Development of Spatial River Recreation Index (SRRI) Using Fuzzy Synthetic Evaluation Method and Hydrodynamic Model (퍼지합성법과 동수역학 모형을 이용한 공간적 하천친수지수 (SRRI)의 개발)

  • 하천에서의 여가활동에 대한 수요가 증가함에 따라 각종 친수활동에 대한 안전도 평가가 사고예방을 위해 중요해지고 있다. 친수 활동의 안전은 수리 및 수질 인자에 크게 영향을 받지만 기존 친수지수는 수질 인자에만 집중되어 개발되어왔다. 하지만, 세일링, 패들링, 저동력보트 등 입수형 친수활동의 경우, 다양한 수리 현상에 큰 영향을 받기 때문에 유속, 흐름 방향, 수심 및 수면 폭 등의 수리인자를 친수지수에 반영할 필요가 있다. 또한, 친수활동에 위험이 되는 수리적 조건은 유량 조건과 하천의 평면적 공간에 따라 상이하게 발생하기에 이를 공간적으로 평가하는 것 역시 필요한 실정이다. 본 연구에서는 수리학적 요소를 기반으로 하천 친수 활동에 대한 안전도를 평가하기 위해 공간적으로 친수활동의 안정성을 평가할 수 있는 SRRI (Spatial River Recreation Index)를 제안하였다. SRRI의 개발을 위해 1단계에서는 다양한 유량 조건에서 EFDC 동수역학모형을 이용하여 수리 인자들의 공간적 분포를 재현한 후, 2단계에서는 퍼지합성법 (FSE)를 적용하여 수리인자의 모든 소속도와 가중치를 종합하여 하천 지점별 하천친수지수를 산정하였다. 개발한 SRRI를 낙동강-금호강 합류부에 적용한 결과, 유량 및 지형 조건에 따라 각 수리인자가 친수활동 안전성에 미치는 영향이 공간적으로 매우 상이하게 나타났다. 유향(흐름 방향)은 합류지점 부근에서 친수활동의 위험성을 크게 증가시키는 반면, 사행구간에서는 수심이 중요한 요인으로 나타났다. 고유량 조건에서는 유속이 세일링 및 패들링에서 가장 큰 영향을 미치는 요소로 작용하였다. 특히 세일링은 유량 변화에 민감하여 고유량시에는 주흐름부와 합류부 부근을 제외하고 일부 공간에서만 안전하게 이용이 가능한 것으로 나타났다. 반면 무동력 및 저동력보트는 유량 변화에 덜 민감하여 고유량 조건에서도 부분적으로 허용될 수 있었지만 사행구간의 고수심부에서는 위험 등급으로 권고되었다. 이러한 결과를 바탕으로 SRRI는 다양한 수리학적 조건을 기반으로 공간적 안전정보를 제공함으로써 많은 이용자들이 하천에서 보다 안전한 친수활동을 즐기는 데에 기여할 수 있을 것으로 판단된다.

  • The International Hydrographic Organization has developed the S-100 standard as a geospatial standard to express various types of hydrographic information. Product specification describes information of data on ENC such as definition, structure, data model, etc. S-129 PS is for under keel clearance management information. In this paper, to help developers to implement S-129 PS using the technology of S-100, we analyze the process to portray the S-100 based data and then implement a case study. This paper introduces the XSLT processing of portrayal engine to reform the generated data set, and the generation of drawing instructions to display the data set on the electronic chart. A case study is experimented to display the portrayal output of under keel clearance management on an electronic chart.

A Study on the Safety Measure for Mega Container Ships Calling at Busan New Port from the Perspective of Pilotage (도선 관점에서 본 초대형 컨테이너 선박의 부산신항 내 안전대책 연구)

  • With the removal of underwater obstacles in the Busan New Port, the water depth of the pier has been secured up to 17m, and the port authority is constantly responding to the trend of container vessels becoming larger. Also, in 2020, 24,000TEU class container ships are entering to the port, and it is planned to secure the depth in the port to 23 m later in line with this trend. Mega container ships must check in advance the factors to be considered depending on the situation at the time, and for this, it is judged that information sharing among stakeholders is necessary. In this paper, to understand the effect of the corresponding route because of the mega container ships, a transit safety evaluation was conducted based on statistical data on ship entry and departure and maneuver characteristics of corresponding ships. The result showed that the transit of the mega container ships has increased up to 8.4% comparing to the risk of 4,000TEU class container ships. Additionally, safety measures such as minimum safety depth and tug operation plans were presented by gathering opinions on operational characteristics from the perspective of pilotage for safe transit in the Busan New Port area. Through this, it is considered that it will be possible to contribute to the prevention of accidents when entering and leaving the Busan New Port.

