기존 선박의 안전관리는 선박의 선원들에 의해 많은 부분이 결정되었다. 하지만 최근 위성통신 기술의 발전에 따라 선박에 있는 다양한 센서 데이터를 육상으로 전송할 수 있게 되어, 데이터 기반의 선박 안전관리에 대한 수요가 높아지고 있다. 본 연구에서는 선박에서 데이터 수집을 통해 어떻게 안전관리를 할 수 있는지 알아보겠다.

최근 우수한 안전관리로 유명한 주요 건설사들이 각자의 안전역량을 겨루는 자리가 마련돼 화제가 됐다. 그것은 바로 한국도로공사가 개최한 '제1회 전국 건설안전 경진대회'였다. 이 자리에는 대우건설, 현대산업개발, 대림산업, 포스코건설, GS건설, 한화건설 등 내로라하는 건설사들이 대거 참여해 자사가 자랑하는 안전관리기법과 기술을 소개했다. 우열을 가리기 힘든 치열한 경합 끝에 대회 최우수상인 고용노동부 장관상의 영예는 대우건설 동홍천~양양간 고속도로 14공구 현장이 차지했다. 본지는 이곳 현장의 안전관리를 이끌고 있는 박성환 안전팀장을 만나 그만의 안전철학과 안전관리 비법 등에 대해 이야기를 나누어봤다.

본 연구는 우리나라와 국외(미국, 일본, 영국, 프랑스)의 문화재 안전관리 현황에 대하여 비교 검토하였다. 또한 문화재 안전관리 선진사례 집중분석을 통하여 국내 문화재 안전관리 수용성 및 발전방안을 제시하고자 한다.

Purpose: The purpose of this study is to development of standard manual for safety management in private museums. Method: For this purpose. Fifty private museums in the KOREA have been selected. and Interviewed experts to investigate problems in safety management work. Result: The results of study are as followed: 1)The improvement measures for the problems of safety management are derived. 2)It was survey that the staff responsible in safety managers for safety management needs education. Conclusion: Therefore, the standard procedure for scenario-based safety management using figures and charts was proposed.

해마다 여름철에 동해안 해수욕장을 찾는 피서객이 늘어남에 따라 그와 비례하여 해수욕장 안전사고도 늘고 있는 것이 현실이지만 해수욕장의 안전관리 실태나 피서객의 안전의식은 과거와 크게 달라진 것이 없으므로 안전사고도 늘어날 수밖에 없는 현실이다. 이에 해수욕장 안전사고를 줄이기 위한 첫 단계로 피서객들이 어느 정도의 안전의식을 가지고 있는가와 과연 그들이 자신들이 방문한 해수욕장의 안전시설이나 관리 상태에 어느 정도 관심을 가지고 있는지 그리고 만족하는지를 조사하여 보았고 구체적으로 어느 부분에 문제가 있는 지를 개별면접을 통한 설문조사를 광범위하게 실시하여 본 논문을 작성하였다. 설문 기간은 1999년 7월 29일부터 8월 9일까지 2주일 동안 동해안의 주요 해수욕장인 속초해수욕장, 낙산해수욕장, 경포대해수욕장, 망상해수욕장의 4곳의 해수욕장에서 600여 개의 설문지를 토대로 여러 가지 질문들에 대한 SAS 통계 분석을 시도하였다. 우리나라 실정에 맞는 해수욕장 안전관리 가이드 라인을 설정할 수 있는 기초 연구로 삼기 위해 이 조사를 수행하였다. 차후 연구는 이를 기초로 하여 보다 광범위한 설문조사 및 실태조사를 실시하고 분석하고, 다른 나라의 해수욕장 안전 관리 실태와 비교 분석하여 우리나라의 현 상황을 진단한 후, 우리나라 실정에 맞는 해수욕장 안전관리 가이드 라인을 설정할 수 있을 것이다.

Recent construction industry is going through much change as getting high-quality, high-technology and environment-friendly, and a safety countermeasure is required urgently as construction structures become larger and more complex. But, Safety management was ignored under quantity-oriented construction policy and that has led to large-scale accidents. Recently, interest for safety management and effective construction of safety management system has been enhanced. Therefore, in this study, we constructed safety management system using Mobile GIS for effective building safety management. As the result, we proposed a method which can manage buildings quickly and effectively as performing data accessibility, storage, and analysis directly in the field.

According to "Special law for the safety management of facilities", facilities of group 1 and 2 which are larger than a specified size should be examined periodically by experts. In addition, the other ones not belonging to the group 1 and 2 should be also managed in accordance with "Basic law for the management of disaster and safety" by the facility managers. However, there are many cases that these regulations are not kept in the field of safety management because most of safety management work has been done manually without a formal procedure. The purpose of this research is to develop an facility safety management system based on the National Geographic Information System(NGIS) which can integrates and manages the facility safety management information. The final system integrates the information which is related to several laws and distributed among several organizations.

Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

본 연구는 건설기계에 의한 협착 및 충돌재해의 예방을 위해 사용하고 있는 스마트 안전관리 시스템 중 건설기계 근접 방지시스템의 재해예방 효과를 분석하여 그 안전성을 실증하고자 하였다. 건설기계 중 재해다발 및 위험성이 높은 굴삭기를 대상으로 스마트 안전관리 시스템의 유무에 따라 근로자(1,000명 기준)의 행동 변화를 라이다 센스 장비를 활용하여 분석하였다. 근로자-건설기계와 최단 이격거리, 위험구역 내 근로자의 체류시간, 위험구역 주변 근로자의 이동 경로 및 체류시간에 따른 근로자의 분포도 등 근로자의 행동 패턴을 분석한 결과스마트 안전관리 시스템을 설치한 건설기계가 미설치한 건설기계보다 근로자와의 이격거리 확보와 위험구역내 체류시간을 단축한 결과를 도출하였다. 이는 스마트 안전관리 시스템이 건설기계와 관련한 협착 및 충돌 등에 의한 재해로부터 근로자의 안전성을 확보한 결과라 분석되었다.

연구용 원자로는 발전로와 함께 원자력관련 법규에 의하여 철저한 안전성 중심 설계 및 관리가 이루어지고 있다. 그러나, 다양한 연구 활동과 연계하여 운전하게 되므로, 운영상으로는 발전용 원자로 보다 더 안전관리에 대한 부담이 크다. 특히, 인적요소의 경우에는 사소한 문제가 오래 누적 고착되거나 다른 요소들과 결합하여 치명적인 결과를 야기할 수 있기 때문에 운영상 안전관리의 부담이 된다.(중략)
