  • 국도는 사회간접자본 중 하나로서 지속적으로 관리되어야 그 기능을 발휘할 수 있는 국가의 중요한 자산이다. 지금까지는 국도를 포장관리시스템이라는 체계로 관리하여왔다. 이 포장관리시스템은 시설물유지관리차원에서 사회기반시설을 관리하는 것으로서 주로 관리자 관점에서 공학적 판단을 기준으로 최소의 비용으로 공용수명을 최대화하는 모델이다. 그러나 경제발전으로 국민의 소득수준이 올라감에 따라 기본적인 욕구가 해결되어 이제는 납세자로서 국민의 동의는 국가의 정책을 결정하는데 중요한 변수로 작용하기 시작했다. 따라서 사용자 관점의 평가는 이러한 요구의 수준을 측정할 수 있는 중요한 척도가 되었으며 이에 기반한 LoS(Level of Service, 서비스 수준)라는 지수를 시설물 자산관리에 활용하려는 여러 가지 시도가 있다. 이 논문에서는 기존 국도포장관리시스템의 정보모델과 KTAM-40(Korea Total Asset Management-40)이라는 자산관리 정보모델을 비교하여 LoS의 필요성과 도로포장자산관리에서 LoS가 사용자 관점을 반영하는 방식을 조명해 이의 장점을 밝히고자 한다.

  • 본 연구에서는 자연재해 발생 시 신속하고 효율적인 재난 대응 의사결정을 지원하기 위하여 재난 재해 정보와 시설물 정보, 공간정보 등이 융합된 통합 인벤토리를 구축하고자 한다. 재난대응 의사결정 지원을 위하여 시설물의 중요도, 위험도, 피해액 산정에 필요한 원천 데이터를 공공데이터포털(data.go.kr)에서 제공하는 공공데이터를 활용하였다. 공공데이터포털의 데이터셋은 파일데이터와 오픈 API, 표준데이터와 국가중점데이터를 제공하고 있다. 파일데이터는 22,306건, 오픈 API는 2,505건, 표준데이터는 58건의 정보를 제공하고 있으며, 국민, 기업 등 수요 중심으로 개방의 효과성과 시급성 등이 높은 41개 분야의 국가중점데이터를 제공하고 있다. 또한 공공데이터를 활용하여 개발된 국내외 다양한 사례와 가공데이터를 공공데이터 활용사례를 통하여 공유하고 있다. 인벤토리 구축을 위하여 국가중점데이터와 데이터카테고리의 국토관리, 재난안전, 산업고용, 공공행정 등 다양한 공공데이터를 검토하여, SOC 시설물과 건축물의 정보를 수집하여 시설물의 중요도와 위험도, 피해액 평가 등 필요 목적에 맞게 최적화 하여 구축하였다. 또한 구축된 다양한 정보와 시설물 평가 모듈간의 원활한 데이터 수급을 위한 연계 모듈과 관리 모듈을 개발하여 구축된 데이터 정보를 표준화하여 유지 관리 할 수 있도록 인벤토리를 구축하였다. 이러한 재난대응 의사결정 지원 통합 인벤토리는 재난대응 의사결정을 신속하고도 효율적으로 가능하게 함으로써 방재업무 지원 및 대국민 서비스를 가능하게 할 것으로 판단된다.

  • The budget for public buildings is expected to increase to their maintenance, and the systematic maintenance and sufficient budget are recognized as the important factors for building maintenance. In Korea, buildings are not systematically maintained due to the lack of manpower, expertise and basis of maintenance budget estimates. Compared with Australia where the facility maintenance is optimized through asset management, Korea has only passive maintenance systems that focus on regulations. The introduction of the systematic asset management is required to ensure the advanced building maintenance in Korea. In this study, the asset management processes for social infrastructure facilities in and out of Korea were analyzed, and the asset management framework for public buildings were established. The asset management procedure consisted of ordinary asset management procedure, selective asset value assessment. The framework in this study was developed focusing on the asset management task for public buildings and presented the detailed contents of each step. The application of this framework to the actual work will enable the systematic management of building's value and performance, and the efficient appropriation of the maintenance budget.

Basic Study on Bridge Asset Management Framework and LOS for Efficient Downtown Bridge Maintenance (효율적인 도심지 교량관리를 위한 교량자산관리 체계 및 서비스수준(LOS) 개발을 위한 기초연구)

  • Bridges, which constitute one of the key facilities in a social infrastructure, are easily accessed and used by users, so that keeping their performance above a certain level is essential. According to various cases in the U.S., Japan and Europe with a long construction history, it is expected that the maintenance cost of bridges in Korea will increase continuously in the future, so a rational decision making system based on engineering factors is necessary to optimize the performance of and maintain them by allocating the limited budget efficiently. This study is a preliminary basic study for the purpose of developing a common asset management system for managing all of the bridges and maintaining the level of service provided by them. The scope of this preliminary study is limited to bridges in urban areas. The bridge asset management system for bridges in urban areas, their level of service (LOS) and performance measure (PM) were developed by carrying out a workshop consisting of both experts and stakeholders. The analysis on the weights of the value and performance measure for each performance indicator was carried out by using the multi-attribute utility theory and the AHP method. In order to confirm the application of the weight of the performance measure and value of the performance indicator, six bridges in an example city were selected, LOS analysis was applied and its results were reviewed.

