The Maritime Traffic Safety Audit Scheme was institutionalized in 2009 to provide for professional surveys, measurement and the evaluation of navigational hazards that might occur in coastal waters in the course of marine work. Related researches that dealt with the reform of the Maritime Traffic Safety Audit Scheme found that there were no rules or regulations for verifying whether marine work conformed to audit results and reviewing the exactitude of ship handling simulations which were a crucial part of the scheme. According to the necessity of adopting an ex post facto management system in the field of maritime traffic, this study analyzed the similar audit acts such as the Natural Environment Impact Audit Scheme and the Road Traffic Safety Audit Scheme, and proposed specific articles for revising Maritime Safety Act in order to break out from the institutional inertia of the current Maritime Traffic Safety Audit Scheme. It is expected that a newly proposed legal system for verifying the performance of audit results and the exactitude of audits will help improve maritime traffic safety by eradicating potentially hidden hazards related to marine work.

해상교통안전진단 제도 시행관련, 경과 진행에 따른 실적 분석 및 소요 분석을 통한 개선점 도출이 현 시점에는 시행된 바가 없는 상태로 제도의 원활한 운영 및 개선점 발굴을 위해선 연구 필요성이 있다. 따라서 수행된 진단 실적, 사업별 특성, 진단 특성을 분석하고 장래 진단 수요량을 예측 분석하여 진단 수행에 따른 개선점을 도출하고 장래 상황 예측을 통한 해상교통안전진단 효율화 자료로 사용하고자 한다. 그에 따라 본 연구에서는 진단실적 분석, 진단수행 개선점 분석, 장래 진단 수요분석, 진단 수요에 따른 개선점 분석의 4단계로 분류하고 관련 내용을 연구, 분석, 검토 기술하였다.

해상교통안전진단제도가 2009년 도입 이후 50여건의 해상교통안전진단이 종료되었거나 진행 중에 있다. 항만기본계획에 따른 부두건설이 진단실적 중 50%를 차지하고 있어, 항만기본계획에 따른 부두건설 사업은 해상교통안전진단제도에 절대적이다. 하지만, 해상교통안전성 검토가 미비한 항만기본계획은 부산신항의 유류기지 건설, 울릉도 사동항 부두건설 등의 사업지연 및 경제성 미확보 등의 문제로 나타나게 되었다. 따라서, 항만기본계획의 수립절차 및 법적절차를 분석을 통하여, 해상교통안전진단제도의 안정적 운용을 위한 제도적 방안을 도출하고자 한다.

The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present. At this point, it needs to establish sound MTSA scheme to proceed acceleration step through the comprehensive review and systematic approach. In this study, it aimed to design of Metaevaluation Model for the comprehensive analysis of MTSA scheme with applying theory of the Metaevaluation, that is the evaluation of evaluation. To put it concretely, This research draw a basic model by using Metaevaluation methods like as literature studies, expert reviews, surveys and etc. and proposed a available 'PIP'OU' Metaevaluation Model through verified validity and reliability. This PIP'OU Model is the first proposed Metaevaluation Model in maritime field and it is expected to be used as framework to draw up improvement measure with deriving problem for the MTSA scheme.

The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present since May 27th, 2009. But recently, there's a controversy about whether it has been performed properly or the results is significant. These new discussions were arose from lack of validity and appropriateness we had yet to find. At this point, it needs to establish sound MTSA scheme through the comprehensive review. This research developed a suitable meta-evaluation model for MSTA with applying theory of the teta-evaluation, that is the evaluation of evaluations and verified by using meta-evaluation methods like as literature studies, expert reviews, surveys and etc. The results of this study can be used to evaluate MTSA activities and it will contribute to improving MTSA scheme.

To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

바람직한 해상교통안전진단제도 정립을 위해 보다 종합적이고 체계적인 검토가 필요한 바, 본 연구에서는 메타평가에 관한 이론을 적용하여 설계된 메타평가 모형을 그동안 실시된 우리나라 해상교통안전진단에 적용, 종합적으로 분석 평가하여 해상교통 안전진단제도의 개선방안을 도출하였다. 메타평가는 평가의 질적 개선을 통한 평가결과의 활용도를 제고하기 위하여 평가수행뿐만 아니라 전반적인 평가시스템을 포함한 평가로 그 타당성을 규명하는 일련의 작업으로서 본 연구에서는 문헌연구와 전문가검토, 설문조사 등의 방법을 활용하여 진단활동에 대한 전반적인 평가를 실시하여 개선방안을 마련하였다. 특히, 개선의 시급성을 정량화함으로써 개선 우선순위에 대한 정책적 시사점이 클 것으로 기대한다.

Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

After forming a institutional framework with specified in Maritime Safety Law(ex. Maritime Traffic Safety Law) on May 27th, 2009, The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present. But there's no review with the comprehensive and systematic approach for proceeding acceleration step of MTSA scheme. At this point, this study analyzed current status and derived improvement measures using by 'PIP'OU model' which was designed for the comprehensive analysis in accordance with metaevaluation theory, like as question investigation and etc. Consequently, it mainly needs to improve 'Assessment Plan' domain and minimized the difference in views between concerned parties. This study is expected to be used to develop systematic maritime policy by proposing the order of priority in improvement matters.

National major facilities have been rigorously investigated using regular safety inspections and precision safety diagnosis since the Special Law for Facilities Safety Management was made in 1995. However, the process of safety inspection and precision safety diagnosis could be doubted due to intervention of facility owner for safety level evaluation, competition to obtain low price order, and low technical skills of inspection companies. Although the management processes for evaluating the inspection companies were used for several years, the process should continue to improve in the safety inspection field. This study analyzed the recent evaluation system and the ratios of insufficient inspection. Estimation of national loss expenses to the insufficient safety inspection was investigated to recognize the necessity for the improvement of facility inspection process and evaluation system.
