지난 8월21일 한국과학기술정보연구원(KISTI) 양 병태 신임 원장이 취임했다. "외형보다는 내실을 다지는 데 힘쓰겠다"고 강조하는 그를 이번호에 만나본다. 임기 3년의 양 원장은 한국외국어대 독문과를 졸업하고 전북대에서 경영학으로 석사.박사 학위를 받았으며, 1977년 한국과학기술정보센터(KORSTIC)에서 연구원으로 일한 이후 줄곧 과학기술정보 업무를 맡어온 정보 유통의 전문가이다.

이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데. 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는 지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

국방조직과 규모의 대형화와 군사위협에 따른 전략전술개념의 변동은 방위비의 부담을 가속화시킬 것이다. 군사력 증강소요의 제기와 국민경제에 의한 가용자원의 합목적적인 자원배분과정은 능률적인 정책과제의 선택과 결정을 위한 기본정보자료가 정책법정권자나 입안자들에게 요구된다. 따라서 신무체계의 구매우선순위 결정은 물론 기존 무기체계의 경제적 운용 기간에 대한 운영총괄비용의 추계방법론을 시도하였다. 이는 분석내용이나 결과의 사용에 대한 관점의 상이성을 제시해 주고 있다. 또한 신항공무기체계를 중심으로 운영총괄비용의 추계를 위한 일반적인 개념정립은 물론 비용산정의 구체적인 절차와 기법을 기구하였다.

Most of scheduling papers on FMS have been considered that the fabrication process, the machining process and the assembly process etc. are independent and the releasing, routing, dependent, batching, loading problem are treated separetely. In this paper, we discuss that the integrated scheduling problem which can be solved for efficient use. We combine two systems that each process system which in order to produce a product is treated dependently, the releasing and the routing problem are combined one system and we present the efficient flexible manufacturing system as including the alternate process.

To remove the unnecessary behaviors movement. To decide the standard amounts of work. Take a rest property in the procedures of work. Adjust & Arrange the work environments. Take a sufficient mutvition calories. Have plenty in reserve worktime. Set up modernizing machinery. To pay living wages.

Many methods have been developed to get a good Computation steps. I think that almost methods of them have been solved by using a theory of [Vj]. But I have thought that it Can be solved by an other method. This method is a way to get a Computations steps by using [Aj] instead of [Vj]. It requires less Computation time than [Vj]. So I think that method is an efficient Algorithm about "the Development of Algorithm method for the 0 - 1 Knapsack problem."
