Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.
As more migrants stay for a longer term or settle in Korea through marriage, labor contract, defeat of North Korea, etc, the discourse on the migration policies gets more complicated and expands further beyond the issue of their adaptation to the Korean culture and their rights to encompass their families and children. The social integration policies for children of migrant families in Korea have been mainly led by the Ministry of Gender Equality and Family and Ministry of Education, Science and Technology. This paper will look at the challenges that children with migrant background face and their problems while reviewing the policies on children with migrant background in a critical perspective. In conclusion, it gives some suggestions to help establish more open society with multi-cultural values espoused.
This study aimed to explore goals and development process of Child·youth Friendly Cities certified by UNICEF Korea and to provide a research basis for promotion and development of Child·youth friendly cities in Korea. Researchers conducted in-depth interviews with experts in two cities designated as UNICEF Child·youth Friendly Cities in early days. The findings showed that in order to successfully build and maintain friendly cities for children and youth, active interest and efforts of local governors and government officials for promoting friendly cities and policy enforcement based on four principles of child rights were required as prerequisite. In relation to managing Child·youth friendly cities, two cities selected as cases of this study provided universal social welfare programs for children and youth and expanded after-school care services for local students. Moreover they tried to promote decision making and protect rights of children and youth by allowing them to participate in community programs. The important distinctions of these cities were that they established a department exclusively for children and youth and closely cooperated with experts in private sectors. However, participants agreed that there should be more comprehensive and multilateral approach for building Child·youth friendly cities, adoption of incentive system for certification of Child·youth friendly cities and more active promotion of the UNICEF project. In conclusion, the researchers proposed policy implications.

Since the Child Friendly Cities Initiative(CFCI), a UNICEF-led initiative, was first introduced to Seongbuk-gu in 2013, more than half of the districts of Seoul are making efforts to achieve the accreditation of the Child Friendly City(CFC). At this point, when an initiative is transformed from a special policy of a few districts into a general policy of many local governments, we need to examine and check on how friendly urban parks are to children. This study focused on neighborhood parks that tend to be less friendly to children as compared to children's parks and looked into the current status, because neighborhood parks are also well used by users of all ages including children. The evaluation criteria was developed based on the review of domestic and international guidelines of child friendly parks and neighborhood parks. Futhermore, field studies, user questionnaire, and a participatory design workshop were introduced to analyze the status of child-friendly environment of neighborhood parks. Findings are as follows. First, vague definitions of child cause the inconsistency of child-related policies. Second, Neighborhood parks are not conceived as a public space for children. Third, the consideration of youth is relatively low. Fourth, adjacent area of a park turns out not to be child friendly as well.
The objectives of this research is to examine: 1) how the rates of adolescents' BMI change over time in terms of the state level; and 2) development difference in the state level of BMI in terms of children's obesogenic behaviors from 1999 to 2011. Data were drawn from the 1999-2011 Youth Risk Behavior Survey in the United States (N=260, 293, grades 9-12, and 27 states). Ordinary least squares regression and hierarchical linear modeling were utilized to capture a longitudinal time effect of school-aged adolescents' obesity rates across the states, controlling for demographics and nutrition- and physical activity-related behaviors. The state's level of children's BMI percentile was significantly associated with longitudinal time. Longitudinal time effect across the states appears to play an important factor associated with children's decrease of BMI percentile. Therefore the states' implementation of physical activity and nutritional policies seems to be effective for preventing and reducing childhood obesity during last decade. More attention should focus on enforcing the policy and overcoming current barriers in order to minimize children's obesogenic factor.
The purpose of the study is to analyse the management state of three education welfare policies such as education welfare priority support program, Dream Start and after school program, the main education welfare policy for children and adolescent of the low income group and to suggest the development plan for the establishment of the effective and efficient education welfare policy. The study examines the advanced research and uses literature review to meet the purpose. The study draws the problem of each program and suggests the development plan of the education welfare policy for the children and adolescent of the low income group on the basis of the result of the comprehensive analysis. First, the related projects run separately by each government department should be rearranged into an integrated system in order to control comprehensively and together. Second, the system should be established to improve the expertise personnel in charge and increase the employment stability of the private personnel. Third, the authorities should raise the awareness on education and welfare through the connection and the discussion between each institution and the experts. Fourth, a new service model should be invented.

Objectives: This study compared the welfare level and leisure activities of children and the youth in urban areas with rural areas, and examined factors affecting their life satisfaction. Methods: The fourth wave of the Youth Panel data collected by the Korea Youth Policy Institute has been utilized. A total of 3,145 sample was drawn, and the average age of the sample was about 17 years old (a sophomore in high-school). T-test and multiple regression has been employed. Results: In almost all welfare related variables including life satisfaction, leisure satisfaction, parent attachment, and relationship with teachers and peers, the rural children and youth showed lower scores than their urban counterparts. The only factor whose score was higher to the rural children and youth was community factor including community attachment and guidance. In terms of leisure (satisfaction) level which was the most influential factor of predicting the variance of life satisfaction, the rural children and youth revealed unfavorable condition, as their accessibility to the facilities was low and there were less facilities in rural areas in the first place. Conclusions: As a way to improve the welfare and cultural level of rural children and youth, this study proposed to make investment to the rural areas by providing them with welfare and leisure infra structure and various welfare and leisure programs. To improve the outdoor leisure activities of the urban children and youth, setting up a sisterhood between urban and rural schools has been suggested.

This study tried to identify the reading and library use and requirements of children and young adults with disabilities in school age, and to suggest improvements in library policy, centered on the National Library for the Disabled Unlike the library policy centered on the creation of alternative materials and the establishment of an integrated cataloging system for alternative materials, children and young adults with disabilities mainly use paper books, and 80% of them hardly use the library. This study established a system centered on the special school library and proposed to establish a foundation for enjoying reading culture through curation of books by disability type and developmental age. In addition, based on the development of international standardization of multimedia collections, cooperation with the National Library for Children and Young Adults, and the expansion of librarian, collections, and budgets of special school libraries, linkage with students with disabilities in special classes of general schools was suggested.
This study is to analyze the relationship between self-esteem and happiness of parents and children in the 4th-grade elementary school and the 1st-grade of middle school using Korean Children and Youth Panel Survey(KCYPS) 2018 data by the National Youth Policy Institute. The context of analysis is to determine how parents' self-esteem and happiness affect parenting attitudes, and furthermore, how they affect their children's academic activities, self-esteem and happiness. This study is able to explore the level at which self-esteem and happiness, the mental health measure of children and adolescents, were linked to parental self-esteem and happiness. And it suggests that the importance of the role of a parent as a family background has been confirmed in promoting the healthy development of children and adolescents.