  • 최근 들어 집중호우 및 게릴라성 호우 등 이상강우로부터 야기되는 급격한 하천유량의 증가는 교량에서의 세굴에 대한 안정성 여부에 큰 문제를 야기하고 있다. 홍수시에는 유량이 교량의 상관 위로 월류하게 되는 경우가 생기게 되며, 수심의 증가에 따라 상판의 일부분 또는 전체가 물이 잠기게 된다. 이때의 흐름은 압력흐름 상태를 가지게 되어 세굴의 발달을 더욱 크게 만들게 된다. 흥수시 압력흐름에 대한 위험은 일반 흐름에서보다 훨씬 크며 100년 빈도의 홍수사상일 지라도 그 효과는 500년 빈도의 홍수사상보다 더욱 크게 될 것이다. 기존의 세굴에 대한 연구의 대부분은 자유수면을 기초로 하고 있으며 이에 따라 많은 세굴방정식들도 자유수면에 대해서만 이루어지고 있다.   • 주로 여름철에 발생하는 익사사고는 강에서 멱을 감는 소년층에서 가장 많다. 대부분은 안전수칙을 잘 지키지 않거나 수영미숙 등으로 사고가 많이 일어나며 또한 수심이 갑자기 깊어지는 경우에 일어나기도 한다. 그 외에도 수영장이나 바다에서도 익사가 발생하고 있다. 익사사고는 기도에 물이 들어가는 질식사가 주원인이나, 실제로 기도나 폐에 물의 양이 많지 않은 경우가 대부분이며 때로는 기도에 물이 전혀 없는 후두경련으로 인한 기도폐쇄 즉 건성익사도 있다. 사고 시 소생술 시작이 늦으면 늦을수록, 소생술자의 경험이 미숙할수록 치사율은 높으며 나이가 어릴수록 소생 후에도 더 위험하다.

A Study on Under Keel Clearance of Gadeok Channel for the Safety Passage of Mega Container Ship (초대형 컨테이너선의 가덕수로 안전운항을 위한 선저여유수심 연구)

  • The worldwide sizes of container ships are rapidly increasing. The container ship size in 2005, which was about 9,200 TEU has increased to 24,000 TEU in recent times. In addition to the increase in the sizes of the container ships, the arrivals/departures of large container vessels to/from Korea have also increased. Hence, the necessity for reviewing safe passage of such vessels is emphasized. In the present study, a 24,000 TEU container vessel was used as a model ship to calculate the under-keel clearance (UKC) at Gadeok Channel through which vessels must pass to arrive at Busan New Port, in accordance with the Korean Port and Fishing Port Design Standards and Commentary. In addition, the maximum allowable speed that meets UKC standards was calculated using various squat formulas, whose results were then compared with the current speed limit standards. The analysis results show that Busan New Port requires 10% marginal water depth, and the squat that meets this requirement is 0.95 m. Gadeok Channel requires 15% marginal water depth, and the squat that meets this requirement is 1.78 m; in this case, the maximum allowable speed is calculated as 15 kts. Busan New Port has set the speed limit as 12 kts, which is higher than the calculated 11 kts. Thus, speed limit reconsideration is required in terms of safety. However, the set speed limit for Gadeok Channel is 12 kts, which is lower than the calculated 15 kts. Thus, additional considerations may be provided to increase the speed limits for smooth navigational passage of vessels. The present study, however, is constrained by the fact that it reflects only a limited number of elements in the UKC and allowable speed calculations; therefore, more accurate UKC and safe speed values can be suggested based on extended studies to this research.

  • To illusσ'ate the variation of current around artificial upwelling structure which is located in the South sea of Korea, current measurements using ADCP (Acoustic Doppler Current Profiler) during neap and spring tides were carried out on 27th July(summer), 14th October and 30th November(Autumn), 2006. Current after the set up of artificial upwelling structure were shown different in the upper and lower layer, the boundary between the upper and lower layer was at $27{\sim}30m$ depth in summer. And the boundary layer was formed structure of three layer in Autumn. Upwelling and downwelling flow were occurred around the seamount, and these vertical flows were connected from surface to bottom The distribution of vertical shear and relative vorticity support the vertical flow around the seamount. The strength of vertical shear was higher and the direction of relative vorticity was anticlockwise (+) around the upwelling area.

Study on Fish-friendly Flow Characteristic in Stepped Fishway (계단식 어도에서의 어류 친화적 흐름 특성 연구)

  • Fishways are essential structures that must be installed in rivers to facilitate the movement of fish between upstream and downstream areas. However, the efficiency of fish passage varies depending on the flow conditions within the fishway. Therefore, this study examined the fish-friendly flow characteristics within a stepped fishway at different overflow depths using FLOW-3D, and conducted experiments for model validation. The key parameters affecting fish swimming ability include velocity, turbulent kinetic energy, and energy dissipation rate. These factors were assessed using a simulated fish species, the zacco platypus, to evaluate the suitability of fish-friendly flow condition. It was confirmed that overflow depth significantly influences fish behavior, and an appropriate overflow depth is required for stepped fishway design. The results of this study are expected to serve as fundamental data for the design of stepped fishways in the future.

  • Three-dimensional distribution and variation of moisture content of boxed-heart square timber of Pinus densiflora was investigated to find the safe and rapid drying methods. As results, microwave-drying method could dry the boxed-heart square timber with sectional dimension of $150{\times}150mm$ under 10% moisture content (MC) within 72 hours with less surface checks, compared with hot-air drying. In case of microwave drying, the MC distribution during drying had a close relation with the initial MC distribution. In case of hot air drying, however, it was independent on the intial one except for the intial drying stage.
