부산남항 선박통항 안전성 확보를 위한 해상교통 조사 분석 및 대책 방안 연구

  • 부산남항은 개항질서법상 항계 밖으로 1975년부터 부산시가 관리권을 위임받아 관리하는 지방정부가 관리하는 항구로서 하루 평균 약 450여척의 선박이 계류되어 있는 상태에서 빠르게 운항하는 여객선, 냉동운반선, 수리조선소의 각종 이동선박 및 어선 등 많은 선박이 통항하고 있으나 선박통항의 해상교통관제가 이루어지지 않아 항상 선박안전사고 발생 가능성을 내포하고 있다. 따라서 부산남항 선박통항의 안전성 증대와 안전사고 대책 등을 대비할 수 있는 총체적인 선박 안전관리시스템을 구축하기 위하여 부산남항의 해상교통 상황을 조사 분석하고 이에 대한 대책 방안으로 적합한 선박 안전관리시스템을 제안하고 그 장단점 비교 분석한다. 해상교통량을 조사한 결과 하루 평균 1,157척, 1시간 평균 48척으로 선박통항량이 가장 많은 시간인 16~17시 사이에는 120척의 선박이 통항하는 것으로 조사되어 선박통항의 안전성을 확보하기 위한 시스템을 반드시 운영되어야 하는 것으로 분석되어 좁은 수역에 가장 효율적인 선박 안전관리시스템을 설계 분석하여 그 대책 방안으로 제시하고자 한다.

  • 울산 신항 남항지구에 설치되는 SPM은 설치 위치와 공사의 특성상 제4항로 전면을 일정 기간 잠식함과 더불어 상당히 광범위한 공사구간이 요구됨으로써 제4항로 통항 선박 및 공사구간을 통항하는 선박들의 통항 안전 및 작업선들의 작업 안전에 대한 대책 마련이 필요한 바 이 연구에서는 제4항로의 임시항로 설정과 임시항로의 통항안전성 평가가 더불어 통항 선박 및 작업선의 해상교통 안전대책을 수립하였다.

  • VLCC에 의한 SK에너지 울산CLX와 인천CLX의 일원화된 효율적 원유 수급체계에 따른 물류비용의 절감, 이에 따른 국가 산업 경쟁력확보 및 항만경쟁력 강화를 위한 고도화 사업의 일환으로 고부가가치 선박인 VLCC가 인천항에 처녀입항하게 되었다. 이로 인한 해상교통관제센터(VTS)의 안전대책이 요구되어 비교적 통항량이 많고 항로길이가 긴 인천항의 VLCC운항 계획에 따른 해상교통 혼잡도 등, 다각적인 통항 안전성 및 VLCC 입출항에 따른 타 통항선과의 항행안전 관계등을 점검하여, 계속적인 VLCC 입항에 따른 항행 위험성을 파악하고, 앞으로의 인천항만 안전을 위한 통항안전관리대책을 모색하고자 한다.

  • Recently, bridge design and/or construction works on marine traffic route are undertaking in Korean waters. Naturally the ship-handling difficulty and hazardous to navigation should be increased when the bridge is constructed on the shipping route. Unfortunately, however, it is impossible or not desirable to secure wide enough bridge span width due to geographical condition or economic point of view. Therefore this study aims to propose the consideration factors during the bridge design process, and the traffic volume control, speed limit and other alternative measures to secure traffic safety using marine traffic flow simulation technique.

  • In these days, several bridges have been built or under construction over navigational channel in Korea. In these cases there must be careful consideration for the marine safety of vessels to be passed by below the bridge. This paper aims to analyze the factors influencing maritime traffic safety and to figure out ample width of main span of these kinds of bridges through the reference study and FMSS.

Study on the Vessel Traffic Safety Assessment for Routeing Measures of Offshore Wind Farm (해상풍력발전단지의 대체통항로 통항안전성 평가에 관한 연구)

  • In this paper, we analysed vessel traffic volume and patterns of traffic flow for ships using areas where included wind farm site and adjacent waters of Daejeong Offshore Wind Farm, and estimated traffic volume by classified navigational routes according to suggestion of rational routeing measures on the basis of classified patterns after installation of offshore wind facilities. Also, we assessed vessel traffic safety for each designed routeing measures on the basis of estimated traffic volume and proposed requisite countermeasures for the safe navigation of ships. With a result of analysing patterns of traffic flow, the current traffic flow was classified by 8 patterns and the annual traffic volume was predicted to 8,975 ships. On the basis of these, expected the vessel traffic volume according to designed four routeing mesaures after installation of wind farm. As result of assessing vessel traffic safety by using powered-vessel collision model of SSPA on the basis of the estimated traffic volume, the value of collision probability was less than safe criteria $10^{-4}$. Thereby we made sure usability of the designed routeing measures for the safe navigation of ships.

A Study on the Safety Navigational Width of Bridges Across Waterways Considering Optimal Traffic Distribution (최적 교통분포를 고려한 해상교량의 안전 통항 폭에 관한 연구)

  • Bridges across waterways act as interference factors, that reduce the navigable water area from the perspective of navigation safety. To analyze the safety navigational width of ships navigating bridges across waterways, the optimal traffic distribution based on AIS data was investigated, and ships were classified according to size through k-means clustering. As a result of the goodness-of-fit analysis of the clustered data, the lognormal distribution was found to be close to the optimal distribution for Incheon Bridge and Busan Harbor Bridge. Also, the normal distributions for Mokpo Bridge and Machang Bridge were analyzed. Based on the lognormal and normal distribution, the analysis results assumed that the safe passage range of the vessel was 95% of the confidence interval, As a result, regarding the Incheon Bridge, the difference between the normal distribution and the lognormal distribution was the largest, at 64m to 98m. The minimum difference was 10m, which was revealed for Machang Bridge. Accordingly, regarding Incheon Bridge, it was analyzed that it is more appropriate to present a safety width of traffic by assuming a lognormal distribution, rather than suggesting a safety navigation width by assuming a normal distribution. Regarding other bridges, it was analyzed that similar results could be obtained using any of the two distributions, because of the similarity in width between the normal and lognormal distributions. Based on the above results, it is judged that if a safe navigational range is presented, it will contribute to the safe operation of ships as well as the prevention of accidents.

  • 조류신호표지는 강한조류가 있는 항만입구나 항로페서 조류정보를 제공함으로 통항선박 안전에 중요한 역할을 한다. 우리나라는 서남해안은 일부지역에서 강한조류가 흘러 선박통항에 위험을 초래하고 이로인해 해양사고 위험성이 내포하고 있어, 선박통항의 안전을 위해 우리나라 연안에 조류신호표지 설치가 필요한 위치에 대한 타당성을 연구하고자 하였다.

  • From the viewpoint of navigation safety, it would be best if it's possible to build a bridge whose main span is wide enough, however, sometimes it may not be possible due to geographical or economic reason To construct the bridge on the shipping route, consideration factors for marine traffic safety must be investigated and examined from the viewpoint of marine traffic engineering. This study aims to secure marine traffic safety and maintain smoothly traffic flow through assessment qf these factors. As the first step, examination factors such as traffic volume, ship size and bridge width were assessed quantitatively using marine traffic flow simulation technique.
