Child care cash benefit policy in Korea started in 2009 limited to the those under 2 years old in the poverty group entitled to National Basic Living Security Act and the near poor group (100,000 won a month). However, in 2013 the coverage has been expanded to everyone under 5 (200,000 won for those between babies in their first year, 150,000 won for the second year and 100,000 won for those between 2 to 5 years old) regardless of the household income level. The policy change between year 2012 and year 2013 requires a rapid increase in child care budget - 760% increase. This paper examines this exceptional expansion in child care cash benefit using policy network analysis. We found that local election as well as general election immediately effect the interaction between policy actors and the types of networks. This suggest that policy actors recognize child care cash benefit to be more directly related to the election result compared with child care services. Also conflictive interaction between the parties and government bodies with budget restraint also facilitated the diversification on the child care cash benefit discussion. The policy making process of child care cash benefit was led to policy adoption immediately after the presidential election suggesting that policy formation process and the policy adoption had an close relationship in the Korean child care cash benefit policy process.
This study attempts to assess the effects of childcare facilities and private education expenses on birth rate and also, to examine whether or not the quality and reliability of childcare facilities affect birth rate. Private education expenses are proxied by the number of private educational institutes or their employees. The study measures the quality and reliability of childcare facilities either by the number of employees per childcare facility or by the ratio of childcare facilities with less than 10 employees to total facilities. Empirical analysis is carried out with a cross-sectional data of 232 areas (si/gun/gu) in 2009. Empirical results indicate that the number of childcare facilities or their employees tended to increase birth rate, while private educational expenses had no effects on birth rate. It appears that the presence of good and reliable childcare facilities contributed to an increase in birth rate. The results provide several policy implications for an increase in fertility.

The purpose of this study was to investigate on parenting stress, parenting guilt feelings and separation anxiety and alternative care in nurses. Data were collected from nurses with preschooler at 2 hospitals from August 2013 to January 2014. Self reported questionnaires were used to collect data from 163 nurses. There were significant differences according to the age, satisfaction of work place and co-worker, spouse support of parenting in parenting stress, parenting guilt feelings and separation anxiety in common. The majority type of alternative care was surrogate foster home when they went to work. However, there were significant differences according to type of alternative care in parenting stress, parenting guilt feelings and separation anxiety. Particularly, those who use child day-care center and surrogate foster home showed more parenting guilt feelings and separation anxiety in Scheffe post-hoc comparison. As a result, it is needed to be improvement of working conditions and policy for nurses' parenting support to continue work.
This study focused on differences in factors of subjective well-being between children who are raised at their own homes and those raised at the residential institutions. This study used two kinds of data sets, one from survey on subjective well-being of children in residential care supported by National Research Foundation of Korea, the other from survey on children's subjective well-being in Korea conducted by Social welfare research center in Seoul National University and Save the Children Korea. The results are as follows; There are no significant difference statistically between children raised at their own homes and children raised at residential institutions in children's subjective well-being, satisfaction with him/herself, and satisfaction with school. However, there is higher satisfaction with family in children raised at their own homes. On the other hand, there is higher satisfaction with community in children raised at residential institutions. There are difference factors effect on children's subjective well-being between the two groups. Most of all, satisfaction with him/herself is very important factor to improve children's subjective well-being in residential care.

The purpose of this study was to investigate the living environment design of orphanage based on universal design. The 3 orphanages which were rebuilded recently was selected and evaluated by checklists. The checklists which are based on 'Universal Design Principles' are consist of 120 items. The major results are summarized as follows: 1) The items related to safety were insufficient such as separation of pedestrian passage, rounded edge. 2) The items related to accessibility were high grade such as width of corridor, curb height. 3) Private zones for sleep, study and storage are needed more and living room is needed more furnitures for activities to increase friendship in the family of orphanage. The results will be expected to make contributions to developing orphanage environment design based on universal design, to understanding the nature of universal design paradigm.
This study examined relationships between caregivers' attachment, young children's emotion regulation, and aggression. Subjects were 110 institutionalized and 105 home-reared children (M=3.8 and 4.2 years, respectively). Data were collected from children's caregivers via questionnaires and analyzed by ANOVA, correlations, and hierarchical regressions. Results showed that (1) caregivers' attachment and the emotion regulation and aggression of institutionalized children were significantly different from those of home-reared children; (2) caregiver's attachment was positively related to emotion regulation for both institutionalized and home-reared children; (3) for institutional children, negative relationships between attachment and aggression was found for girls; negative relationships between emotion regulation and aggression was found for boys. These findings underscore negative effects of institutionalized care on children's socio-emotional behaviors.
The purpose of this study was to identify and assess influential social adjustment factors in children who live in child care institutions. To do this, correlation and regression analysis in Structural Equation Model were carried out on 326 children from 12 child care institutions. The findings are as follows; Social adjustment in children living in child care institutions were deemed better based on higher self-esteem, more maintenance of contact with parents, more positive caring environment within institutions, higher support of fellow school children, and more pro-social charactes of school peers. The influence of each variables on social adjustment was indicated to be highest in institutions with a caring environment. In conclusion, self-esteem, pro-social charactes of school peers, support of fellow school children, and contact with parents (in that order) were deemed most influential to social adjustment.
The purpose of this study is to find influencing factors on attitude toward marriage of undergraduate with institutional care background. Intimate romantic relationship is one of developmental tasks of emerging adulthood. And attitude towards marriage is connected with intimate, romantic relationship. This study has focus on attitude towards marriage out of marriage issues. The method of this study is the survey on 214 undergraduates who have lived in institution for children over two years. The results of the findings are as follows. First, they are favorably inclined towards marriage. Second, gender, financial conditions, ego-identity exercise a significant effect on attitude towards marriage. Subcategory of ego-identity that affects attitude towards marriage the most is self-receptiveness. Implication and limitation of this study are discussed finally.
The purpose of this study is to evaluate the program for enhancing the interaction capacity between the child care institutions and the original family (associate) and propose a program suitable for the child care institutions. The program was conducted at two institution located in Seoul and Cheongju, and the process evaluation and outcome evaluation were conducted. First, the problems that appeared in the process evaluation were recruiting and maintaining participants. As a result of the satisfaction of each program, it was found that the satisfaction of the program sharing the various experiences or sharing the small daily life was high, and it was positive for the improvement of the relationship. Parents showed improvement in the post -test rather than the pre-test. Through qualitative assessment, positive evaluations were made in programs where the family participated in activities that could not be done together in the camp or everyday life, rather than just one-time activity programs.
