Since the outsourcing logistics business has been an emerging opportunities for many new service providers entering into such an ever-changing technology, knowledge and logistics market, it has resulted into a price-sensitive and high competition industry. In order to sharpen the global competitive power of the information-contents business in this severe environment, this research is engaged in meeting the following purposes: 1. well position the outsourcing logistics services in the logistics business industry 2. articulate the business model to compete in the outsourcing logistics services market, Information-contents industry. 3. propose a competitive strategy for a outsourcing logistics services provider to grow the information-contents business. This research report could also serve as a framework for the other logistics and the outsourcing services companies to plan out their competitive strategies of information-contents industry. For new comers to join the same market, it will be also helpful in positioning their services and making business decisions in a holistic view.

In the edge of new jumping up in global market, our construction industry is required to develop a competitive power and new construction market. As a considerable global player, our construction industry and information technology industry are regarded as to achieve more competitiveness and new market by developing fusion technology between information and construction technology. But, practically not only the technologic barrier but unripe developing model, it is time to visualize fusion strategic model and possible area as a constructional point of view. The aim of fusion technology is to increase productivity by reducing labor power and over all life cycle cost and to suggest new market with effective demanding power such as ubiquitous-city. As a successful development model, both the demand driven approach dealing with prompt IT developing speed and a circular leading model boosted by leading group will be key factors.

1970년초 '자주국방'으로 시작한 방위산업의 역량은 재래식 무기의 국산화 단계를 넘어서 일부 첨단무기를 독자 개발할 수 있는 수준에 도달하였다. 하지만 그동안 방위산업 정책은 내수시장을 중심으로 이뤄졌었고, 방위산업체를 중심으로 한 제한된 경쟁체제였다. 그 결과 국방과학기술 경쟁력은 11위인 반면에 민수분야 과학기술경쟁력은 4위로 눈부신 발전을 하였다. 또한 2009년 스톡홀롬 국제평화연구소 발표에 따르면 우리나라는 무기 수입국 3위인 반면, 수출은 17위에 위치해 있다. 따라서 본 연구는 위와 같은 문제 인식을 바탕으로 시작하였으며, 특히 민수업체의 방산분야 참여를 통해 국내시장의 규모를 넓히고, 국내경쟁력 향상하고, 더 나아가 방위산업 글로벌 경쟁력을 확보하여 국가 방위력개선 뿐만 아니라 수출 선도 산업으로 자리매김할 수 있는 개방형 기술혁신체계 구축 방법을 모색하였다. 또한 민수분야의 조사를 통해 방위산업 진입장벽을 파악하였으며, 진입장벽 해소를 통해 방위산업 경쟁력 강화를 할 수 있는 방법을 고찰하였다. 국방분야의 개방형 기술혁신체계 구축은 국가과학기술을 선도하고, 군 전력증강 및 국가경제발전에 기여할 것이다.

The domestic construction market is recently daunted because of the sustainable real estate regulation policy by the government. In other aspect, after the WTO(World Trade Organization)system opened overseas construction is growing continuously with grow of international economy and opening of market through world. Therefor needs to establish strategy on expansion or over seas construction competitive power. The purpose of this research is expansion on over seas construction competitive power by suggesting project cost guarantee methods to Owner and cost guarantee methods are Official Development Assistance(ODA). Accordingly, this research analyzed a developed $country^{\circ}{\phi}s$ ODA and domestic ODA. Moreover, survey to Expert of related field about over seas construction and ODA for identified problems. Especially, based on the results it intends to analyzed domestic ODA competitive power and improve strategy to competitive power of receive an order on over seas construction.

디지털 전환(Ditigal Transformation)이 가속화되고 있는 가운데 소프트웨어는 변화를 이끄는 주요한 기반 기술로 자리매김했다. 이러한 흐름에 따라 정부도 미래 국가경쟁력 확보를 위한 국가 디지털 정책 로드맵을 발표하며 다양한 정책을 추진하고 있다. 성공적이고 지속 가능한 디지털 전환을 위해 정부와 민간이 함께 힘을 모으고 걸림돌이 될 수 있는 규제와 같은 요인에 대해서도 해결책을 찾아야 한다. 많은 규제 중에서 해결이 필요한 부분 중 하나는 국내 공공부문 소프트웨어 시장에 적용 중인 대기업 참여제한 제도가 있다. 제도가 시행된 이후부터 다양한 의견이 엇갈리고 특히 기업규모에 따른 이해당사자 간 사회적 갈등이 해결되지 않는 모습이다. 그동안 제도의 실효성과 영향도를 확인하고자 하는 여러 시도가 있었지만 보다 종합적인 관점에서 조망 가능한 검토는 이루어지지 않고 있다. 본 연구의 목적은 이러한 검토를 제공하고 이를 바탕으로 향후 대기업 참여제한 제도와 관련된 연구에서 추구해야 할 방향을 파악하는 것을 목적으로 한다. 제도의 입법이 시작된 2012년 이후부터 현재까지의 관련 문헌을 검토한 결과, 제도의 취지에 부합하는 중소기업 시장 참여 및 외형 성장 증가의 측면에서 긍정적인 부분이 확인된 반면 수익성 및 품질 저하, 시장구조 왜곡으로 인한 산업 전체 경쟁력 저하, 제도의 법리적 문제점 등 부정적인 부분이 다수 확인되었다. 종합적으로는 부정적인 영향 또는 제도에 대한 지적이 더욱 많은 것으로 나타났고 제도의 유지, 철폐 등의 향후 제도의 운영 방향에 대해서도 전반적인 연구에서 유지 보다는 철폐 또는 전면 개선 등의 의견이 다수를 이루었다. 이와 같은 결과를 토대로, 본 연구에서는 건전한 산업 생태계 조성을 통한 소프트웨어 경쟁력 강화를 위한 향후 연구 방향을 제시하고자 한다.

