South Korea is the 8th biggest greenhouse gas emitter in the world due to its phenomenal economic growth based on manufacturing, and it is ranked first among OECD members for the rate of increase in emissions. Thus, the Korea government has voluntarily presented a reduction target and demonstrated global leadership. For the reduction of nation's GHG emission, importance of CCU(Carbon Capture and Utilization) along with CCS(Carbon Capture and Storage) technology development is increased. CCU technology is $CO_2$ utilization technology for the usage of $CO_2$ from flue gas and it can create a new economic value while reducing $CO_2$ emission. Therefore, with continued technology development, the number of application of CCU technology is increasing globally.
The purpose of this study is to recognize the importance of sustaining the coal industry in spite of the declaration of new climate change regime. Due to the importance to have the ability to control the supply and demand for energy source, this study will present the ground supporting the need to save some fixed amount of coal to carry out this task. The relative quantity of fossil fuel like coal and oil consumed as an energy source is reduced due to the increasing portion of renewable energy sources. Nevertheless, we can verify the fact that the position as a main energy source in demand for and supply of electric power is still valid. And the optimal amount of coal storage is estimated through the average annual amount of demand derived from preceding studies. In this context, it is very urgent problem to maintain the coal industry as a industrial policy for the sustainable national economic growth through the coal storage policy and to determine the optimal amount of annual storage.
This study sees the past, present and future of the international carbon market. It is expected that it is not until 2020 and beyond before the international carbon market is settled by international consensus, and it is too early to picture the international carbon market at this point. Instead, this study focuses on analyzing the content of Article 6 of the Paris Convention, being fully aware of the uncertainties surrounding the international carbon market and can only be a step in determining the future of the international carbon market. In the future, the international negotiations will be under fierce competition of countries, each of which aims to make their advantageous system or mechanism recognized internationally Therefore, it is necessary for Korea to devise a system that can maximize the national interest and try to be recognized in the international society. To accomplish this, the following tasks are required at the present stage. First, we need to include the basic directions for the reduction using the international carbon market in the preparation of the roadmap for GHG reduction in Korea. Based on the directions presented in the roadmap for reducing GHG emissions, Korea should set up a government-wide plan on the international carbon market. In addition, a long-term TF should be formed to enact such plans in the international community. The international carbon market is an issue that several professional fields overlap, and it is indeed difficult to pursue by a single ministry. Therefore, it is necessary to create and strengthen the TF that can cope immediately with the international movement.
In Climate change is a global issue that requires global responses. As a key factor in climate change, greenhouse gas (GHG) emissions have attracted increasing attention the international community. One of the crucial global efforts to alleviate climate change is the establishment of an international climate change regime, comprising rules, norms, principles, procedures that are applicable to a wide range of activities. The International Maritime Organization (IMO) received a mandate from the Kyoto Protocol to regulate shipping GHG emissions. However, the IMO Convention and the UN Convention on the Law of the Sea also provide regulations on regarding GHG emissions. To execute its mandate, the IMO has developed various regulatory initiatives. In addition, the Chinese government has declared new regulations which designate parts of its coastal waters as emission control areas (ECA). Owing to the growing recognition of the benefits of ECA, ships, including ocean-going vessels that operate in areas near the Pearl River Delta, Yangtze River Delta, and the Bohai Sea will be obliged to use fuel containing less than 0.5% sulfur. China's shipping industry is playing a growing role in the international shipping market, and its response to these initiatives will have a substantial effect on the future application of these regulations. This study analyzed the GHG mandates of the IMO and the Chinese government, and then examines the main outcomes that have been achieved.
The pillar of the Paris Agreement, which will define the efforts of the international community against climate change since 2020, is the INDCs submitted by each country. In this study, the INDCs of the major industrial and developing countries (EU, USA, Japan, China, India) and South Korea are reviewed and national circumstances are analyzed based on the status of industrial structure, power mix and GHG emissions. We will also present South Korea's strategies in future climate change negotiations. South Korea should ; find out the special differentiating factors favorable to Korea with which the international community can agree; and establish an interagency working group to prepare for the periodical renewal of the INDC.
This study analyzes correlation between methane gas production and injection of food waste water to motivate to expand renewable energy as a way of GHG (Green House Gas) mitigation to achieve the national GHG target proposed for the climate agreement in Paris last year. Pretreatment of food waste water was processed with pH 6 at $35^{\circ}C$ and used the fixed-bed upflow type reactor with the porous media. As a result of operation of pilot-scaled bioreactor with food waste water, the methane gas production was 6 times higher than the methane gas production of control group with rain water. The average production of methane was $56{\ell}/day/m^3$ which is possible to produce $20m^3$ of methane in $1m^3$ of landfill. As a way of energy source, when it is applied to the landfill over $250,000m^3$, it is also able to achieve financial feasibility along with GHG reduction effect. GHG reductions of $250,000m^3$ scale landfill were assessed by registered CDM project and the annual amount of reductions was 40,000~50,000 $tCO_2e$.
