The concept of “Environmental Stress(ES)” can be used as a useful index when assessing the maritime traffic safety. It is composed of two parts, one due to geographical restriction and another one due to traffic congestion. In this paper, Environmental Stress due to geographical restriction is reviewed Its characteristics are surveyed from the sample calculation results for some hypothetical cases, such as approaching a breakwater, navigating in a long straight channel, and in a long bended channel. Sample calculations are also carried out for the approach channels in Busan and Kwangyang harbor. By using this ES concept, it is expected that objective ana quantitative assessment of safety is possible for various environmental conditions when navigating in a harbor or in a fairway.

세계적으로 선박 교통량 증가와 함께 선박 사고 원인의 90% 이상을 차지하는 인적요인에 대한 심층적인 연구의 필요성이 대두되고 있다. 해상교통관제 업무는 고도의 주의와 예측능력을 요구하며 이를 저해하는 인적요인 분석 및 관리 필요성이 절실한 분야이다. 특히 관제업무는 교대근무 등의 불규칙한 근무형태로 인해 발생되는 피로와 업무 집중력 저하, 스트레스가 많은 업무이다. 무엇보다 관제 업무는 해상안전에 핵심적인 역할을 하는데, 관제사의 피로와 스트레스로 인한 업무 차질은 자칫 안전사고로까지 이어질 수 있는 위험이 존재한다. 이렇듯 인적요인이 중요한 영역임에도 불구하고 관제사들의 체계적인 스트레스 관리에 대한 방안은 미비한 실정이다. 본 연구에서는 직무스트레스 유발요인, 유발결과 및 설문조사를 통하여 관제사들의 직무스트레스 현 실태를 파악하고자 한다. 그리고 연구결과를 바탕으로 관제사의 피로, 스트레스를 관리하기 위한 방안과 더 나아가 효율적인 인적요인 안전관리 방안을 모색하고자 한다.

구급의 발전에 있어서 여성구급대원의 역할이 크다. 여성구급대원의 근무환경과 스트레스 경감을 위하여 대화를 통한 소통이 필요할 것이다. 여성이라는 이유만으로 불평등한 근무형태와 남자와 같은 근무조건을 강요한다는 것은 후진국의 형태이다. 경상북도 여성구급대원의 스트레스에 관한 내용은 시간이 지나면 개선이 되고 바뀌어 갈 것이다. 앞으로 여성구급대원의 역할 또한 더 중요해지고 강조되어 질 것으로 생각하고 있는 것으로 조사되었다.

해상교통관제 업무는 선박사고 발생 위험에 대한 부담감 및 교대근무 등 불규칙한 근무형태로 인해 스트레스가 많은 직종이다. 특히나 관제 업무는 고도의 주의와 예측능력을 요구하는 업무로 이를 저해하는 인적요인 분석 및 관리 필요성이 절실한 분야지만 관제사의 직무스트레스에 관한 연구가 전무한 실정이다. 관제사의 스트레스로 인한 피로증상은 관제업무수행에 필요한 인지능력이나 의사결정 능력을 저하시킬 수 있고 이로 인해 업무수행에 차질을 빚을 경우 안전사고로 이어질 수 있는 위험이 존재한다. 그러므로 안전과 직결된 관제사의 스트레스는 과학적으로 연구되어야 하며 제도적 마련과 더불어 체계적 관리가 필요할 것이다. 이에 본 연구에서는 한국인 직무스트레스 측정도구를 이용하여 관제사의 직무 스트레스 수준을 파악하고 직무스트레스 관리의 필요성에 대하여 제고해보고자 한다.

원자력안전위원회는 9월 24일 제45차 회의에서 월성 원전 1호기와 고리 원전 1호기를 대상으로 추진해온 스트레스 테스트를 마무리하고 국내 가동 중인 전체 원전으로 확대하여 극한 자연 재해에 대한 원전의 안전성을 확인하기 위한 "가동 원전 스트레스 테스트 추진 계획"을 확정하였다. 최근 7월 24일 상업 운전을 시작한 신월성 원전 2호기까지 포함하여 원자로 기준으로 총 22개 원전이 내년부터 시작될 스트레스 테스트의 대상이 된다.

This study is a descriptive research study to identify the relevance of the occupational stress, safety control, and patient safety-related nursing activities of the nurses working in comprehensive nursing care service ward, and to check the effect of the occupational stress on safety control and patient safety-related nursing activities. From March 11 to April 17, 2019, 137 nurses who worked in comprehensive nursing care service ward at four general hospitals were studied. The results of this study suggest that occupational stress has a negative correlation with safety control and patient safety-related nursing activities, and occupational stress negatively affects safety control and patient safety-related nursing activities. Based on the results of this study, it is expected that the work environment will be improved to reduce the occupational stress in order to promote the safety control and patient safety-related nursing activities of nurses in comprehensive nursing care service ward, and the development of various programs for occupational stress management will be necessary.

최근 해상교량을 비롯한 다양한 형태의 해상시설물이 건설 중에 있으며, 선박과 시설물의 충돌 등 안전사고도 또한 급증하고 있다. 본 연구에서는 해상에 새로운 시설을 설치할 때 해상교통을 고려한 적정항로폭 및 안전수역에 대하여 분석하였다. 목포대교 인근수역을 대상으로 통계적 분석을 통해 교통 흐름을 재현하고, 환경스트레스 모델을 이용하여 수역안전성을 평가하였다.

물동량 증가로 인하여 부산신항에는 극초대형 컨테이너 선박들이 입항하고 있으며 서컨테이너 부두 건설 사업이 완료되면 부산신항 진출입 항로 내 다양한 조우 상황 발생으로 충돌 위험 상황을 초래할 수 있어 선박 통항 안전성 향상 방안 마련을 위하여 부산신항 내 항만 입출항 현황과 해상교통흐름을 살펴보았으며, AHP 기법을 활용하여 위험요소 및 안전대책 식별로 도출된 안전대책을 기반으로 환경 스트레스 모델을 활용하여 해상교통류 시뮬레이션을 실시하여 각 안전대책의 교통 위험도를 파악하였다. 설문조사 및 시나리오 평가 결과, 선박운항자는 일방통행을 위한 진입금지 해역 설정을 가장 중요하게 생각하였으며, 이는 위험도 경감에 큰 효과가 있을 것으로 예상되었다, 본 연구는 부산신항을 입출항 하는 선박들의 통항 안전성 제고를 위한 안전대책 마련의 기반이 될 수 있을 것이다.