  • In modern society, we live in the important age which should reflect needs of residents enough with the economic growth. Desire in the public sector means the basic requirements which are necessary for contemporary men who live in social life and is very important even at the social welfare policy level. Each local government is recently increasing convenience of residents by installing the facilities about public design and is politically promoting expansion of public services to satisfy their public desire. This public design should be installed to make reasonable plans and maintenance be smoothly done. This paper tries to study the present condition and the precedent studies targeting public interest facilities which will be installed in neighborhood parks of urban areas, grasp design problems of public facilities which will be installed in neighborhood space by clarifying the concept of design, and apply them by designing them newly. It tries to examine reasonable maintenance direction related to next development of public design by suggesting design direction for this practical development and module assembly typed design that storage, assembly, and management of public facilities are convenient and suggest cases of design development which can reflect them in public design development policies.

In this study, proactively manage the failure history of a highway facility ITS tries to preventive maintenance. Therefore, the error history is based on the reliability of the high-pass facilities theory to calculate the reliability of the system through a systematic statistical analysis Operational Availability. The fault number and the time the replacement period through the estimate decreases and can reduce the budget expenses by securing the spare parts quantity, establish a management plan in part by improving the quality of the system through constant preventive maintenance, quality of service at all times It may direct the non-stop operation state of the available state.

  • The expressway is a key area of road networks for national industry, economics and social development. In addition, the number of lines are increasing continuously. Recently, road management policy have shown a paradigm shift to safe road, low-carbon and green etc. Nevertheless, the road condition has deteriorated dramatically by fatigue cracking, thermal cracking and weather impact. On the other hand, the budgets for highway maintenance have shrunk dramatically. In this study, an effective pavement management and maintenance process was developed to extend the pavement serviceability and pavement life to overcome the rack of budgets.

  • National highway is one of the social infrastructures that continue to be managed in order to serve their full functions. The national highway has been managed by the Pavement Management System (PMS) until now. The PMS manages the highway as a way of facility maintenance and maximizes the service life of the highway with minimum cost. The cost is evaluated mainly with a facility manager's perspective based on engineering judgment. People's needs of quality of life have been increased as their income level is rising and naturally the opinion of citizen as a taxpayer plays an important role in determining national policy. Therefore, the contentment of a user's perspective was the starting point of addressing these needs. The Level of Service began to be used as a measure for the evaluation of the user's perspective. In this thesis we would like to design an application and a data architecture for a pavement asset management system and to show how it meets the requirements of KTAM-40 Systems.

  • 건설사업의 원가절감은 사용자 요구에 부합되는 기능과 품질을 확보하면서 가장 경제적인 방법으로 시설물을 구축하는 것으로 건설환경 변화에 따른 경쟁력 향상을 위해서는 체계적인 원가관리를 통한 원가절감이 필요하다. 국토교통부 소속 산하기관에서는 공공건설사업의 수행에 따라 설계의 경제성 등 검토, 공정관리 및 사업관리 등을 통해 공사비 절감에 대한 많은 노력을 기울이고 있다. 현재 설계단계에서 설계VE 결과정보는 공공발주기관 간에 상호 공유하고 있으나, 시공단계에서의 원가절감사례 정보에 대한 공유는 아직까지 부족한 실정이다. 공공건설사업의 수행시 유사 건설사업에 대한 원가절감사례 정보를 참조 활용할 수 있도록 단계별 정보시스템 구축 및 원가절감 사례 정보서비스 방안을 제시하였다. 향후 공공건설사업의 기획, 설계, 시공, 유지관리 등 생애주기별 원가절감사례 정보의 분석 및 서비스를 통해 보다 합리적인 의사결정과 공공건설사업의 투자 효율성을 제고할 수 있으리라 기대된다.

Validity Evaluation of Real Time Mobile GIS combined with PDA in University Building Facility Management (대학시설물 관리W떠 PDA기반의 실시간 Mobile GIS 도입 타당성 평가)

  • It is noted that the paper mapping system for University Building Facility has many limitations in terms of data maintenance, real-time GIS data acquisition, and economic efficiency. The aim of this research was to evaluate an operational potential of an on site real-time mobile GIS technique to resolve the problem faced in the university. The idea is based upon the recent trends in the field of 'Telecommunication and Information Technology' that uses a PDA (personal Digital Assistants), wireless network computing, mobile computing, etc. A real time mobile GIS approach has been adopted, in which a PDA is linked to a wireless internet and field workers record data on the computer at the site and analyse data on site. While there should be a considerable number and variety of factors associated with real-time mobile GIS quality, this research focuses on three criteria that are identified as fundamental to customer requirements; (1) data quarry (2) spatial analysis (3) real-time GIS database building. 'Art--empirical study for a case study facility has been conducted to confirm the validity for the system. The system has been checked experimentally, enabled the field users to quarry the data required simply and execute spatial analysis (buffer, overlay etc.,) accommodating versatile alternatives on the site. Detailed visual maps can be generated over large areas quickly and easily. The PDA interface, in particular, were ideally suited for field users to interactively displaying positional information with attribute data. This system has shown to be quite convenient to maintaining a highly reliable database since it could playa crucial role in documenting at real-time basis temporal and spatial changes occurred in the facilities. It is anticipated that this research output will greatly serve to introduce the reliable and cost-effective facility mapping system in the university by overcoming serious constraints suffered from the past non-real time mobile GIS approach.
