안전명인 인터뷰 - 기본과 실천의 안전관리 추구, '오픈 점포의 안전달인' 이마트 제천점 권오일 안전팀장

  • 20년 전인 1993년 11월 12일 우리나라 대표 대형마트인 이마트(대표이사 허인철)가 탄생했다. 그리고 지금으로부터 4년 전인 2009년 12월 21일에는 아름다운 청풍명월의 고장인 충북 제천시에 제127호 이마트 매장이 들어서게 된다. 이마트 제천점은 연매출 600억 원의 점포로, 직영사원 140명과 매장협력임대사원 300명의 상생협력을 통해 제천시 강제동 유통업무지역의 대표적인 대형할인점으로 굳건히 자리 잡았다. 이곳 이마트 제천점의 안전을 책임지고 있는 권오일 안전팀장은 오픈 점포와 유독이 인연이 있으면서 '오픈 점포의 안전달인'이라는 별명을 가지고 있다. 2003년 신세계 이마트에 입사하여 청주점, 아산점, 그리고 현재 제첨점까지. 그가 몸담아 왔던 곳이 모두 오픈점이었는데, 오픈 점포에 맞는 안전시스템 구축에 탁월한 역량을 발휘하면서, 청주점 무재해 3배, 아산점 무재해 2배, 제천점 무재해 3배 달성 등을 이끌어왔다. 이로 인해 안전보건공단 공로표창장 및 상패(3회), 대전지방고용노동청 청주지청 및 충주지청장 표창(2회) 등 많은 공적을 남겼다.

A Study on the Determinants of Pilot Competency to Improve Work Management in the Civilian Pilot Transition Course (민간 조종사 전환과정 중 업무안배 능력 향상을 위한 조종역량 요인 분석연구)

  • The pilot's role is absolutely critical to the safety of an airline. It can be predicted that there is a difference in the acquisition of pilot competency required in actual flight at the initial flight training stage. In this study, the progress and effects of education and training for each background are analyzed, and differentiated competency-based training is to be studied. By sampling a sample of civil airline pilots, we are trying to determine whether there is a difference in the results of the regular proficiency check among the eight competencies defined by ICAO according to military and civil backgrounds. Accordingly, an independent t-test was conducted to test the average difference between the two groups, from the military and civilian origin, to confirm the average difference in the piloting competency between the groups. Based on these results, it will be helpful to design future training courses.

Analysis of Basic Capabilities for Building Demolition Experts - Focused on Domestic and International Cases (건축물 해체공사 전문인력을 위한 기본역량 분석 - 국내·외 사례를 중심으로)

  • The rising number of accidents during building demolition work has significantly heightened interest in this field. This study undertakes a comprehensive analysis of the essential capabilities required for building demolition experts, drawing on both domestic and international examples. This includes an examination of training courses for building demolition inspectors and the competencies mandated for structural demolition roles as per Korea's National Competency Standards(NCS). Furthermore, the study reviews the qualification tests and training programs for building demolition professionals in the United States, Japan, and England. The research concludes that the expertise needed for demolition construction professionals should be categorized into seven key domains: legal, structural, safety, planning, operational, constructional, and environmental aspects. These competencies are further divided across three professional tiers: technician, engineer, and manager.

Literature Review of the Safety Studies among Nursing Students (간호대학생 대상 안전 관련 국내 연구 동향)

  • This study was to investigate the characteristics of nursing students' safety by reviewing literature reported in Korea. Methods: A total of 29 articles were selected by the combination with 'safety', 'safety*', 'patient safety', 'patient safety*' 'nursing students', and 'nursing * students' from the database(via DBpia, KCI, KISS, NANET, NDSL, NL, RISS). Results: Publication year of researchs are '2015-2019' 69.0%, publication journal 'non-nursing' 79.3%, mean of participants 242.4 persons, 'under 200 persons' 51.7%, number of participating area 'one region' 48.2%, number of participating schools 'over three schools' 42.3%, participating grade 'senior in colleges' 56.2%. Participant were calculated by G*Power and unapproved by Institutional Review of Board(IRB) were 58.6%. Most of statistics measures were 'regression' 75.9%, and authors' number were '2 co-authors' 58.6%. In keyword analysis, it has changed from knowledge-oriented to patient-centered. Conclusion: Future research will require research and policy support for the development of an integrated educational approach and intervention plan to strengthen the safety competency of nursing students.

The Reinforcing plan of private security capabilities (민간경비역량의 강화방안)

  • Recently in the condition of increasing of cruel-hearted crime, it is limited to keep the community safe by only police force and expanding role of private security is required. But current private security law and relation law have many delimitations. So reinforcing of Private security capabilities is needed and several measures are required. Integration of private security law and private police guards is the foundation of rule introduced of specific rights of private guards. Also authority of the private security should be ruled in private security law to prepare the conditions of performed guard duties. In relation to this, questioning of a suspicious person by a patrolman should be granted to the private security. Strengthening authority of private security can be helpful in preventing crime and policing.

