The purpose of this study is to suggest a systematic procedural model for selecting competent project promoter. The proposed model was made by comparing domestic regulations and procedures with foreign nations', and through interviews with experts and literatures survey. The summaries of this paper are as follows. The current promoter selection procedure was evaluated by reviewing relevant papers, regulations and existing model. Some obstructions which hinder PPI project activation were identified, those are inadequacy of promoter qualification and negotiation process, lack of communication between parties, etc. Some alternatives which remove major obstructions are embodied in the model. The suggested model is comprised of PQ(prequalification), two phased evaluation for the technical proposals which include alternate, communication meeting, etc. To manage the overall procedure well, an involvement of professional "project promoter selection team" would be highly recommended. They will participate in each evaluation stage with full activities, and provide government with some technical materials for selecting promoter as coordinator.

해상통항로상 각종 공사가 선박의 안전항해에 미치는 영향을 사전에 평가하도록 하는 해상교통안전진단제도가 도입 시행된 이후 다수의 안전진단이 실시되고 있다. 또한 제도 시행초기에 도출된 개선사항을 반영하여 해사안전법 및 해상교통안전진단시행지침을 전부 개정하여 정착단계에 있다. 하지만 안전진단 수행 전단계의 정형화된 업무처리 절차가 없어 진단대상사업 및 진단항목에 대한 공통적이고 잦은 민원이 발생하고, 해사안전법 전부개정 및 진단전문기관 지정에 따른 업무 절차의 정형화가 필요한 시점이다. 이에 본 연구에서는 제도시행과정에서의 주요 민원사항을 분석하고, 주요 법령 개정사항을 고려하여 진단시행 주체별 역할을 고려하여 효율적인 업무처리절차 방안을 제시하여 향후 제도운영 및 발전방향에 대해 모색하고자 한다.

건설산업기본법 시행령 시행규칙이 개정, 2008년 12월 31일 공포되었다. 이번에 개정된 건산법 시행령은 ${\bullet}$원도급자의 공사금액 조종사유 통보 내용과 절차 구체화 ${\bullet}$소규모 공사의 건설기술자 중복배치 허용 현장 수 확대, 건산법 시행규칙은 ${\bullet}$건설공사 하도급계약통보서 및 건설공사대장에 4대 보험료 등의 내용 명시 ${\bullet}$건설업 양도 공고절차 간소화 등의 내용이 개정되었다. 개정된 건산법 시행령은 오는 7월 1일부터, 시행규칙은 오는 4월 1일로부터 시행된다.

지난해 12월 농약관리법, 지난 10월의 동법 시행령 개정공포에 이어 시행규칙개정령이 12월 7일 공포됐다. 이 시행규칙에서는 영업 및 농약의 등록관련절차 등 동법 및 동법시행령에서 위임된 사항과 그 시행에 관하여 필요한 사항을 정하는 등 현행제도의 운영상 나타난 일부 미비점을 개선$\cdot$보완했다. 주요 내용을 간추려 보면, $\blacktriangle$농약제조업 등의 등록신청, 제조업자 등의 지위승계신고, 영업시설 등의 변경신고와 등록증의 재교부 등 영업의 등록관련 절차를 정하고 $\blacktriangle$ 농약의 등록제를 도입함에 따라 농약의 품목 및 원제의 등록신청, 등록 신청 서류의 보완, 지위 승계신고와 변경등록 및 등록취소 등 농약의 등록관련 절차를 정했다. 또한 $\blacktriangle$ 시험성적서의 제출면제품목에 대하여 제출이 면제되는 시험성적서를 정하는 한편 $\blacktriangle$ 사람 및 가축 등에 위험하다고 인정되어 농촌진흥청장의 승인을 받아 수출해야 하는 농약의 품목 및 원제의 범위를 정하고 농촌진흥청장이 수출승인에 관해 필요한 사항을 고시하도록 했다. 이밖에 $\blacktriangle$ 가정원예용 농약을 판매하고자 하는 지에 대해서는 등록기준을 완화했다.

