  • 산업재해의 직접적인 원인은 작업자의 불안전한 행동과 작업과정에서의 안전시설 설치미흡으로 인한 불안전한 상태로와 기술적, 교육적, 관리적 원인의 복합적인 형태로 발생되는데 그 가운데 산업안전보건법상의 건설공사 각 공종 별 기술적인 안전시설설치 기준이 건설업 종사자에게 쉽게 적용하기가 현행 법기준에는 문제점이 있으며 이러한 복잡한 법기준을 분석하여 안전사고 예방 기법에 적용하고자 제시하고자하며, 향후에 이를 바탕으로 산업안전보건법상의 안전기준을 체계적으로 분석하여 제시하고자 한다.

  • This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

  • Seoul metropolitan government of South Korea has large population and facilities, and lots of building construction have been performed in urban area. Many safety accidents with causing lives and property damages occurred at construction sites in South Korea and Seoul. Thus, Korea government and Seoul have made efforts to secure the safety of construction sites. In this study, current law and measures by central department and Seoul were analyzed to find limitations and improvement points in construction safety management. Safety inspection results for construction sites in Seoul were investigated to demonstrate the main hazard work and safety risk, and interview surveys targeting safety managing persons were performed according to safety management, inspection, and education. Based on analytical results of current status on safety management, improvement measures were proposed for safety secure on construction safety in Seoul. The proposed measures include improvement of safety management systems, alleviation of safety blind spots according to construction size, strengthening efficiency of safety management, and autonomous safety engagement by construction sites centered.

  • 한 국가의 건축법령에 포함된 화재안전기준은 그 나라의 방화공학 기술수준과 화재 시의 인명안전수준을 단적으로 말해준다. 한국의 경우 법령 개정기관의 전문성 결여, 화재안전법령의 양대 축인 건축법과 소방법의 이원화, 건축법령상의 화재안전 관련규정의 미흡함으로 인해 종합적인 화재안전성의 목적달성이 어렵다. 이에 본 원고는 한국, 미국, 캐나다, 영국, 호주의 건축법령 제.개정 시스템의 비교분석을 통해 한국의 화재안전법령체계의 개정 및 유지관리시스템의 문제점과 개선방안을 도출하였다.

  • Purpose: The study is based on comparative review of the actual inspection of apartments and aims at proposing easy accessible and useful safety control which is enhanced from pre-existing safety apparatus. Method: On the basis of preceding research data of apartment buildings, the study presents reported problems and real condition of apartment buildings based on Housing Related Legislation and Housing Act. Results: Safety management plans and safety inspection for buildings are needed. When conducting a safety check, traceability management system for internal/exterior facilities should be available. Most important of all, 24 hour a day of self-management system for elevators, fire protection, and security cameras is necessary. Conclusion: Through the study, there should be a process of confirming problems of building security management; such as checking the management condition through apartments' resident representatives, and seeking improvement measures.

  • When constructing a tunnel on a stable ground, stress is changed in the ground during excavation stage and installation of ground support materials. In the standards for safety evaluation of structures in use, it is suggested to perform numerical analysis reflecting the excavation stage. But method of seismic performance evaluation was not presented. Therefore, in this study, numerical analysis was performed with different analysis methods, and the results were compared and analyzed. As a result of the numerical analysis, seismic wave applied in the horizontal direction were no difference depending on the analysis methods. However, there was a big difference in the result according to the evaluation methods of tunnel member forces. When reviewing with the strength design method, the structure performance could be not satisfied depending on the existence or nonexistence of reinforcing bars. Based on these research results, it is suggested that the interpretation method should be clearly presented and reflected in the relevant standards.
