Media Diplomacy in the Time of Digital Revolution: A Case Study about 24 Hour English News Channel's Dealing with Libya Crisis in 2011 (리비아 사태와 글로벌 정보전쟁: 24시간 영어뉴스 채널을 통해서 본 미디어 외교의 현장)

  • Recently, media diplomacy takes on a substantial role in information war not only in setting global agenda but also in delivering their favored views and frames. Focusing on its crucial impact, this study attempts to investigate empirically the relationship between national prestigious media's news coverage and it's own foreign policy particularly about the 2011 Libya conflict. The total of 530 news articles in such 24 hour English news channels as BBC World, Cnn International, Russia Today, France24, Al Jazeera English and Deusche Welle were analyzed for this study. The analyses reveal that Libya coverages of those news channels are entirely constructed in the context of the foreign policy. To put it concretely, there was the undeniable level of differences in terms of quoting relevant sources, viewpoints, attitudes and frames for the pursuit of media diplomacy helped by high quality journalism. The authors argue in this regard that protecting information sovereignty should be urgently discussed even in the time of digital revolution. To launch 24-hour English news channel like 'Korea 24' would be a possible strategy for influencing global agenda and perspective in way of supporting national interests.

The Effects of the News Media, Campaign Media, and Political Talk on Voters' Candidate Images and Political Decision Making -A Study of the 17th Presidential Election in Korea- (뉴스미디어, 캠페인 미디어, 그리고 정치 대화가 후보자 이미지와 정치적 의사결정에 미치는 영향 -제17대 대통령 선거를 중심으로-)

  • Candidate images refer to a holistic impression of a candidate which is composed of various dimensions of attributes. This study investigated how online and offline news media, campaign media such as political ads, televised debates, and candidate web-sites, and interpersonal political talk influenced voters' images of a candidate in such dimensions as personal traits, job-performance abilities, and policy capabilities, and further their political decision making in the 17th presidential election in Korea. The analysis focused on President Lee, Myung Bak who won the election by obtaining nearly 50% of the effective votes. According to the data analyses, first, uses of offline newspapers positively influenced voters' images of candidate Lee's personal traits such as his morality, integrity, trustworthiness, and compassion, yet online news uses had an opposite effect on voters' impression of his job-performance and economic policy capabilities. Secondly, among various campaign media, television ads and candidate web-sites positively contributed to the formation of candidate Lee's images, yet showed little direct effect on vote choice, indicating that campaign media mainly indirectly influenced voters' political decision making. Each of the first, second, and third televised candidate debates revealed unique effects on image formation and vote choice. Thirdly, the network size and frequency of political talk negatively influenced image formation regarding candidate Lee's personal traits and economic policy capabilities, yet the discussion network size positively contributed to the Lee votes. Forth, among various dimensions of candidate images, voters' perceptions of candidate Lee's personal traits appeared to be the most significant predictor of the support for him.

  • It is difficult to found the concept of public interest properly, being ambiguous to distinguish media and service as to the convergence of broadcasting and telecommunications. Accordingly, it is necessary to found the concept of public interest not related to the character of media and service in the age of digital convergence. Therefore this study intended to re-found the concept of public interest, as to industrial changes in the age of convergence of broadcasting and telecommunications. The convergence of broadcasting and telecommunications causes the changes of value chain, which includes contents, platform, network, terminal. It could not help avoiding modifying the industrial structure of broadcasting and telecommunications, because of the changes of value chain. The changes of industrial structure needs the changes of ideology, regulatory policy, regulatory system, and it creates the foundation of new regulatory idea. The purpose of regulatory idea in the age of digital convergence is to practice public interest, and it is an ultimate purpose to increase consumers' welfare. Consequently, for increasing comsumer' welfare, it is necessary to achieve diversity, fairness, objectivity, the preservation of social value in the aspect of contents. Also in the aspect of platform, it is necessary to achieve the protection of privacy, consumer protection, harmful information blocking, and in the aspect of network, it is necessary to achieve the maintenance of secure network, fair competition. Finally, in the aspect of terminal, it is necessary to achieve the maintenance of compatibility, the solution for digital divide. Then regulatory policy of each value chain from a legal and institutional perspective, should be promoted to provide public interest, step by step.