지난 8월 9일 농수산부는 축산법 시행규칙 개정령을 공포한 바 있다. 이에 다시 농수산부와 각도 양계 담당자 및 대한양계협회의 충분한 토의와 검토를 마친후 11월 8일 종계의 심사기준과 종계등록절차를 고시하였기에 게재하는 바이다. 아울러 관계법 조문에 대한 해설을 소개한다.

해상화물 거래에 있어서 얼마나 많은 절차를 걸쳐야만 수출상에게서 수입상으로 화물이 전달되는 것일까. 일반적으로 해상화물 거래에 있어서 수출상, 수입상, 거래은행, 운송업자 등 다양한 업자들이 무수한 서류과정과 절차를 거쳐야지만 화물이 인도되고 있다. 이에 외환은행에서는 국내 수입상의 편의성과 안정성 제공을 위한 '수입화물선취보증서(L/G) 발급사실 인터넷 확인 서비스'를 4월 1일부터 시행한다. 다음은 최근 외환은행에서 시행하는 "수입화물선취보증서 인터넷 확인 서비스" 주요내용을 정리, 편집한 것이다.

1991년 사학연금제도에 재정계산제도가 도입되었으나 법적 근거만이 존재할 뿐 이를 위한 구체적인 시행주체 및 절차, 재정계산의 역할과 범위 등 주요 내용에 대한 명확한 규정이 결여되어 있다. 이에 따라 시기별로 재정계산 추진방법이 다소 상이한 측면이 있었으며, 결과적으로 사학연금 재정계산 실시의 일관성(coherency)과 신뢰성(credibility) 확보에 어려움이 노정되었다. 이러한 상황에서, 본 연구에서는 사학연금 재정계산 시행현황과 그 문제점을 살펴보고 국내·외 공적연금의 재정계산제도 시행사례를 비교·분석함과 동시에 정책적 시사점을 모색하였다. 이에 기초하여 우리나라 사학연금 재정계산제도의 향후 정책과제 및 개선 기본방향을 ①재정평가 및 재정계획 체계, ②재정계산 실시내용, ③재정계산보고서, ④담당주체 및 보고절차, ⑤재정계산 법적 근거 등을 위주로 하여 정책제언(政策提言)하였다. 이 글이 사학연금의 발전적인 재정계산 정책수립에 이바지하고 나아가서는 우리나라 공적연금의 지속가능한 재정정책 수립에도 중요한 밑거름이 되기를 기대한다.

Background: Thoracoscopic sympathetic block in palmar hyperhidrosis has merits in its immediate responsiveness and recovery. In palmar hyperhidrosis, the level of sympathetic chain to be blocked has been somewhat obscure. Materials and methods: To compare the results of T2 with T2,3 sympathetic block, we retrospectively studied 192 patients (T2 group: 84, T23 group: 108) operated on at SNUH with palmar hyperhidrosis between April 1994 and July 1997. We reviewed medical records and recently interviewed the patients by telephone call. Sex and age distribution between two groups showed no significant differences. We performed sympathectomy at the early phase of the syudy until April 1997, and after then, we adopted sympathicotomy rather than sympathectomy. Results: All patients showed symptomatic improvement after the operation. Mean operation times of T2, T23 groups were 61.3$\pm$22.5min, 82.7$\pm$24.8min, respectively(p<0.01). Early postoperative complications, such as Horner's syndrome or chest tube insertion, were not different in two groups. There were no statistical differences of late complications such as compensatory truncal hyperhidrosis, gustatory sweating, and phantom sweating. No patient experienced recurrence of palmar hyperhidrosis during the study period. The only difference was the extent of compensatory truncal hyperhidrosis. The compensatory sweating occurred from axilla to suprapatella in T2 group whereas its extent was from nipple to suprapatella in T23 group. Conclusions: We concluded that T2 thoracic sympathetic block is mandatory for the treatment of primary palmar hyperhidrosis.

In responding to rapid technological change, ITU standardization activities is changing. For example, ITU-T has established new approval process for technical Recommendations, named Alternative Approval Process. This process shortens standard approval period form 9 months to 2 months. In this paper, we analyze the new approval process, AAP, step by step. And finally, we discuss .ITU reform issues such as decision making right of private industry organizations which is ongoing.