시스템반도체는 스마트 및 융합이라는 동인에 적합한 미래유망 산업 및 서비스 창출에 핵심이 되는 부품으로써, 다양한 산업 경쟁력에 미치는 파급효과가 대단히 높은 분야이다. 또한 대외 수출 의존도가 높은 산업구조에서 메모리반도체 세계 1위라는 성공을 발판 삼아 4배나 큰 시스템반도체 시장을 확보해야 하는 것은 당면한 과제 중 높은 우선순위에 속한다고 하겠다. 본고에서는 국내외 시스템반도체 산업 및 시장 동향, 경쟁국의 지원정책 동향, 국내 팹리스 기업의 현황과 문제점, 시스템반도체를 설계 및 검증하는 기법의 진화, 그간의 정부 지원정책 성과분석 등을 통해 향후 시스템반도체 산업과 팹리스 기업들의 경쟁력 향상을 위한 방안을 제시하고자 한다.

국내 가입자 망의 대형 시장을 보호하고 각 기업의 중첩 투자에 대비하고 국제 환경에 효과적으로 대응하기 위한 가입자 망 관련 기술 확보를 위해서는 국내 상황에 필요한 가입자 망 전반에 걸친 구조와 기술에 대하여 표준화가 시급한 실정이다. 다시 말하면 가입자 망의 표준화가 우리의 한정된 기술 개발 자원을 효과적으로 활용, 경쟁력 있는 핵심 기술을 집중적으로 개발하여 국각 경쟁력을 우위에서게 할 뿐 아니라 기술개발 결과물이 조기에 시장 경쟁력을 갖도록 해준다. 가입자 망에 대한 관심이 전세계적으로 매우 높아짐에 따라 ITU-T(International Telecommunication Union-Radio communications Sector), ETSI(European Telecommunication Standards Institute), DAVIC(Digital Audio Visual Council)과 FSAN(Full Service Access Network) Gx와 같은 여러 기관들이 가입자 망의 기능과 구조를 정의하고 있다. 이 논문에서는 각 기관들이 제시하는 가입자 망의 모델에 대해서 살펴보고 국내 상황에 맞는 가입자 망 구조의 표준(안)을 제시한다.

중국은 향후 2020년까지 1000MW급 경수로를 중점적으로 35기이상을 건설할 것으로 예상되는 최대 잠재시장이다. 따라서 현재 1000MW급 원전기술자립을 95% 확보한 한국은 중국 및 인근 아시아지역 원전건설 시장에서 외국과의 경쟁력 확보를 위하여 주도적인 참여방안을 모색해야 한다. 이러한 관점에서 원자력기반기술이 우수한 중국과 한국은 한국형표준원전(KSNP)을 기본모델로 하여 중국 및 아시아의 원전건설에 적용할 표준원전(CSNP, ASNP)을 공동개발 하기 위한 협력체계 구성방안을 제안하였다. 또한 한국이 원자력기술 수출국으로 위치를 확고히 하고, WTO 출범에 따른 원자력시장 개방화에 경쟁력을 갖추기 위해서는 원자력 선진기술을 보유하고, 건설자금조달 및 사업관리 능력과 함께 폭넓은 해외협력 관계를 갖춘 세계적인 원전공급자(Nuclear Vendor)를 육성해야 한다.

This study provides an overview of instruments for mobile contents start-up companies promotion that are currently available in Seoul. It includes a brief description of several different types of start-up companies and development processes for each of those companies so that it can analyze and figure out critical success factors for sustainable growth. In addition, the case studies of five mobile contents related companies are used to obtain more detailed insights into the development processes. The study focuses on mobile contents startups promotion used as a public policy for encouraging more productive and knowledge-intensive ventures, with the aim of upgrading management activities and creating more startups-friendly business environment. Consequently, the key target groups of the measures discussed in the study include mobile contents start-ups and start-ups that exploit new business opportunities in Seoul.

본 연구는 승마용 안전모의 신뢰성 확보를 위해 안전기준을 정립하기 위한 연구이다. 국내 외 레저 스포츠 안전모 관련 안전기준을 비교 분석하여 도출한 주요 시험평가방법을 현재 국내에 유통 중인 중저가 승마용 안전모를 대상으로 성능시험을 하였다. 충격흡수성 시험 시 1축과 3축 가속도 센서를 이용한 시험방법에 대해서 성능평가 데이터를 통해 1축 가속도 센서를 이용한 충격흡수성 시험으로 선정하였다. 유지시스템의 강도시험에서 헤드 폼 서포트 방식과 후크 서포트 방식으로 구분되던 것을 시료에 손상 없이 시험 가능한 헤드 폼 서포트 방식으로 결정하였다. 이와 같이 승마용 안전모의 안전기준을 정립하여 제품의 안전성 및 신뢰성을 확보하고 나아가 "품질경영 및 공산품 안전 관리법"에 규정함으로써 자국민의 안전을 확보하고 중국산 저가 제품에 대한 시장진입장벽을 구축하여 경쟁력 있는 안전모 시장을 구축하기를 기대한다.