An Exploratory Study on Local Community Food Issues in the Context of COVID-19: Focusing on Social Big Data through Regional Issues (코로나19 상황에서 지역사회 먹을거리 이슈에 관한 탐색적 연구: 지역별 이슈를 통한 소셜 빅데이터를 중심으로)

  • This study focused on analyzing the contents of social big data produced in the online space, dealing with issues related to food in the community in the context of COVID-19. First, this study analyzed food-related issues that spread through regional websites and online community(cafes) after social distancing was implemented due to COVID-19. Next, this study analyzed the contents of food-related issues that spread through media news, SNS, and portals. As a result, there were more food-related posts on the homepages of other regions compared to the metropolitan areas such as Seoul and Gyeonggi, but in the case of online communities, there were more food-related issues in online communities registered in Seoul and Gyeonggi regions. Food-related keywords in regional online communities mainly contained content related to the local economy. In the media articles, SNS, and search portal issues, content that can be discussed in the consumption process of local community food-related policies, information, and products mainly appeared. Based on the results of the study, it was found that there is no specialized information sharing system for each community, that online communities can contribute to providing food information applicable to reality, and that it is possible to verify the performance of regional food policies through social media.

Science and Technology Policy Studies, Society, and the State : An Analysis of a Co-evolution Among Social Issue, Governmental Policy, and Academic Research in Science and Technology (과학기술정책 연구와 사회, 정부 : 과학기술의 사회이슈, 정부정책, 학술연구의 공진화 분석)

  • This study explores the interactive pattern among social issue, academic research, and governmental policy on science and technology during the last 20 years. In particular, we try understand wether the science and technology policy research and governmental policy meets social needs appropriately. In order to do this, we have collected text data from news articles, papers, and governmental documents. Based on these data, social network analysis and cluster analysis has been carried out. According to the results, we have found that science and technology policy researches tend to focus on fragmented technological innovation meeting urgent practical needs at the initial stage. However, recently, the main characteristics of science and technology policy research shows co-evolutionary patterns responding to society. Furthermore, time lag also has been observed in the process of interaction among the three bodies. Based on these results, we put forward some suggestions for upcoming researches in science and technology policy. Firstly, analysis levels are needed to be shifted from micro level to mezo or macro level. Secondly, more research efforts are required to be focused on policy process in science technology and its public management. Finally, we have to enhance the sensitiveness to social issues through studies on agenda setting in science and technology policy.

Analysis of the "Korean Wave" News Frame of Chinese Daily Newspapers: Based on the Analysis of Articles Reported between 2001 and 2010 (중국 일간지의 "한류" 보도에 나타난 프레임 분석: 2001~2010년 기간에 보도된 기사 분석을 중심으로)

  • The purpose of this study is to analyze how Chinese people perceive the acceptance and spread of Korean popular culture through the analysis of the Korean Wave news frame in Chinese daily newspapers. The result of analysis showed that there was a significant difference in the number of an article appearance in all three daily newspapers by year according to a specific issue including the popularity of Korean Wave-related events, Korean dramas, movies and Korean stars. This reporting trend also appeared in the article format, and all three daily newspapers mainly used an episodic frame to deliver fragmentary Korean Wave trend or personal information emotionally rather than a thematic frame to analyze and interpret the Korean Wave trend in depth. As a result of analyzing dominant news frames using the inductive approach to examine specific contents of the articles, news frames that composed the Korean Wave into the cultural interest frame as 'Interest and attention toward Korean popular culture' and gave positive evaluations were dominant, followed by the economic news frames that explained the Korean Wave from the economic perspective and the political news frames that considered the Korean Wave from the viewpoint of the Chinese Government. These news frames appeared somewhat different according to the publishing purpose of daily newspapers. ${\ll}$People's Daily${\gg}$ which is the official organ of the Chinese Communist Party often covered the political frames to report the policies of Chinese government, ${\ll}$People's Daily (Overseas edition)${\gg}$ often covered economic frames from the overseas perspective and the Jinghua Daily which is a commercial newspaper by nature often handled cultural interest frames to consider Korean Wave as new cultural phenomenon.