In the 21st yearly session of the Conference of the Parties (COP 21) of the 2015 United Nations Climate Change Conference, held in Paris, France, in December 2015, the "Paris Agreement" was negotiated; this is a new global agreement on the reduction of climate change, which encourages every country to participate in countermeasures for global climate change. Along with such movements, the electric railway sector has also been actively engaged in low carbon technology. This paper studied the building of a 1.5MW photovoltaic power generation system using the rooftop of the Gwangmyeong Station Building, which is the largest roof among the high-speed railway station buildings in Korea; this station has passenger traffic that reached about 7 million in 2014. For this study, we configured an optimized photovoltaic (PV) power generation system and then estimated the expected annual energy production by using PV system software; we also calculated the expected revenue that could be obtained by linking this source to the power distribution system. The obtained data were used to analyze the contribution of low-carbon energy that could be obtained by introducing a PV power generation system on the roof of an electric railway station building.
Land use statistics calculation is very informative data as the activity data for calculating exact carbon absorption and emission in post-2020. To effective interpretation by land use category, This study classify automatically image interpretation by land use category applying forest aerial photography (FAP) to deep learning model and calculate national unit statistics. Dataset (DS) applied deep learning is divided into training dataset (training DS) and test dataset (test DS) by extracting image of FAP based national forest resource inventory permanent sample plot location. Training DS give label to image by definition of land use category and learn and verify deep learning model. When verified deep learning model, training accuracy of model is highest at epoch 1,500 with about 89%. As a result of applying the trained deep learning model to test DS, interpretation classification accuracy of image label was about 90%. When the estimating area of classification by category using sampling method and compare to national statistics, consistency also very high, so it judged that it is enough to be used for activity data of national GHG (Greenhouse Gas) inventory report of LULUCF sector in the future.
Photovoltaic power generation systems make up a large part of the low carbon energy trend. The purpose of this study is to utilize PVsyst, a commercial forecasting program, to forecast research on the design stages of photovoltaic power generation for wider applications of this system in railroads and to consider prospective issues for photovoltaic power plants that are currently being operated. Given this, we will compare the forecast value of generated photovoltaic power, derived from foreign weather forecast information provided by NASA, along with information from Meteonorm, and the forecast values derived from the KMA weather information. By comparing these values with amounts actually generated by KPX, this research aims to secure propriety rights for wider application of photovoltaic power generation systems in railroads, and to contribute to low carbon energy for the new climate of the future.
Biomass co-firing to existing thermal power plants is one of the most economical and efficient way to reduce $CO_2$ emission from the plant. There are several methods of co-firing and it can be categorized into (1) Parallel co-firing, (2) Indirect co-firing, and (3) Direct co-firing. Parallel co-firing is the most expensive way to high-ratio co-firing because it requires biomass dedicated boiler. Direct co-firing is widely used because it does not need high capital cost compared with the other two methods. Regarding the direct co-firing, it can be classified into three methods- Method 1 does not need retrofit of the facilities because it uses existing coal mills for pulverizing biomass fuels. In this case high-ratio co-firing cannot be achieved because of poor grindability of biomass fuels. Method 2 needs biomass-dedicated mills and revision of fuel streams for the combustion system, and Method 3 needs additional retrofit of the boiler as well as biomass mills. It can achieve highest share of the biomass co-firing compared with other two methods. In Korea, many coal power plants have been adopting Method 1 for coping with RPS(Renewable portfolio standards). Higher co-firing ratio (> 5% thermal share) has not been considered in Korean power plants due to policy of limitation in biomass co-firing for securing REC(Renewable Energy Certificate). On the other hand, higher-share co-firing of biomass is widely used in Europe and US using biomass dedicated mills, following their policy to enhance utilization of renewable energy in those countries. Technical problems which can be caused by increasing share of the biomass in coal power plants are summarized and discussed in this report. $CO_2$ abatement will become more and more critical issues for coal power plants since Paris agreement(2015) and demand of higher share of biomass in the coal power plants will be rapidly increased in Korea as well. Torrefaction of the biomass can be one of the best options because torrefied biomass has higher heating value and grindability than other biomass fuels. Perspective of the biomass torrefaction for co-firing is discussed, and economic feasibility of biomass torrefaction will be crucial for implementation of this technology.