A Goodness of Fit and Validity Study of the Korean Radiological Technologists' Core Job Com petency Model (방사선사 핵심 직무역량 모델의 적합성 및 타당성 검증)

  • Radiological Technologists deals with the life of a person which means professional competency is essential for the job. Nevertheless, there have been no studies in Korea that identified the job competence of radiologists. In order to define the core job competencies of Korean radiologists and to present the factor models, 147 questionnaires on job competency of radiology were analyzed using 'PASW Statistics Version 18.0' and 'AMOS Version 18.0'. The valid model consisted of five core job competencies ('Patient management', 'Health and safety', 'Operation of equipment', 'Procedures and management') and 17 sub - competencies. As a result of the factor analysis, the RMSEA value was 0.1 and the CFI, and TLI values were close to 0.9 in the measurement model of the five core job competencies. The validity analysis showed that the mean variance extraction was 0.5 or more and the conceptual reliability value was 0.7 or more, And there was a high correlation between subordinate competencies included in each subordinate competencies. The results of this study are expected to provide specific information necessary for the training and management of human resources centered on competence by clearly showing the job competence required for radiologists in Korea's health environment.

  • 우리나라는 다양한 해양활동을 즐기기에 풍부한 자연환경을 가지고 있으며, 소득 증가와 주 5일 근무 등의 사회적 여건 변화에 따라 해양에서의 여가활동이 다양해지고 증가하고 있으며, 이에 따른 국민의 해양활동과 관련된 사고 발생빈도도 함께 증가하고 있다. 이에 따라 해양에서의 사고를 직접적으로 감소시킬 수 있는 국민의 해양사고 대응역량 강화를 위한 해양안전 교육 및 체험시설의 필요성이 증가하고 있다. 본 연구에서는 해양 재난·사고 발생현황, 안전관련 체험시설 현황 등의 여건분석과 안전 및 해양안전에 대한 국민의 인식조사 결과를 기반으로 해양안전 교육 및 체험시설 건립의 사회적 타당성을 제시하였다.

  • 건설현장 안전관리를 인적 역량 중심에서 첨단기술인 AloT와 Mobile기술을 활용한 시스템 중심의 관리체계로의 전환을 위한 건설현장 안전관리 활성화 방안을 마련하고자 한다. AloT와 Mobile기술을 활용한 건설현장 안전관리 모니터링 시스템 이 건설현장의 유효성에 대하여 공동주택현장의 골조공종에 종사하고 있는 작업자를 대상으로 가상휀스, 화재감시, 안전모 미착용 인식 3개의 알고리즘을 적용하여 실험을 실시하였다. 연구결과 AloT와 Mobile기술을 활용한 건설현장 안전관리 모니터링 시스템이 건설현장에 유효한 영향을 미치는 것으로 나타났다.

열정! 건설현장을 찾아서 - (주)대건 평창군 오대천 생태하천조성공사 현장

  • 흔히 중소건설사는 대형건설사에 비해 안전관리 역량이 뒤처진다고 알려져 있다. 자금과 인력이 상대적으로 부족하다 보니 안전관리에 소홀하다는 것이 그 이유다. 그런데 최근 이런 인식이 한낱 편견에 불과함을 보여주는 현장이 있어 큰 주목을 받고 있다. 그 주인공은 바로 강원지역의 중견건설상인 (주)대건이 시공을 하고 있는 '평창군 오대천 생태하천 복원사업 현장'이다. 이곳은 현장소장을 필두로 모든 현장 구성원이 적극 재해예방활동에 참여하는 등 자율안전관리의 모범을 보여주고 있다. 게다가 최근 안전보건공단으로부터 '위험성평가 우수 사업장 인정'을 받았을 정도로 안전관리의 수준도 상당히 높다. 하고자 하는 열정과 굳건한 신념만 있다면 중소건설사도 대기업 못지않은 우수한 안전관리를 펼칠 수 있다는 것을 직접 보여주고 있는 이곳 현장을 찾아가 봤다.

Design and Verification Standard for Safety and Cybersecurity of Autonomous Cars: ISO/TR 4804 (자율주행자동차의 안전 및 보안을 위한 설계 및 검증 표준: ISO/TR 4804)

  • This paper describes ISO/TR 4804, an international standard to describe how to design and verify autonomous cars to ensure safety and cybersecurity. Goals of ISO/TR 4804 are (1) positive risk balance and (2) avoidance of unreasonable risk. It also 12 principles of safety and cybersecurity to achieve these goals. In the design procedures, it describes (1) 13 capabilities to achieve these safety and cybersecurity principles, (2) hardware and software elements to achieve these capabilities, and (3) a generic logical architecture to combine these elements. In the verification procedures, it describes (1) 5 challenges to ensure safety and cybersecurity, (2) test goals, platforms, and solutions to achieve these challenges, (3) simulation and field operation methods, and (4) verification methods for hardware and software elements. Especially, it regards deep neural network as a software component and it describe design and verification methods of autonomous cars.