  • The Korea Government adopted the gender mainstreaming system to realize gender equality. The active participation of members, organizations and groups of the society is the most important, for the systematic and continuous working of the gender mainstreaming system. We suggest a model for constructing gender governance with the women, the neglected classes, the educational group, the occupational group, the research group, NGOs, the medias, the government, the council, and the gender impact analysis and assessment center, etc.

차세대 해안공간확보기술

  • 본고는 건설교통부의 지역특성화사업의 일환으로 진행 중인 "차세대 해안공간확보기술"에 관하여 일반 적인 사항을 설명하고자 한다. 본 과제 "차세대 해안 공간확보기술"는 2005년 06월 30일부터 2010년 07년 29일 까지 진행 예정이다. 과제의 연구를 위하여 주관기관 1개, 협동연구기관 4개, 참여기업 25개로 구성되어 있으며 총 연구비는 약 95억원이다. 2007년 3월 현재 2차년도 연구를 진행 중이다. 본 과제는 해안공간확보를 위하여 방(防) 용(用) 보(保)를 목표로 하고자 한다. 즉, 해안을 방어, 이용, 보전을 대상으로 각각의 세부과제를 분할하였다. 세부과제는 방어에 해당하는 제1세부과제인 해안저지대 방호기술, 이용에 해당하는 제2세부과제 해안매립공간 확보기술과 제3세부과제 해안 레저공간 확보 기술, 보전에 해당하는 제4세부과제 해안유지 및 확보기술로 구성되어 있다. 본 과제는 기술적 목표 외에 기반구축, 기업지원, 정책지원, 지역기여, 연계활동(홍보활동, 국제협력, 창업지원) 등의 의무적 활동을 요구하고 있다. 따라서 본 연구단은 언론을 통한 홍보, 지방정부에 대한 정책자문, 참여자 및 기술자를 대상으로 워크샵, 심포지움을 통한 교육 및 홍보, 일본 공항항만연구소와 방문 세미나개최, 요코하마국립대학 시바야마 연구실과 국제협력을 위한 양해각서 체결, 지역을 중심으로 한 "해안공간학회"설립 등을 목표로 하고 있다.

Strategy for Public Service Broadcasting News in Digital Era : Focusing on BBC 'Digital First' case (디지털 시대의 공영방송 뉴스 전략 : BBC의 'Digital First' 사례를 중심으로)

  • In the midst of the rapid changes in the digital media environment, this study try to examine the challenges of the public service broadcasting(PSB) news as a representative public sphere in a democratic society, and sought realistic alternatives through a case study of the BBC, one of the most successful digital policies of PSB in the world. The study found that the BBC's 'Digital First' strategy pursued a fundamental change in news formats, thereby simultaneously innovating on content. It was also interesting to see that the news consumers' needs for social media and video content were selectively analyzed and approached with a strategy of choice and focus. Finally, the production of customized digital content by analyzing news viewing behavior by each age group also suggests a lot to Korean PSB. I hope that the cases of this study will be reflected in the digital policies of Korean PSB.

  • In the current discourse landscape where the opinions of stakeholders on game self-regulation are opposed, this study was conducted for the purpose of finding improvements by examining the effects of media reports on self-regulatory policies or perceptions. From July 2018 to June 2020, all articles reported for about two years were selected and the final 325 data were used for the study. For detailed frame analysis, the first and second frames were derived inductively. In the results of the study, it was analyzed that the in-depth understanding of the topic of self-regulation, the use of objective data, and the diversity of information sources were insufficient throughout the report.
