This study analyzed the working conditions and problems of screen fire shutters in the Goyang Bus Terminal fire based on the fire investigation results. At that time, screen fire shutters in the 1st basement, which was under construction, did not work because the power was shut off. Four screen fire shutters in the 1st and 3rd floor did not work despite the power not being shut off. The following problems related to a screen fire shutter were found: shutting off the power to screen fire shutters for the fire compartment on each floor, even when the fire compartments were changed in each area; installing an integral type screen fire shutter without any regulations, installing a two-stage screen fire shutter in a place not related to obstacles during evacuation; stopping the function of the screen fire shutters for a fire compartment on each floor after a combustible sandwich panel was comparted; installing a screen fire shutter over 10 meters in width, in which its performance was not verified; and no safety control standards for reinstalling or maintaining a screen fire shutter.

Nuclides in radioactive wastes are assumed to be transported in the geosphere by groundwater and probably discharged into the biosphere. Quantitative evaluation of doses to human beings due to nuclide transport in the geosphere and through the various pathways in the biosphere is the final step of safety assessment of the radioactive waste repository. To calculate the flux to dose conversion factors (DCFs) for nuclides appearing at GBIs with their decay chains, a template ACBIO which is an AMBER case file based on mathematical model for the mass transfer coefficients between the compartments has been developed considering material balance among the compartments in biosphere and then implementing to AMBER, a general and flexible software tool that allows to build dynamic compartment models. An illustrative calculation with ACBIO is shown.
This study examined the flow characteristics of fire smoke under pressurized air ventilation conditions by carrying out fire simulations on multi-compartment enclosure, including room, ancillary room and stair case. Fire simulations were conducted for the air-leakage test facility, which was constructed to measure the effective leakage area and aimed to improve the understandings of fire and smoke movement by analyzing the overall behaviors of fire smoke flow and pressure distributions of each compartment. The simulation results showed that the heat release rate of the fires was controlled sensitively by the amount of air supplied by the ventilation system. An analysis of the velocity distributions between the room and ancillary room showed that fire smoke could be leaked to the ancillary room through the upper layer of the door, even under pressurized air supply conditions. From these results, it was confirmed that the fire size and spatial characteristics should be considered for the design and application of a smoke control system by a pressurized air supply.
The main purpose of this study is to raise the point at issue and to propose reform direction about the current performance criteria of fire resistance through the examination of the fire resistance required for each use of compartment by using performance-based fire safety design method. To examine the performance criteria of fire resistance, this study compared the equivalent time of fire exposure which was calculated by using time-equivalent formulae with the required fire resistance time determined by existing prescriptive code, and surveyed factors such as the fire load energy density, ventilation factor, fire compartment materials and fire compartment geometry in order to calculate the equivalent time of fire exposure.

This study analyzed the causes of warehouse fires using a creative problem-solving technique called TRIZ. It identified preventive measures by applying 4M. The results are as follows. First, this study examined the inconsistency among the causes of warehouse fires using TRIZ. Second, it analyzed human factors and fire prevention measures in warehouses such as safety standards for managers, and methods for the promotion of safety consciousness among workers, and for the reinforcement of construction technology for sandwich panel workers. Third, it identified the mechanical and facility factors and fire prevention measures in warehouses such as safety facilities, the expanded installation of safety devices, the adoption and development of fire suppression equipment, and the deployment of methods to improve the fire resistance of sandwich panels. Fourth, it presented working and environmental factors and fire prevention measures in warehouses such as the tightening of safety precautions and the supervision of working methods, and setting fire partitions both in loading places and based on performance-based design. Finally, it proposed managerial factors and fire prevention measures in warehouses such as specific targeting for firefighting with low fire hazards, reviewing the material quality regulations of non-combustible or higher for sandwich panels in the specific target of firefighting that cannot apply fire safety standards, installing sprinklers in cold storage, and mandating the installation of automated facilities with retroactive application regardless of the floor area in the warehouse with a sandwich panel structure.
Recently, huge life losses occurred in the elderly long-term medical care fires due to lack of escape safety. As part of the measures to enhance the effectiveness of fire escape safety, while they prolong the available safe egress time (ASET) of non fire compartments, a measure to shorten fire-fighter's arrival time by fire alarm notifying device should be implemented in these facilities. The four categories from the aspects of fire prevention/protection engineering were provided with the necessary component technologies for carrying out these helper-guided evacuations. Fire prevention engineered technology was presented by two provisions; one for ensuring small compartment sections by installing the fire rated wall between bed rooms and another for ensuring the fire retardant or/and non-flammable performance of finishing materials. Also fire protection engineered technology was presented by two items; one for imposing cooling effects by sprinklers and another for providing automatic fire alarm notifying functions to fire stations. In order to improve the escape safety of these facilities in Korea, alternative revisions may presented by considering insufficient provisions in the architectural/fire law provisions by analyzing the provisions of Japanese and domestic laws in detail.
With the development of the national industry, the importance of the elderly and children such as the elderly, disabled, and children is recognized. Similarly, the number of facilities for the elderly and children is increasing. Fires at facilities for the elderly and children cause heavy casualties. In response to these events, it is essential to activate fire alarms promptly and accurately and to secure evacuation routes. In this study, the laws and statistics related to facilities for elderly and children were reviewed, and problems with legal terms-such as elderly, children, others, unwanted alarm of fire alarm systems, blind spots of fire compartment standards, securing evacuation routes, and absence of standards for life safety rescue organizations-were identified. As an improvement measure, the legal definitions of similar terms-such as elderly, children, unwanted alarm checklist, and establishment of standards for fire prevention compartment-and introduction of other terms-evacuation elevators, the establishment of standards for life-safety rescue organizations, and provision of flame retardation objects for evacuees-were proposed.

To improve survivability of damaged ship, assessment of stability and structural safety, and behavior analysis in wave is required. Prediction of sinking time, damage stability and structural strength considering progressive flooding and dynamic force in wave is very important. To do it, a geometric model which can be express damaged ship is prepared. This paper described the geometric modeler for survivability assessment of damaged ship. The modeler is developed based on 3-D geometric modeling kernel, ACIS. The hull form and compartment definition is available fundamentally. And requirement for modeler contains data generation and interface for hydrostatic calculation, behavior analysis, and longitudinal strength analysis and so on. To easy access modeling system by conventional user such as crew, user interface is developing.

Loss of human lives and properties including environmental damage due to large scale accidents requires change of our perception to marine safety. IMO is trying to re-establish overall marine safety system through long term plan such as GBS. Along this line, current regulation based safety evaluation is in process of changing into performance based methods, and for this transition, simulation based safety evaluation during design stage considering damage is highly necessary. In this paper, first, damage scenario is developed from IMO regulations and accident case studies. Then an integrated and simulation based safety evaluation prototype system considering both damage stability and structural safety is developed for the use during ship design process.
