The relationship between social capital of adolescents in out-of-home care and their self-reliance: Focusing on the mediating effects of school adjustment (가정외보호청소년의 사회적자본이 학교적응을 매개로 자립의지에 미치는 영향)

  • The objective of this study was to examine the mediating effects of school adjustment on the relationship between social capital and self-reliance of adolescents in out-of-home care(institutional care, foster care, and group homes). For this study, a total of 358 middle and high school students(13 to 19 years) were recruited among adolescents in care nationwide. Collected data were analyzed by using the structural equation modeling analysis. A bootstrapping method was utilized to examine the mediating effects. The results showed that social capital of the adolescents in out-of-home care was not directly related to self-reliance. However, complete mediation was found through school adjustment in the relationship between social capital and self-reliance. This indicates that social capital of the adolescents in care was significantly related to self-reliance only through school adjustment. Based on the results, policy and practice implications for increasing the levels of social capital, school adjustment, and self-reliance of adolescents in care were discussed.

The Effects of Parenting Attitudes on the Developmental Trajectories in School Adjustment of Adolescents in Out-of-Home Care (주양육자의 양육태도가 가정외보호 청소년의 학교적응 발달궤적에 미치는 영향)

  • The purpose of this study was to examine whether parenting attitudes would have an effect on the developmental trajectories of school adjustment for adolescents in out-of-home care. Additionally, we hypothesized that this model would be different between boys and girls. In this study, we analyzed three waves of data collected from 341 adolescents living in residential facilities, group homes or foster homes by using cluster sampling methods. Growth-curve longitudinal analysis was conducted, and the results indicated that levels of school adjustment had increased from the 1st through the 3rd grade of middle school. Positive parenting attitudes had a positive impact on initial school adjustment and rate of change, whereas negative parenting attitudes had a negative impact only on the initial school adjustment. Second, multi-group analysis revealed that there were group differences between boys and girls in their initial school adjustment by positive parenting attitudes. Based on these results, this study discussed further suggestions to increase school adjustments for adolescents in out-of-home care.

  • 최근 병원행정가들의 가장 관심을 끄는 분야 중 하나가 간호사의 이직이다. 본 연구는 실제 이직을 한 간호사를 대상으로 이직요인을 파악하고 이에 대한 이직대책을 제시함으로써 조기에 간호사의 이직을 예방하여 효율적으로 간호인력을 관리하고 간호의 질적 향상을 하는데 도움을 주고자 46개 종합병원에서 1998년 1월${\sim}$1999년 1월 사이에 이직을 한 간호사 369명을 대상으로 조사, 분석한 후향연구이다. 연구결과를 통해 이직결정에는 다양한 요인들이 영향을 미침을 알 수 있었다. 특히 결혼상태가 가장 큰 요인으로 나타났으며, 기혼인 경우는 자식의 양육문제가 가장 원인이었으며, 미혼인 경우는 불규칙한 근무시간이 큰 영향을 미치고 있었다. 그에 대한 해결책으로 자식 양육문제의 경우, 근무병원 내에 탁아시설을 운영하거나 육아양육휴가제도 및 시간제 근무 등의 도입을 심각하게 고려해 볼 필요가 있다. 불규칙한 근무시간은 근무외 수당을 지불하거나 간호사가 스스로 자신의 근무시간을 선택할 수 있는 융통성 있는 스케줄링, 또는 승진평가 제도를 적절하게 할 수 있는 제도의 도입을 제안한다.

The effect of notification disposition in the current juvenile justice system from the perspective of institutionalized children's welfare (시설보호아동의 복지 관점에서 본 소년법상 통고제도)

  • Taking the perspective of children's welfare, this study aimed at critically analyzing the system of notification disposition which institutionalized children have experienced. Notification disposition is a juvenile justice process that, when a child (10 th 18 years old ) has been delinquent or is at risk for delinquency, is initiated without investigation or prosecution procedures by direct notification to a judge from the caregivers, school principals, chief probation officers, or directors of child care institutions. The data used in the analysis included case records of probation offices, and court sentencing documents of juvenile protective dispositions. Results showed that notification cases were initiated by directors of child shelters/care institutions. The most common reasons of notification were theft, runaway, physical violence, drinking, and smoking. Furthermore, there were more controversial reasons, such as "bad influence on another institutionalized children", "showing no remorse", "no sense of guilt"and "challenge of rearing in institutions" Based on the results, we discussed three problematic aspects of the direct notification system by directors of childcare institutions : (1) too much reliance on the judicature judgment of juvenile court; (2) less stability of the judicial status of notified children, and (3) inadequacies of the notifying eligibility for directors of child care institutions.

Changes in Parenting Support Policy and Opening Day Nurseries to Local Communities in Japan (일본 자녀양육지원정책의 변화와 보육소의 지역사회 개방(開放))

  • This study reviews recent changes in parenting support policy in Japan, and examines the roles and functions of day-nursery as the base for parenting support in the local community. The purpose of this study is to provide implications for the direction of the parenting support policy and child-care facilities for the local communities in South Korea. The analysis concentrates on the official national reports such as the Declining Birthrate White Paper and Japan's National Guidelines for Care and Education at Day Nursery by the Japanese Cabinet Office. The study finds that the Japanese government has introduced comprehensive medium and long-term policies for all the members of the community with recognizing the changes in the domestic and foreign child-rearing environments and social needs. These policies have also helped to improve the social awareness of parenting. The role of the day-care center has been raised as a significant part of the support for child-rearing in the local community due to the revision of the Child Welfare Act for nursery school teachers in 2001 and the official announcement of Japan's National Guidelines for Care and Education at Day Nursery in 2008. The study also concludes that the social responsibility of the nursery center has been strengthened by being utilized as a public resource for the community. From the findings, we can elicit the conclusions and implications that the roles and functions of child care centers as a significant base for parenting support in the local communities need to be considered. We also listen to the voices of stakeholders such as parents and staff of child care centers. Last but not least, we would understand the social role and importance of bringing up children by cooperation of the community members, and promote the role of child care centers as a central place providing and communicating information on child-rearing in the local communities.

