Current Status and Features of the Publication Program in Archives: Focusing on the US National Archives and Records Administration and the National Archives of Korea (기록물관리기관의 출판프로그램 현황과 특징 - 미국 NARA와 국가기록원 사례를 중심으로 -)

  • Both domestic and overseas archives provide various forms of outreach services including exhibitions, educations, and publications for extended users. In addition, the publication program is portable and has excellent effects within its scope. Providing various and useful information about archives is significant because they can be important resources for historical research and provide good guidelines for archival users. This study investigated the current status of the publication programs, types of publications, the publishing organizations, and publication process managed by both the National Archives and Records Administration (NARA) and the National Archives of Korea (NAK). Based on the comparison of the publishing programs of the two archives, the study analyzed the limitations of the publication program of NAK and gave suggestions for its improvement.

  • Information inequality has been differently conceptualized and defined in national laws. While the information inequality increases, library policy and informational service has lagged behind in meeting the needs of the society and the state. This paper aims to provide a preliminary research on information inequality, in terms of conceptualization, the legal base, terminology, index development based on the level of digital information. The paper also highlights cases on library services for solution of the difference. It compares library services designed for the disabled, ethnic minorities and the aged. The paper reviews the existing literature and project data. As a result, there are a number of processes and tasks that needs to be developed, including policy development, supporting organization, human capital, cooperating network, supporting facilities and service, and data.

Development of IDM for BIM based Structural Steel Member Design (BIM 기반 철골부재 단면설계를 위한 IDM 개발)

  • IDM is a methodology for capturing and specifying processes and information flow during the life-cycle of a facility. The methodology can be used to document existing or new processes, and describe the associated information that need to be exchanged between parties. In this paper, the information model for BIM-based structural steel member design was defined using IDM methodology. The structural information offered in IFC was analyzed, and its adequacy was verified by applying the case study using Excel. As a result, $IFC2{\times}3$ offers the most structural design information for BIM-based structural steel member design, and some sectional properties omitted in $IFC2{\times}3$ were offered in IFC4. IDM methodology can be used effectively for developing BIM-based structural design systems.

  • Since 2008 Korea's fire administration has recognized the importance of human resources by introducing a mentoring system for new employees. This mentoring program is helping new employees adapt to the organization quickly and effectively. In addition, prevention inspectors are improving their job ability and expertise by ensuring the mentoring system has been introduced and operated. However, the current operating and fire officials mentoring system has a variety of problems including lack of expertise on the part of the mentors, deficiency of the legal system, lack of mentoring for information and materials, and lack of compensation, and formal mentoring training for mentors. In this study, the fire officials' mentoring system analysis and previous studies on the fire officials' mentoring functions will be analyzed to determine its effect on job performance. Results of this study of fire officials' job ability show that the variables that affect the mentoring program include the role model, business achievement, teaching method, attitude, interest, and achievement.

  • Domestic maintenance strategies are shifting from safety assessment to performance assessment, and related systems and laws are being restructured to meet those criteria. In order to introduce asset management based on performance evaluation, related evaluation methods such as performance measures and level of service should be made to evaluate performance according to the characteristics of the structure, but these are not well-prepared in Korea. In this study, we present a computerized model and system for implementing asset management that introduces techniques such as performance evaluation, life cycle cost analysis, performance measures, and level of service in conjunction with existing maintenance and safety diagnosis procedures. The features of this system consist of three modules to enable separate operations of existing maintenance, safety management and asset management. The system is designed to be used as a reference for public institutions to introduce asset management in the future.

Risk Perception of Fire Fighters Responsible for Nuclear Power Plants : A Concept Mapping Approach (원자력발전소 관할 소방관의 위험인식 개념도 연구)

  • The perception of risk that firefighters have is closely related to their performance and emergency preparedness in nuclear power plant accidents. This study investigated the unique risk perception among firefighters working in nuclear power plants (NPPs) using a concept mapping method. Thirty three firefighters in NPPs participated in this study. Two core axes, "fear and control" and "coping resource", emerged in the firefighters' risk perception. In particular, the risk perception consisted of six clusters: fear of radiation exposure and low controllability; anxiety caused by the lack of control and authority; lack of trust and cooperation; lack of authority and professionals; lack of equipment, manual, and information; and lack of knowledge and training. Catastrophic expectation and a low sense of control caused by the lack of responsive resources were the main factors that increase the risk perception. The theoretical and practical contributions of this study were discussed.

A Study on the Copyright Issues of Art Archives (미술 아카이브 저작권 쟁점에 관한 연구)

  • Art archives are archives that are produced and collected in activities carried out by artists, critics, and related organizations, and a large portion consists of individual records. Because of these characteristics, art archives have a wide range of media and formats, each with their own characteristics and creators, which can lead to copyright issues in individual cases. This study conducted interviews with six art archive professionals from four institutions, secured and analyzed the copyright status and issues that occurred in the art archives field by business area, and suggested applicable measures for each copyright case.

Measures for Improving Response of Autonomous Police Against Mass Disasters (자치경찰의 대형재난 대응 개선방안)

  • Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.

  • This study was carried out to analyze the job of care managers in their social welfare practicing fields about the frequency of care management duties they perform, types of duties considered to be most important and the reason, and types of jobs counted to be the most difficult and the reason by qualitative case study research methods. The job area of care management was elicited using DACUM method, and those 9 job areas derived from it were analysed according to frequency of performance, importance and difficulty. The subjects were 10 social workers serving more than 3 years with major duty of care management and chosen by reputational-case selection, and those collected data analysis was operated according to embedded analysis types. We discussed the implication of this research. : The experience of participants are the process of maintaining the tension, and search the equilibrium point between client centered service and institutional pressure.   • In the ever-changing policy promotion environment, front-line public officials often have difficulties in public relations because they do not know what and how to do it precisely. Everybody says, "Promotion is important, publicity is a problem," however, the policies will inevitably become useless if citizens are not aware of them. Therefore, this study aims to examine Asan City's policy promotion strategy using social media, the core of mobile communication. In particular, mobile social media service is crucial because it is desirable to actively use it to improve its efficiency and strengthen public communication. In understanding and implementing policy promotion, a practical guide for policy promotion that public relations officials can refer to according to the situation is needed, not a formal manual. In addition, looking at how public institutions operate social media will be an opportunity to provide guidelines for using social media as a powerful means of promoting policies in public institutions in the future. We expect that social media will inform information more quickly and respond efficiently in an emergency information protection situation.
