management. PKIMS was developed by integrating with SDI for all life cycle of spatial data such as the data generation, use and share so that the efficiency and executive of administrative services could be acquired. Moreover, this construction of successful application system based on SDI would be the very good sample for implementation of NSDI(National Spatial Data Infrastructure).

National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.

본 연구는 기존의 필름 운영체계에서 PACS 운영체계로 전환 시 업무 변화에 따른 보건소 구성원 간의 인식을 조사하고 이들이 가지고 있는 새로운 업무에 대한 저항감을 줄여 새로운 시스템 도입에 적극적으로 적응할 수 있도록 하여 업무의 효율성을 높일 수 있는 기초 자료를 제공하고자 시행하였다. 연구기간은 2009년 6월1일부터 2009년 12월 16일까지이며 연구방법은 대전, 충남북에 소재하고 있는 필름운영체계에서 PACS 체계로 바뀐 보건소의 의사, 방사선사, 간호사, 기타 직종을 대상으로 하였으며 70부의 설문이 분석에 사용되었다. 임상적 유용성 인식은 방사선사(2.8) > 의사(2.7) > 간호사(2.4) > 기타(2.0)로 모든 직종이 향상된 것으로 인식하고 있었으며 PACS 가 필름시스템 보다 임상적으로 사용자 편리서, 접근 용이성 등이 모두 우수하며 임상적으로 유용하다고 답했다. 업무변화 및 효율성 인식은 방사선사(3.2) > 간호사(2.0) > 의사(1.988) > 기타(1.983) 순으로 직종별 차이를 보여 PACS 운영이후 업무가 효율적으로 변화되었다고 인식하고 있었다. 진료 및 근무환경 인식은 방사선사(3.6) > 의사(3.2) > 간호사(3.1) > 기타(3.0) 순으로 진료 및 근무환경이 향상되었다고 답했다. 교육적절성에 관한 인식은 기타(3.5) >간호사(3.0) > 의사(2.8) > 방사선사(2.5) 순으로 직종별 차이를 보였다. 적응 및 만족도 인식에서는 방사선사(2.9) > 기타(1.7) > 간호사(1.6) > 의사(1.5) 순으로 직종별 차이를 보였으며 PACS 운영이후 사용자의 적응도와 만족도가 높다는 것을 알 수가 있었다. 병원정보시스템의 핵심인 PACS 도입과 같은 보건소정보화 과정에서의 보건소 구성원의 인식을 알아본 결과, 임상적 유용성 인식, 교육 적절성에 관한 인식에서는 근무 년 수가 적을수록, 유용성이 높다고 했으며, 업무 변화 및 효율성 인식, 진료 및 근무환경 인식, 적응 및 만족도 의식에서는 근무 연수가 길수록 유용성이 높다고 인식하고 있었다. 성별에 따른 임상적 유용성 인식과 업무 변화 및 효율성 인식에서는 남자가 여자보다 유용하다고 인식하고 있었다. 연령별 차이에 따른 임상적 유용성 인식, 업무 변화 및 효율성 인식, 진료 및 근무 환경 인식은 40대 이상에서 높다고 인식하였다. PACS 도입으로 인해 보건소 구성원의 거부반응과 같은 저항감이나 부담감, 소극적 참여의지 등의 태도나 인식이 예상되었으나 연구 결과 대체적으로 모두 긍정적으로 인식하였으며 PACS가 보건소 구성원들에게 기존 필름체계를 대체할 수 있는 수단으로 유용하게 인식하고 있었다. 다만 본 연구결과는 향후 새로운 PACS 도입 시 성공적인 운영을 위해 직종에 따른 정보 제공 및 맞춤형 훈련 교육이 필요함을 시사하고 있다.

본 연구에서는 '02년 제작 배포된 한국하천지도의 활용성을 극대화하고 하천관리업무 지원의 체계성을 확보하기 위하여 기 구축된 한국하천지도 추진현황 및 GIS DB를 분석하여 최신 IT기술 적용방안을 검토하였다. 또한, 최신 기술 동향 분석을 통하여 한국하천지도의 활용성 극대화를 위한 위치기반서비스(LBS; Location Based Service) 기술을 선정하여 시스템 설계 구축하였으며, 실시간 하천관리기술 확보를 위하여 건교부 및 공사에서 추진 중에 있는 정보시스템 현황을 조사 분석하여 한국하천지도의 유무선통합서비스 체계 구축을 위한 추진전략을 제시하였다. 이로써, 하천관련 종합적인 정보제공 기반을 구축함으로써 하천관리 업무시 웹 및 모바일 시스템을 통하여 조사자료 및 관리정보를 실시간 조회 및 활용할 수 있는 체계 구축이 가능하여 하천업무의 효율성 및 대국민 서비스의 질을 향상시킬 수 있을 것으로 사료된다.

