정부는 그 동안 공공부문의 문제점으로 지적되어 왔던 낮은 경영성과, 저 생산성, 고비용 구조, 낮은 시장 대응력, 조직 운영의 비효율성 등의 문제를 해결하기 위하여 공공부문을 포함하는 정부 혁신을 강력하게 추진하고 있다. 이러한 혁신의 핵심은 체계적인 성과관리에 있다. 지방공기업 역시 경영효율성을 높이고 경쟁력을 강화하기 위해서는 무엇보다도 자율 경영 체제하에서 경영성과를 정확히 측정하고 그에 따른 보상체계를 마련하는 것이 필수적이다. 논문에서는 이러한 BSC(Balance score card) 기반에서 다원화된 평가주체에 부합하는 지방공기업의 성과 지표에 대한 틀을 설계하고 이를 이용하여 실례로 광주광역시환경시설공단에 적용한 사례를 보이고자 한다.

This paper studied the cause of the deterioration of the four 3-Arch tunnels built in mid-1990. The common deteriorations of the four 3-Arch tunnels were longitudinal cracks, leakage and efflorescence at the same parts of lining concrete. Three fourths of 3-Arch tunnels, there was high percentage longitudinal cracks and a quarter was low frequency about longitudinal cracks. So the material reviewed to find out the differences between two groups in construction process and analysis was conducted such as non-destructive testing, precise visual survey and safety evaluation of one tunnel which had bad ground condition As the result, the tunnels were safety condition and the primary deterioration occurred during the construction process, namely, problems arrangement of rebar and the effects of the blast at middle tunnel.

The collapse of the cut slope occurs owing to mixed effect of many variable factors such as geological, geographic, and hydraulic factors. Nevertheless, it is very difficult to evaluate the influence of the complicated geological factors on the stability of the cut slope during various management stages. This study proposes a management plan for domestic cut slope for a series of the rock masses, based on the collapse charateristics of various rock masses and management case studies.

Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20. 2008. the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1. 2011. The present state of the education and training for marine pollution prevention managers of marine facilities was surveyed and analyzed in order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of FHRDI for marine pollution prevention manager of marine facilities have been conducted as a regular course of 21 classes for 3 days. The average annual number of trainees in FHRDI for 6 years from 2003 to 2008 was 187 persons and the annual number of trainee was 202 persons in 2008. The trained demands for the education and training are expected to increase sooner or later, depending major factors such as the extension of fields and ranges for marine facilities and marine environment management business due to the enforcement of new "marine environment management act".

LoRa LPWAN network system uses a license-exempt wireless communication system and implements data measurement through the integrated sensor based on Mems and wireless communication of existing measurement sensors. This system has superior technological / economic superiority using existing network and long distance communication compared to existing wireless measurement system, and secured economical efficiency by minimizing system construction equipment compared to wired measurement system. It is confirmed that the economical efficiency can be reduced by 41% compared to the conventional wired metering system. Since the LoRa LPWAN network system is excellent in terms of maintenance and operation, if installed in many bridges in Korea in the future, it will be developed as an excellent system in the maintenance of bridges. 2012년 2월 5일을 기점으로 하여 소방검정 시스템에 대하여 전반적인 변화가 있었다. "소방시설 설치 유지 및 안전관리에 관한 법률" 개정시행과 동시에 행정안전부령인 "소방용 기계 기구의 형식승인 등에 관한 규칙"이 "소방용품의 품질관리에 관한 규칙"으로 명칭이 변경되었다. 이에 따라 제품검사방법에 제조업체에서 유통 전에 생산시마다 검사하는 생산제품검사와 제조업체의 품질관리에 따라 검사하는 품질제품검사를 도입하는 등 소방검정시스템이 크게 바뀌었으며 이에 따른 주요 변경사항과 소방검정시스템에 대하여 소개하고자 한다.

국토해양부에서는 2010년 공동구 관리의 필요성을 절감하고 국내 현황을 분석한 결과 공동구 관련 설치 및 유지관리 지침, 지자체별 또는 공공기관별로 법적 장치가 있으나 명확한 규정이 필요하여 공동구 관련법률(국토의 계획 및 이용에 관한 법률)을 제정하였다. 공동구의 관리는 공동구 설계기준, 공동구 시방서를 제정하였으며 설계 및 시공시 각 지자체, 시설관리공단 등에서 활용될 수 있도록 공통되고 일괄된 설치기준이나 유지관리항목이 확립되어 효율적인 제도를 확립하였다. 본 논문은 공동구 설계 항목 및 기준을 고려하여 실무에 적용할 수 있는 공동구 설계 기준이 새로 제정되어 그 내용과 각각의 기준 항목에 대하여 공동구 설계를 통하여 시공이 가능하도록 설명하였다.

고층건물이 집중적으로 밀집돼 있는 여의도 한복판에서 유난히도 눈을 끄는 시원스러운 건물이 있다. 국회의사당앞 지하차도를 벗어나면 오른편에 우뚝 솟아있는 세련된 외관의 사학연금회관 -. 건물 정면의 주차장을 겸한 넓다란 공간은 기능면에서 뿐아니라 균형잡힌 조형미가 뛰어나 고층건물이 항용 지니는 저항감을 크게 상쇄시킨다. 사립학교 교직원들의 복지후생을 목적으로 설립된 지상21층, 지하3층의 사학연금회관의 방재시설 현황은 어떠하며 불의의 재난에 과연 어떻게 대비하고 있는가를 알아본다.
