A Study on the Smart Workers' Perception of the Boundary Strength Between Work and Nonwork (스마트워크 이용자의 업무와 비업무간 경계 강도 인식에 관한 연구)

  • Companies as well as the Korean government show growing attention to the Smart Work which is enabled by the ongoing development of information and communication technologies (ICTs). Smart Work can be regarded as an extended version of telecommuting or distance work and defined as "working efficiently and conveniently regardless of time and place utilizing ICTs." Smart Work currently puts its emphasis on the work and life balance by changing the ways of working. Despite its emphasis on work and life balance, it is expected the boundaries between work and nonwork would blur, work and nonwork boundaries may become more permeable, and role conflicts would occur more times than before. To find ways to enhance work and life balance while escaping from expected conflicts in the context of Smart Work, we investigate the work and nonwork boundary strengths and the factors affecting them. In the course, we consider asymmetries between the work and nonwork boundary strengths and bidirectional nature of work and nonwork permeability. We develop two research models having work and nonwork boundary strengths as respective dependent variables. We empirically found that work role identification and nonwork-to-work permeability had influences on the boundary strength at work and that work-to-nonwork permeability affected the boundary strength at nonwork. However, nonwork role identification did not show any significant influence on the boundary strength at nonwork.

A Study on the Risk Management Framework for the Long-term Preservation Business of Electronic Records (DRAMBORA를 응용한 전자기록 장기보존 업무 위험관리체계 연구)

  • This paper proposed risk management approach as a self-audit framework to achieve the goals which might be common among the records management organizations in Korea governmental and public area. After introducing the history and the concept and process of risk management approach and examining DRAMBORA's framework, the processes and the methods of risk management for the electronic records which are customized from DRAMBORA are explained in details: How to define the business context of organizations, how to determine the business functions and activities and related risks, how to assess the level or severity of each risks and some considerations related to risk assessment. As a result, this paper shows that application of DRAMBORA's framework to the electronic records management organizatioins is not only possible but also useful and effective. The critical point for the success of application for DRAMBORA's framwork or the risk management approach itself each organizations which wants to accept that framework should define its own business functions and activities and the goals in respect areas.

  • This study is to analyze open work status and conditions of cadastral surveyors and suggest improvement plans for working area of cadastral surveyors. The results are as below. Based on the analysis, this study suggests expansion of confirmation surveying for cadastral target range, ease of confirmation surveying standard for cadastral, and broader participation opportunities for cadastral surveyors in the cadastral re-survey project as improvement plans. If the Ministry of Land, Infrastructure, and Transport seeks legislative and policy improvement that can create more rational and ideal cadastral surveying conditions based on various reviews on improvement plans for working area of cadastral surveyors in this study will promote symbiotic development among cadastral surveyors.

업무의 효율성과 전문성 향상을 위한 사회복지사 직무 표준화 작업

  • 클라이언트의 욕구가 다양화 되어가면서 그에 맞는 사회복지사들의 영역이 확대되어가고 사회복지사의 업무 또한 클라이언트의 욕구에 맞게 다양화, 복잡화, 세분화 되어 가고 있다. 그러나 이러한 각 영역별 사회복지사의 직무가 특화되어 가고 있는 추세에서 사회복지사들의 업무에 대한 표준화 작업이 이루어지지 못한 것이 현실이다. 이로인해 사회복지전문성이 요구되는 다양한 현장에서 체계적인 접근과 전문지식을 효율적으로 발휘할 수 있는 사회복지사의 표준업무를 나타내지 못해 사회복지사에 대한 이미지가 전문가보다는 봉사자라는 인식이 대두되고 있으며, 사회복지사의 고유영역들이 침해받는 등의 문제들이 지적되고 있다.

  • 정부의 업무 중 각 부처간 영역에 있어 중복 부분은 늘 있게 마련이다. 때문에 정부는 각 부처 간 중복 사업 때문에 언론의 지탄을 받기도 했다. 최근 들어서 IT부문의 중복 투자 및 업무영역 분쟁 등으로 언론에 오르내렸던 부분이 관련 부처의 협의를 통해 수정되었다. 특히, 정통부와 산자부, 정통부와 문화부, 정통부와 공정위 등 IT산업의 특성상 정통부와의 업무 중복 논란이 많았던 점을 감안할때 정통부 업무와 관련한 조정이 많았던 것이 특징이다. 더불어 정통부는 정보통신산업 및 정보화의 종합 조정 부처로서의 역할을 담당한다는 것에 합의안을 도출했다. 관련 기관 및 업계에 정보를 전달하기 위해 지난 7월 13일 최종 합의된 정부부처간 경제정책 조정회의 최종안을 게재한다.

