The ideas created by the execution of Value Engineering(VE) during design phase are usually proposed in a scattered way due to the characteristic of brainstorming. Because of this process, it is likely that similar ideas are proposed duplicatedly, and the created similar overlapping ideas may lead to different analyses and evaluations respectively. The efficient analysis/evaluation of the such similarly created ideas are not easy and the verification of the adequacy and objectivity of the ideas becomes harder and the objective evaluation gets more difficult as well as consumes much time. In spite of the perfect executions of preparatory step for idea creation, the difficulties in managing the similarly created ideas in quantity systematically result in the reduced reliability of the VE activities during design phase. Thus, this study proposes a process model for the efficient idea creation and management of the VE activities during design phase.

As value engineering in design phase is big in the effect of application, analysis by systematic procedures is required. The most important part is the stage of creation for making of idea. It takes much time for us to make good idea involving the brainstorming and delphi in recent making idea. It is expected because most experts in participating in design value engineering is to approach with less effective method. In this study we suggest that application of ASIT(Advanced Systematic Inventive Thinking) is the method as way of creative idea making. ASIT is expected to perform Idea making with systematic procedure and to create effective idea in short time.

Idea creation is the most important step in the overall value engineering (VE) process. Usually the activity is done mostly relying on the experience and knowledge of the experts in the VE team. A more organized approach is needed to find the chance of design improvement during a VE workshop. This study presents an organized approach to increasing the chance of idea creation during the VE workshop. The concept of conflict resolution in TRIZ (Theory of Inventive Problem Solving) is applied to understand the problem area during design improvement. The technical parameters were identified in the problem area to explain the conflicts in design improvement. These technical parameters were used to assist problem solving and improve design functions. A case study was done on a temporary construction operation, and demonstrated that the organized idea creation can help improve the design value of the temporary construction operation.

신산업 시장 육성 및 일자리 창출 등 지속적인 성장동력을 확보하기 위해서는 선진 기술을 모방하는 추격형 전략에서 벗어나, 기술 혁신을 주도하는 탈추격형 전략으로 변화를 시도해야 한다. 해외에서는 다양한 아이디어 지원 플랫폼을 통해 국민 모두가 혁신 활동에 적극적으로 참여할 수 있도록 지원하고 있다. 이에 따라 우리나라에서도 국민의 창의성을 발현하고 새로운 부가가치를 창출하기 위해 다양한 정책들을 추진하며 전략적 투자를 확대하고 있다. 특히, 한국과학기술정보연구원(KISTI)에서 운영하고 있는 창조경제타운은 아이디어의 발전 구체화 및 부처/민간 사업화 지원 프로그램 연계 등을 통해 사업화 창업을 촉진하는 우리나라의 복지형 아이디어 지원 플랫폼이다. 본 연구는 복지형 아이디어 지원 플랫폼의 개념을 제시하고, 그 대표적인 모델인 창조경제타운의 프로세스를 분석하였다. 향후 창조경제타운은 창업 생태계를 조성하기 위한 기반을 마련할 것으로 판단된다.

"어떤 제품을 만들 것이냐?" 이는 영역의 다양성을 특징으로 하는 자판기 분야의 영원한 화두이다. 기발하고 독창적인 자판기의 제품화로 새로운 시장창출을 이룩해 낼 수 있다는 점이 자판기 사업의 최대 매력이다. 자판기 관련기술의 발달은 아이디어가 기발하면 어떤 품목이라도 상품화가 가능하게 만들었다. 하지만 '무엇이든' 만들 수 있다고 '아무거나' 만들 수 없다. 필히 자판기로서의 효용 가치와 대중적 소구력을 충족시킬 수 있어야 한다. 그렇지 않고 무리수를 두었다간 한때 화제만 불러일으키는 자판기로 단명하기 쉽다. 국내에서는 과거보다 아이디어 지향적인 자판기들이 상품화되는 것이 크게 줄었다. 대중적인 시장을 창출하기 쉽지 않다는 리스크 요인이 발목을 잡았기 때문이다. 최근 들어 아이디어 지향적인 자판기들은 해외에서 많이 상품화되고 있다. 아이디어도 기발하고 사업성까지 충족하는 아이템들도 적지 않다. 무한상상! 불가능이 없는 자판기 사업의 장점을 보여주는 이색적인 해외자판기들을 엄선했다. 이 자판기들이 무기력하게 가라앉아 있는 국내 자판기 산업의 개발열기를 불사르는 계기가 되길!

The impact of technical innovation upon technical development and production stage in small and medium industry was analyzed through a survey. 54.0% of the respondents answered that employee invention compensation system was 'highly helpful' to technical innovation, while 23% 'important'. 170 of the respondents answered that technical innovation due to employee invention compensation system took place at the stage of 'technical development', while 138 'idea gathering'. That explains that many innovative activities are taking place in the course of idea gathering from customers, competitors and experts; and production stage also requires innovative activities.

It is the most important thing of the overall VE that we create inventive ideas from idea phase in the design VE. However, it is hard that it take a long time and create a superior idea using Brainstorming. And, it was real to lodge an alternative plan proposed on the idea thinking phase, it is true that an alternative plan of existing simply costdown apply to a change and insert isn't different from an inventive idea deduction. Also creating alternative idea, many expert hold on to only his field and it was exposed a limit depend on a team's experience or intuition than technical solution. In this study, we analyzed the problem of the present design VE processing and analyzed the problem through a survey to an expert, and then we'll suggest a possibility for an efficient design VE.