Information technologies have been wide spread in the public sector, especially government administrative of office. Most of the Korean internal government, IT influence focused on the hardware and input system, not so fast realized, and don't have fundamental development less of business dimension. And now, the electronic document implementation efficiently satisfies the government's process and management through the reduction of manned working steps. This study suggested the elimination of old ragged custom based on paper document. inner basis environment composing for the using of electronic document and the introduce of digitized network tele-working system etc, for the highly execution of future digital management system.

학령인구의 감소에 따른 대학 구조개혁에 대한 경쟁력 강화 방안의 일환으로 각 대학에서는 다양한 설문조사 및 만족도 조사를 시행하고 있다. 그러나, 대부분의 대학은 설문조사의 통합 관리체계 및 운영 방법의 효율성 그리고 활용 방법에 대한 고려 없이 업무별, 시스템별, 다양한 인터넷 무료 설문조사 시스템을 사용하고 있어 체계적이고 효율적인 설문 관리가 어렵다. 본 논문에서는 대학 내에서 운영되는 모든 설문조사 업무를 통합 관리할 수 있는 권한 모델을 설계하고, 자료를 체계적으로 저장할 수 있는 구조를 만들어, 축적된 데이터에 대한 시계열분석, 상관분석, 회귀분석이 가능한 시스템을 제안한다. 제안된 시스템은 학교의 설문조사 업무를 효율화하고, 대학에 필요한 다양한 분석 방법을 제공하여 대학의 발전에 기여 할 수 있을 것으로 사료된다.

본 연구는 건설현장에서 발주청으로 보고하는 주기적인 업무보고자료를 대상으로 오프라인이 아닌 온라인 보고방식으로 업무처리절차를 개선하고자 한다. 또한, 온라인 보고시에도 단순 보고형식에서 승인 반려체계를 도입하여 시공사는 감리단에게, 감리단은 발주청에게 승인요청절차를 거쳐 승인 또는 반려처리함으로서 온라인으로 업무처리가 가능하도록 발주청과 건설현장간에 보고체계를 개선하고자 한다.

유수사용허가업무를 담당하는 실무자들은 현행 공무원 보직체계에 따라 인사이동이 되는 경우가 많으므로 유수사용허가업무를 수행하는 담당자의 해당 분야에 대한 전문성이 결여될 수 있다. 또한, 유수사용허가 권한 자체가 수계나 하천의 등급에 따라 각 하천의 홍수통제소와 지방자치 단체에 위임되어 있어 동일한 업무이지만 업무의 일관성이 보장되기 힘든 여건이다. 따라서, 업무를 일관적으로 처리할 수 있는 시스템의 개발이 절실히 요구된다. 특히 국유인 수자원을 배분하는 유수사용허가 검토는 일관된 방법과 기준을 적용해야 하는 것이므로 컴퓨터 시스템으로 개발할 경우 간단한 조작방법을 습득하는 것만으로 업무의 일관성을 유지 할 수 있는 장점이 있으며, 여러 사용자가 동시에 접속하여 사용이 가능한 웹 프로그램을 이용한다면, 4대강 홍수통제소 및 각 지방자치단체로 분할된 업무를 하나의 시스템에서 체계적으로 수행할 수 있게 된다. 하천유수사용허가관리를 위한 시스템은 유역에 대하여 상 하류에 걸쳐 일관성 있게 적용할 수 있는 자동화된 물수지 분석을 실시할 수 있으며, 유수사용허가에 따른 허가이력 관리, 서식의 자동출력, 허가대장의 시스템과의 연계운영 등을 전산화하였다. 하천유수사용허가관리시스템은 웹기반 의사결정 시스템으로서 앞으로 각 유역에서 발생되는 신규 하천유수사용허가신청의 허가여부 검토와 허가 갱신시 허가량 조정 등에 사용할 수 있으며 수리권 및 시설물 정보의 유지 관리에 도움을 줄 것이다.