A Study on the Direction of Restructuring of Educational Facility Management Operating System (학교 교육시설관리 지원시설 업무체계 재구조화 방안 연구)

  • This study analyzes the reality of the overall operating system, such as recognition and satisfaction with school field support work system of the Education Facilities Management Center, recognition level of restructuring of work areas, and the direction of improvement for school facility maintenance support in various types of future learning environments. To analyze the problem of this study, a survey was conducted on 290 education administrative officials in Gyeonggi-do. First, school site awareness and work performance satisfaction of the Educational Facilities Management Center were evaluated as "below average," and it is necessary to improve the qualitative work area that is practically helpful to schools. Second, in the area of organizational operation, it is desirable to avoid simple tasks with a low evaluation of "below average" and to switch to an operating system that improves efficiency. Third, the need for the facility environment area (professionalism, safety) was the highest, but the center's ability and work processing level were evaluated very low as "below average," so it is urgent to improve the center's capacity. Fourth, in the area of social and educational policy change, the center received a high score for the need for access from the perspective of a learning environment linked to future education. Therefore, a policy review on the restructuring and improvement of work areas suitable for this is necessary.

  • ITSM 시스템을 구축 시 서비스 지원(Service Support)영역과 서비스 공급(Service Delivery) 부분과 동일하게 보안관리 영역을 지원하기에 보안관리 업무의 성숙도를 효율적으로 측정하였다. 보안관리 영역의 성숙도측정은 업무담당자의 인터뷰를 거쳐 업무성숙도를 측정, 결과분석 및 To-Be모델을 계획하였다. 업무성숙도의 측정은 9개도메인과 63개의 세부항목으로 구성하였으며 각 세부항목별 가중치와 기준점수를 부여하여 각 조직구성원들 개인의 보안업무 비중도, 보안업무의 성숙도를 함께 측정하였다.

  • 본 연구는 대학도서관 내 학생근로자를 인적자원의 요소로서 접근하여 그들의 업무 현황 및 영역을 파악하고, 발전적인 활용방안을 모색해보고자 하였다. 이를 위해 수도권 대학도서관을 대상으로 전화 및 이메일을 통한 설문지법으로 학생근로자의 업무 실태를 조사하였다. 연구 결과, 대학도서관에서의 학생근로자는 도서관 업무의 전반적인 분야에서 점차 중요한 인적자원으로 활용되고 있어 체계적인 관리의 필요성이 증대되고 있었다. 또한, 일부 대학도서관에서는 학생근로자의 전공 및 우수한 재능을 업무영역에 활용한 사례가 있으며, 이러한 학생근로자의 특화된 업무 영역을 적극적으로 개발한다면 도서관 서비스의 질적 향상을 기대해 볼 수 있을 것이라 생각한다.

Librarian's Role and Diversification of Librarian's Works for Creating Blue Ocean Strategy of Special Libraries (전문도서관의 블루오션 창출을 위한 사서의 역할 및 업무영역 다변화)

  • The roles of librarians have been changing with the paradigm shift of libraries. The paradigm of libraries has shifted from a traditional information management-centered way to a hybrid approach emphasizing a balance between collection and access. This study analyzed the internal and external changes of libraries to create Blue Ocean of special libraries by using the SWOT analysis. and adopted ERCR analysis for the reasonable management of libraries. The findings of this study indicate that the scope of role played by librarians belonging to special libraries shall be diversified from their traditional library activities in order to adapt themselves to changes in time. The Blue Ocean Strategy can be successfully developed only if the activities of libraries have been changed so that they are closely related to those activities for which such affiliate organizations are expected to carry out.

  • The private investigator service in Korea is to protect our legal market from personal right, creation of job, legal opening via OECD and FTA as well as the prevention of negative private investigation such as service center and private investigator operated without any control. Therefore, this study compares the civil research systems of advanced countries, reviews the legal process to introduce private investigator service as well as considers the previous studies to suggest the work sectors of private investigator service appropriate to Korea. As a result, it distinguished the private investigation work into corporate, finance, insurance, medical service, Cyber, traffic accidents, intellectual property right, lost and forensic science.
