최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

Pupose: The purpose is to prepare safety management and seismic reinforcement measures that can effectively improve the potential risks of earthquake-resistant design and the deficiencies of safety guidance and inspection of factory facilities in national industrial complexes. Method: In this study, problems and improvement measures were derived through investigation and analysis of overall earthquake disaster safety management, such as safety management status and management system in preparation for earthquake disasters in national industrial complexes. was implemented to suggest improvement plans based on facility types and structural characteristics. Result: In conclusion, the problems of safety management and seismic reinforcement in preparation for earthquake disasters in national industrial complexes were summarized and classified into four types (seismic performance evaluation and related system supplementation, authority of tenant companies and local governments, seismic reinforcement and safety management support measures, organizational structure capacity building) to derive improvement measures. Conclusion: Based on this, seismic reinforcement measures that companies in national industrial complexes should implement in preparation for earthquake disasters were prepared, and detailed plans for each measure were presented.

Purpose: Since the 1990s, Korea has been making various efforts to prevent serious industrial accidents, such as implementing a hazardous risk prevention plan and implementing a process safety management system, but a series of recent major industrial accidents have shown its limitations. Therefore, this study aims to present measures to improve safety management of PSM target workplaces. Method: Investigate previous studies and cases on improving safety management at workplaces subject to PSM, seek ways to improve safety management at workplaces subject to PSM based on existing safety management, and evaluate safety management system one of the causes of accidents. Therefore, a safety education program is established to increase employees' safety awareness and understanding, and to improve the safety level. Result: Measures such as establishing an organizational culture to improve safety management of PSM target workplaces, responding to disasters, systematic safety management, replacing and strengthening old facilities, and strengthening management's firm commitment to safety were presented. Conclusion: Through this study, it is meaningful to present a systematic plan to secure safety to reduce precious lives and damage, and it is expected to be useful in considering the direction of PSM improvement for each workplace.

동해 심해 8광구 시추작업을 계기로 우리나라 해양구조물 분야 안전관리제도의 문제점이 식별되고 있다. 이번 동해 시추작업과 관련한 사전 안전진단은 국내규정의 미비로 영국의 보건안전규정을 적용하여 검토하였다. 이 연구에서는 위험평가를 기반으로 하는 영국 해양플랜트 보건안전규정을 소개하고, 관련 국내규정의 개선방안을 제안하였다.

오늘 날 산업현장에서는 현장에서의 생산성 향상과 안전을 강화하기 위한 방법으로 IT기술을 접목한 현장 안전관리 분야가 비약적으로 성장하고 있다. 특히 제조업, 건설업 분야의 산업현장에서 발생하는 안전사고에 대응하기 위해 현장 관리자를 보조하는 IT 기술은 지속적인 분석과 개선이 요구된다. 본 논문에서는 산업현장에 투입되는 근로자의 안전을 위하여 인물 Tracking과 광학문자인식 기법을 활용하여 스마트 현장 안전관리 시스템의 구조와 개선방안을 제시한다.

In this paper, we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. By taking some essential points of advanced like systems, we construct our own system. Beside that it is proposed to solve problems and find improvement issues by comparing with advanced systems.

Occupational safety obligations are also applied to on-the-job workers in the education field, and as the work that the education system was not prepared for approaches to reality, difficulties in responding arise and at the same time, it is necessary to establish a safety and health management system at universities. In this study, through a group survey of university safety officials, the application of the Industrial Safety and Health Act, the Serious Accident Punishment Act, the Higher Education Act, and the Laboratory Safety Act, which are closely related to university safety and health management, was identified, and the issues identified as problems were effectively addressed by the university. A plan to improve safety management was suggested.

This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.
