The purpose of this study is to present a stabilized supporting plan of the special high-school in Gwangju area. For this, It is to analysis the general present situation and explore the supporting plan in Gwangju area. Based on the findings, the study showed the future supporting plan and the current events of the special high-school in Gwangju area.

This study is related with support system plans of public-private convergence for emergency recovery services to fire victims. The current issues are analysed from the condition and problem analysis results of emergency recovery activities for fire victims. And building plans of an integrated support system based on the government and private sector cooperation are proposed. Overall, the system shows that the government is responsible for the functionality of management and supervision for the system operation, and the private is responsible for the functionality of specialized agencies for practical emergency recovery. Consequently, support system plans include with infrastructure maintenance of laws and regulations, contracting-out of the support system, stable supply of operating budget and function strengthening of public-private convergence for emergency recovery. Especially, plan for stable supply of operating budget in detail including with establishment of the fund and self-financing composition of private corporations for emergency recovery services is proposed. The results of this study will lead strengthening of fire safety welfare and social safety nets at future.

통상적으로 국외도입부품의 가격은 그 모체장비의 수명이 경과하여 도태시기로 갈수록 가격이 급격히 상승하며, 심지어는 우리가 아무리 많은 비용을 지불하더라도 조달이 곤란한 경우가 많이 발생한다. 따라서 유사시 원활한 군수지원을 위해서는 국내에 안정적인 조달원을 유지하여야 하며, 이것이 적기 군수지원과 경제적인 조달을 위한 최선의 방안이라는 점이다. 이 글에서는 군용물자의 부품 군산화와 관련된 전반적인 정책과 지원제도에 관한 문제점을 도출하고 부품국산화를 활성화 시킬 수 있는 개선방안을 제시하고자 한다.

협회는 지난 3월 11일 농림수산식품에 낙농부분의 정책제안으로 '낙농산업 발전 종합대책(안)'을 제출하고 그 제시방안에 대해 농림수산식품부와 협의를 갖고 추진방안에 대해 논의를 갖는(4.17) 등 정책반영을 위한 활동을 지속적으로 전개하고 있다. 대책(안)의 내용에 따르면 현재 낙농산업의 현황과 문제점을 제기하면서 낙농산업의 안정적인 발전대책 수립을 위해 3가지 개선방향을 제시하고 있는데, 첫째, 낙농정책에 대한 비전을 수립, 국가 비전 아젠다를 설정하여 지속가능한 낙농산업으로서의 기반유지 당위성을 마련하고, 둘째, 전국단위 수급조절을 위한 계획생산제 실시 및 기구개편, 국내 유제품 시장 형성을 위한 가공원료유 한도수량제의 확대, 국산우유의 차별화를 위한 우유표기의 개선, 군급식 우유용량의 확대와 학교급식과 학교우유급식 통합(17대 대선 한나라당 정책공약), 북한어린이(학생) 우유지원 등 그 실질적인 정책마련에 해당하는 원유수급 안정화를 위한 제도 개선이 바로 그것이다. 셋째, 사료가격 안정을 위한 대책 및 목장시설 현대화 지원 확대, 낙농단지 조성을 통한 안정적 낙농생산 기반 유지, 유업체 경영합리화 방안 및 시설자금 지원, 유제품 수출지원 등을 통해 낙농.유업의 경쟁력 향상이 이뤄져야 함을 강조하였다. 월간낙농육우는 본고를 통해 낙농산업 발전 종합대책(안) 중 개선방향에 해당하는 자료를 소개코자 하니, 많은 관심을 바란다.

창업활성화와 중소기업의 안정적인 성장을 유도하기 위해 다양한 지원 정책이 추진되고 있다. 정부에서는 조세 금융의 직접적인 방법과 지원 사업을 통한 간접적인 방법으로 효과적인 지원을 위해 노력하고 있다. 그러나 정부의 창업정책에 대한 견해는 여전히 팽팽하다. 지원의 필요성에 대해서는 공감하고 있으나. 지원 방식과 지원사업의 실효성에 대해 논의가 이어지고 있다. 이에 따라 본 연구에서는 정부 창업지원 사업에 대한 중요도와 만족도를 평가하고자 한다. 이를 위해 정부 창업지원 사업을 경험한 ICT 창업 기업을 대상으로 설문을 수행하였으며, 이 중 128개를 대상으로 GAP 분석 및 ISA 분석을 진행하였다. 이를 통해 실제 지원 사업을 체감한 기업의 의견을 반영하여 현실성 있는 보완책을 제언하고자 한다. 본 연구 결과를 바탕으로 정부 창업지원 사업에 대한 개선 방안을 제언하여, 정부 창업지원사업의 질적 수준을 개선하는 데 기여하고자 한다.

