This study was conducted to analyze the degree and characteristics of the improvement of the safety management level of mid-sized construction companies by identifying the current safety management level for domestic mid-sized construction companies and comparing it with the past safety management level. As a result of the study, the current safety management level of domestic mid-sized construction companies by group has improved more than in the past, compared to group 2 and group 1. The current level of safety management is relatively good, with the first and second groups almost similar, and the level of safety management at the headquarters and the site is also similar. Each group of mid-sized construction companies in Korea analyzed measures to improve the safety management level, and proposed measures to improve the safety management level of mid-sized construction companies in Korea.

소규모 건설 사업장에서는 한 사람이 과도하게 많은 관리영역에 대해서 책임을 져야하므로 특정 영역에 대해 집중적인 관리가 불가능하다. 실제로 이와 같은 소규모 프로젝트는 작은 규모로 인해서 정부의 관리 통제에서 면제되고 있는 바, 이는 소규모 건설 사업장에서의 안전관리와 안전관리에 대한 의식 수준이 낮은 주된 이유 중 하나이다. 정부는 그간 전국적 사고 발생 건수를 줄이기 위해 지속적으로 노력하고 있지만 매년 백여 명이 넘는 근로자가 건설현장에서 사망하고 있다. 이는 그간의 관리 방법으로는 일정 수준의 목표를 달성하고자 함에 있어 상당한 한계가 있다는 것을 시사한다. 건설 사업장에서 발생하는 각종 안전사고는 건축물의 대형화 복잡화함에 따라 다양한 형태로 발생되며 그 중 대형건설사는 지속적인 안전관리를 통해 안전관리 수준이 향상되었고 상대적으로 소규모 건설 사업장과는 안전수준의 격차는 커지고 있다. 따라서 본 연구에서는 상대적으로 안전 관리가 미흡하고 전체사고의 반 이상을 차자하는 소규모 건설현장의 문제점을 파악하고 이에 대한 개선방안을 제시하고자 한다.

본 논문에서는 공공기관에서 안전보건경영시스템으로 KOSHA-MS를 구축하여 유지하고 있습니다. 2022년 1월 27일 시행된 중대재해처벌법에 대한 준비와 대책을 수립하고 있으며, 공공기관 안전활동 수준평가, 공공기관 안전관리등급제 등 여러 평가를 받고 있습니다. 이에 안전보건경영시스템(KOSHA-MS) 규정에 중대재해처벌법과 관련법규의 연계와 공공기관 안전활동 수준평가, 공공기관 안전관리등급제까지 연계 방안을 연구하였다.

새 정부는 국민의 행복실현을 위해 안전의 중요성을 강조하고 있다. 이에 해양수산부에서도 해양사고 30% 감소를 목표로 해양안전실천운동본부 발대식 및 해양안전헌장 선포, 선박안전관리자협의회 출범 등 민 관이 함께 해양에서의 안전 확보에 노력하고 있다. 그러나 안전관리의 주체인 해운선사의 안전관리 수준을 객관적으로 평가하기 위한 평가지표 및 안전관리 평가시스템 등은 없는 실정이다. 이에 본 연구에서는 도로, 철도, 항공 등 타 분야의 안전관리 정보시스템 구축 및 운영사례를 조사 분석하여 시사점을 도출하였다. 또한 해운선사의 안전관리 수준을 평가하기 위해 해양사고정보, 항만국통제 점검결과, 안전관리체제 심사결과 데이터를 분석하여 이들 데이터를 통합 관리할 수 있는 데이터베이스의 구축, 평가프로그램을 개발하였다. 본 연구에서 개발한 안전관리 평가시스템을 이용하여 해양안전 우수사업자 평가업무, 우수 선박관리사업자 인증업무 등에 활용할 수 있을 것으로 기대된다.

본 논문에서는 대학교의 재난안전관리 역량 증진의 필요성을 시사하고, 이를 위한 방법론을 제시하고자 하였다. 대학교는 다량의 화학물질 보유, 출입통제 제한적, 인적 물적 인프라 집중 등의 이유로 재난 및 안전사고 발생 확률이 높으며 동시에 발생 시 피해규모도 클 것이라 예측 가능하다. 하지만 아직까지 대학교 재난안전관리에 대하여 대학실험실안전관리에만 치중되어 있는 경향이 있다. 그러므로 대학교 재난안전관리 역량지표를 개발하고 역량수준을 진단하여 전반적인 대학교 재난안전관리 역량수준을 향상시킬 필요성이 있다. 본 논문에서는 대학교 재난안전관리 역량지표 개발을 위해 선행되어야 할 국내외 재난안전관리 역량분석을 실시하였다. 대학교 재난안전관리 현황분석을 통한 대학교 재난안전관리 업무목록을 바탕으로 국내외 재난안전관리 역량지표를 적용하여 대학교 재난안전관리 역량지표 개발이 가능할 것이다.