Nurturing Experience of Mothers of Children with Disabilities Admitted to a Group-Home (장애아동을 그룹홈에 입소시킨 어머니의 양육경험)

  • The research subject is 8 mothers who put their physical/mentally impaired children in a group home, as the research method, this study conducted an in-depth interview survey. The participants of this study collected data from the in-depth interview on 8 mothers who put their disabled children to the group home. In the result of open coding, total 34 concepts, 28 subcategories and 13 categories were derived. The core category in the selective coding was 'establishing restorative relationship through entering a group home after encountering the limit of nurture.' Practical Strategies include the following; first, it's necessary to provide psychology counselling consequent on a mother's nurturing phase, and this study proposes a program for a father having a child with disability; in addition, there is the necessity of having to arrange the differentiated facility for physically/mentally impaired people, which meets the needs of the relevant people. At a level of policy, this study suggested the necessity of having to take into account the minimization of poverty problem facing a family having a disable child through the caring card, necessity of the use of good-natured card, and medical-social-welfare-based intervention, expansion of facility-touring class installation, and use of adult guardianship system, and differential payment of disabled child nurturing allowance consequent on income quantile, etc.

Emotional Availability of working mothers and their 24~48 month-olds in child care centers (취업모와 자녀의 정서적 가용성에 관련된 변인 연구:보육시설에 다니는 24-48개월 아동을 중심으로)

  • The purposes of this study were to explore the level of emotional availability of working mothers and their 24~48month-olds (67 dyads: 33 boys and 34 girls) in child care centers and to examine the relationship between the mother-child emotional availability and the related variables of working mothers and their children. Emotional Availability Scales (EA, 3rd edition) developed by Biringen, Z., Robinson, J., & and Emde, R.N. (1998) was used. Mother's work-family conflict, maternal parenting stress, and maternal depression, temperament of child, personal background were measured. The results of this study were as follows: The level of mother-child emotional availability was above in the middle level. There were significant differences in the mother-child emotional availability by maternal educational level and family income level, and significant negative correlation between maternal parenting stress and mother-child emotional availability. There was significant difference in the mother-child emotional availability by the starting point of child care experience. Mother-child emotional availability were significantly explained by family income level, maternal parenting stress, and the starting point of child care experience.

Running to Change Prejudice into Hope - A Qualitative Case Study on Academically talented Children in Residential Care - (편견을 희망으로 바꾸는 달리기 - 학업성취 우수 시설보호아동에 관한 질적 사례연구 -)

  • We usually expect that children in residential care are not able to have excellent academic achievement, even though their school achievement in adolescence is crucial as a part of whole lifespan development. The purpose of this study is to carefully understand characteristics and experiences of only a few academically talented children in residential care and to find out the practical suggestion to support the academic performance of children in residential care. For this purpose, we had interviewed eight children in depth and analyzed the data using a qualitative case study method. As a result, we found a total of 21 subcategories and 5 categories. The categories included that 'always being faithful despite being not fast', 'believing myself when I face limitations', 'conflict in high support and high expectation', 'sometimes refusing to support on me, but I am leaning on my mind', 'relieving anxiety by studying'. In conclusion, we found that the central theme of 'running to change prejudice into hope' were found through the cases with excellent academic achievement. Based on the results, we suggested the guidelines to consider when developing and providing the academic support services for children in residential care.

The Factors Influencing Service Outcomes of Group Homes and Residential Care Centers : Focusing on Blinder-Oaxaca Decomposition (그룹홈과 아동양육시설의 운영성과에 영향을 미치는 요인 : Blinder-Oaxaca 분해를 중심으로)

  • This study investigates the factors influencing service outcomes of group homes and residential care centers, as well as the factors causing any differences between the two service outcomes. 119 and 137 5-6th graders were selected from group homes and residential care centers respectively, using the cluster sampling method. Multiple regression and Blinder-Oaxaca decomposition were used in this study. The results revealed that 'stigma', 'school adjustment', and 'social support' were significant factors influencing service outcomes among children in group homes, while 'stigma', 'primary caregivers' attitude', and 'peer relations' were identified as significant factors among children in residential care centers. The study also found that the mean service outcome score for group homes was higher than that of residential care centers. The 74 percent of this difference in the mean scores was due to the difference in children' characteristics of the two out-of-home care service types. The remaining 26 percent of this difference was due to unobserved characteristics. Finally, the implications of this study in child welfare practices were also discussed.

An Integrative Review of Interventions to Improve Parenting Competencies of Unmarried Mothers Living in Residential Facilities in Korea (국내 시설 거주 미혼모의 양육역량 향상을 위한 중재의 통합적 고찰)

  • Purpose: To understand the core elements and the effects of interventions on the improvement of parenting capabilities of unmarried mothers living in residential facilities, this study reviewed the literatures related to this concept. Methods: Five electronic databases (KISS, KMbase, KoreaMed, NDSL, and RISS) were searched, and eight studies were ultimately selected for the integrative review. Results: The interventions were categorized into two types: psychological intervention and sociocultural intervention. The core elements of the psychological interventions included cognitive, emotional, behavioral, and relational contents. Sociocultural aspects included raising personal skills for finding social support resources. Various studies showed the effects of intervention on efficacy, attachment, or parenting behavior. Conclusion: Based on the results of this study, health promotion programs to improve maternal parenting competency for unmarried mothers living in residential facilities need to be developed and applied.