본 연구는 북한이탈주민의 경제적 자립과 안정적인 정착을 지원하는 하나의 방안으로서 창업을 촉진하기 위한 지원 정책과 제도 개선 방안을 제시할 목적으로 수행하였다. 정부는 현재 생활밀착형 북한이탈주민 정책 추진 기조하에 북한이탈주민의 삶의 질을 높여주는 방향으로 맞춤형 정책을 추진하고 있다. 다만, 창업지원 프로그램은 여전히 소규모로서 지원 분야를 다양화하고 예산을 증액 하는 한편, 지원 체계도 중앙-지방-민간 간 유기적으로 협업이 효율적으로 이루어지도록 개선이 필요하다. 본 연구는 북한이탈주민의 창업의지 결정요인에 대한 실증적 연구를 목적으로 하며, 북한이탈주민들에게 잔존하는 사회주의 가치체계와 이들의 사회적응성 요인을 기존 연구에서 확인되었던 개인의 성격적 특성, 경제적 지지, 자아성취욕구 요인들과 함께 분석모형에 포함하여 실증 연구를 수행하였다. 이를 위해 하나원에서 교육 중인 18세 이상 북한이탈주민 223명을 대상으로 2019년 10월 설문조사를 통해 자료를 수집하였고, 선형회귀분석과 이분형 로지스틱 모형분석을 이용하여 실증분석을 수행하였다. 2개의 분석 모형에서 일관된 결과가 도출됨에 따라 분석결과의 강건성을 확인하였다. 결과적으로 사회주의 가치체계가 약할수록 창업의지에 긍정적인 영향을 미칠것이라는 가설은 지지되었다.

북한은 김정은 체제의 조기 안착과 장기적 안정성 확보를 위해 경제난을 해결하고자 개혁 개방정책으로 변화 시도가 기대됨에 따라 북한이 개혁 개방정책을 시도할 경우 해운항만의 개방에 맞춰 북한의 해상 교역에 필요한 항행 안전시설에 대한 현황과 문제점을 짚어보고 우리나라의 역할과 지원방안에 대한 검토.

The objective of this study was to analyze the satisfaction of graduate students participating in the Brain Korea21 (BK21) project in five supporting areas of the project: curriculum, job searching and career development, academic development, the globalization of education, and educational environment. A further objective was to find efficient methods of providing students with stable academic and financial support for their research in order to develop them as distinguished researchers. In order to answer research questions, this study conducted a survey of the BK21 project satisfaction with students majoring in humanities or social sciences and analyzed the survey results. The tool has 7 dimensions: 'curriculum', 'job searching and career development', 'stable support for academic development', 'support for academic activities out of school', 'globalization of education', 'lectures in English', and 'educational environment'. The survey found that survey participants were in general satisfied with the BK21 project. Of these 7 dimensions, the results showed remarkably high satisfaction dimensions for 'stable support for academic development' and 'support for academic activities out of school' while indicating a comparatively low satisfaction for 'job searching and career development'. The result and analysis of this study suggests that the BK21 project needs to emphasize the following: PR for the project, provide opportunities for the training for career development and job information to students, modify the areas of academic support, remodel programs of short- and long-term studies in foreign countries, improve the educational service system for lectures in English, and secure research facilities.

물부족 국가인 우리나라에서 댐은 중요한 사회적 기반시설로서 안정적인 용수공급, 홍수조절, 발전 등의 다양한 측면에서 편익을 주고 있다. 하지만 이러한 편익의 대부분은 댐 관리주체 및 하류지역 주민들에게 주어지는 것이며, 오히려 댐이 위치하고 있는 지역의 지자체 및 상류지역의 주민들은 일방적인 피해를 보고 있는 입장이다. 이에 댐 주변지역 주민들을 대상으로 소득을 증대시키고 복지를 증진시킨다는 목적 하에 댐 주변지역 주민지원사업을 시행하도록 하는 법적 근거에 따라 지원사업을 시행하고 있으나 지역 주민들의 사정을 제대로 반영하지 못하고 있으며, 피해정도에 비하여 지원이 부족한 실정이다. 또한 지원되고 있는 사업의 내용면에서도 주민들에게 실질적인 도움을 주지 못하고 있다. 이렇듯 댐 주변지역 주민들은 지역간 편익과 피해에 대한 불공평한 배분과 댐으로 인한 피해, 불편, 경제적 손실 등으로 불만과 피해의식이 증가되어 사회적 문제로 나타나고 있다. 본 연구에서는 댐으로 인한 편익과 피해를 분석하고, 현재 시행되고 있는 지원 사업에 대한 현황 및 주민의식을 조사하여 실제 댐 주변지역의 주민들에게 실질적 도움이 될 수 있는 제도를 마련하기 위한 방안을 모색하였다.