Recently, the fatality rate in the construction industry has not decreased any more and is in a stagnant state, and there are efforts by various construction participants such as ordering, design, and construction, management to improve it. In order to reduce serious accidents in the construction industry, which is higher than in other industries, the government evaluates the safety level of construction participants and announces it to raise awareness. However, in the items, standards, and procedures of the safety management level evaluation, there are points that do not match the site situation, and it is necessary to improve them. In this study, in order to improve the safety management level evaluation for construction technology service providers who are in the worst situation for safety management, the safety management level evaluation result analysis and Focus-Group-Interview(FGI) were conducted. improvement direction was suggested.

건설공사를 발주하는 공공기관은 대표이사 직속의 안전전담부서를 구성하고 있으나 순환보직 형태로 인력을 배치하여 안전보건에 관한 전문 지식이 부족하며, 여러 부서에서 안전관리 기준을 제정하거나 활동을하여 안전관리 체계에 혼선을 주고 있다. 또한 관리감독자들은 회사의 안전관리 기준을 제대로 인식하지 못하여 안전관리 활동이 원활하게 이루어지지 않고 있다. 건설공사를 발주하는 공공기관의 안전관리 활동수준을 향상하기 위해서는 안전관리 조직, 안전관리 체계, 위험성평가에 대한 개선의 노력이 필요하다.

Planning and control for safety management executed by the head office is one of the most important parts for improving safety level of construction company. So this study is initiated with the purpose of suggesting an improvement strategy to perform effective and rational safety management at the head office. In order to investigate the current status of safety management of large construction firms in the Korean construction industry, the safety criteria related to the head office which are used in the Supermerit Certification System were chosen and examined by industry expert. The selected criteria are used for mail questionnaire. The survey was performed for 79 construction firms. Based on the 3-year average accident rate of 79 firms(1.20), the safety level of firms are classified. The safety improvement strategies for the below and the above are proposed respectively.

2022년 1월 「중대재해처벌법」시행 후 기업에서 경영책임자로써의 안전보건확보 의무에 대한 책임이 강화되어 건설산업에서는 안전보건관리체계를 구축하고 이행 확인 활동을 통하여 중대산업재해예방에 노력하고 있다. 동법 시행령 제4조 제9호에서 요구하는 안전보건 역량을 평가하여 업체를 선정할 수 있는 기준과 절차 즉'적격수급업체 선정체계'가 중대산업재해 예방에 핵심과제라 할 수 있으며, 이를 위해서는 안전보건수준을 평가할 수 있는 시스템이 필요하다. 이에 건설업에서 민간기업 스스로 적격수급업체 선정을 위한 안전보건수준평가를 운영하고 있으나 전문성과 신뢰성이 부족하다. 또한 민간 건설업체마다 안전보건수준 평가방법이 명확하지 않고 표준화 되어 있지 않아 하수급업체에서는 입찰마다 평가 수검을 받고 있어 효율성이 낮게 나타나고 있다. 본 연구는 선행연구 고찰과 공공기관에서 운영되고 있는 건설업 원도급사에 관한 안전 평가제도 실태조사를 통하여 하수급업체 안전보건수준평가 인증제도의 필요성을 확인하였다. 이에 건설업의 적격수급업체 선정체계 운영이 필요한 표준화된 안전보건수준 인증제도 도입 방안을 제시하기 위함이다.

산업안전보건 관계법령의 강화와 중대재해처벌법의 시행으로 기존의 안전보건기준의 준수 개념에서 안전보건관리체계 구축으로 대한민국의 안전보건 패러다임이 바뀌었지만 안전보건경영시스템에 대한 접근은 인증항목별 구축의 관점에서만 접근이 이루어지고 실질적으로 시스템을 운영하는 사람을 중심으로한 접근은 미약하여 안전보건경영시스템 인증항목을 세부지표로 개발하여 본사와 현장 조직구성원들에게 설문을 통한 성과측정으로 건설관리자들의 안전보건경영시스템에 대한 인식수준을 파악하고자 함.
