A Study on the Elapsed Time to Resale of Pre-Completion Apartment Ownership (아파트 분양권의 전매기간에 관한 연구)

  • Under the ownership pre-sale system in the South Korean apartment market, developers can sell apartment ownerships as soon as they start to construct an apartment complex. In the South Korean apartment market, people call this kind of ownership "Bun-yang right." There is a time difference between ownership sale and apartment completion under the ownership pre-sale system. The pre-completion apartment ownerships can be resold to third parties until the apartment complexes are completed, which is called "Geon-mae" of the Bun-yang right. Using survival analysis, this research analyzed the elapsed time between ownership purchase and resale to a third party using 48,316 apartment units nationwide in the 192 complexes supplied from 2000 to 2016. Specifically, this study analyzed the influence of the real estate policy, contract term, location, apartment complex, and unit characteristics on the elapsed time between ownership purchase and resale to a third party. The empirical analysis revealed that the real estate policy and contract term characteristics have a significant effect on the elapsed time between ownership purchase and resale to a third party. Also, this study confirmed that the product characteristics, such as the location and apartment complex and unit characteristics, have an influence on the elapsed time between ownership purchase and resale to a third party.

An Exploratory Study on Logistics Infrastructures in Cambodia : Current Issues and Future Solutions (캄보디아의 물류 기반시설에 관한 탐색적 연구 : 그 쟁점과 해결방안)

  • This study uncovered some issues that have constrained the development of logistics performance in Cambodia. Firstly, literature review was narrowed down to include studies involving the relationship between Logistics and transportation, the relationship between the infrastructure and economic growth and the important role of logistics on economic growth and poverty reduction. Then the next step the study identified some issues related to transport infrastructure that were assumed to cause the enhancement of logistics sector. Moreover, a case study about cost and time analysis was used to address some issues of logistics cost in Cambodia comparing to its neighboring countries: Thailand and Vietnam. Based on the time and cost analysis, it revealed that the logistics cost in Cambodia is much high than Thailand and Vietnam. In addition, some logistics issues were found through other two case studies about the export and trade facilitation. The participants raised some issues related to issuance of certificate of origin, the availability of information about agreements, laws, rules, and regulations, checkpoints along the corridor and opening hours of logistics service providers and slow processes. Then the authors suggested some appropriate solutions to answer to the current issues related to transport infrastructure and logistics sector in Cambodia.

A Suvey on Satisfaction Measurement of Automatic Milking System in Domestic Dairy Farm (자동착유시스템 설치농가의 설치 후 만족도에 관한 실태조사)

  • The present survey was conducted to provide basic information on automatic milking system (AMS) in relation to purchase motive, milk yield and quality, customer satisfaction, difficulties of operation and customer suggestions, etc. Purchase motives of AMS were insufficient labor (44%), planning of dairy experience farm (25%), better performance of high yield cows (19%) and others (6%), respectively. Average cow performance after using AMS was 30.9l/d for milk yield, 3.9% for milk fat, 9,100/ml for bacterial counts. Sixty-eight percentage of respondents were very positive in response to AMS use for their successors but 18% were negative. The AMS operators were owner (44%), successor (44%), wife (6%) and company worker (6%), respectively. The most difficulty (31%) in using AMS was operating the system and complicated program manual. The rate of response to system error and breakdown was 25%. The reasons for culling cow after using AMS were mastitis (28%), reproduction failure (19%), incorrect teat placement (12%), metabolic disease (7%) and others (14%), respectively. Fifty-six percentages of the respondents made AMS maintenance contract and 44% did not. Average annual cost of the maintenance contract was 6,580,000 won. Average score for AMS satisfaction measurement (1 to 5 range) was 3.2 with decrease of labor cost 3.7, company A/S 3.6, increase of milk yield 3.2 and decrease of somatic cell count 2.8, respectively. Suggestions for the higher efficiency in using AMS were selecting cows with correct udder shape and teat placement, proper environment, capital and land, and attitude for continuous observation. Systematic consulting was highly required for AMS companies followed by low cost for AMS setup and systematization of A/S.

  • On July $18^{th}$, 2003, Incheon International Airport Corporation(lIAC) signed the Construction Management Service Contract with KIDS consortium (composed of Kun-Won Eng., ITM Corp, Do-Hwa Eng, Space Croup) for the $2^{nd}$ phase construction protect consists of landfill, $\#3$ runway, remote Concourse, IAT, BHS, cargo terminal, etc scheduled to be finished by the end of 2008. KIDS dispatched qualified engineers to the Construction Management Division of IIAC for providing technical assistance to IIAC members to pursue project goals in tulle. within budget with appropriate quality level to build one of leading hul] airports for the Northeast Asia legion in the $21^{st}$ century. The work scope covers upgrading various project procedures and related computer programs, cost and schedule control, design supervision for building design including support systerns such as HVAC, fire protection, elevators and escalators, boarding bridges, electrical and communication systems, and technical support for IAT/BHS, QA/QC, field test and inspection, start-up and commissioning, etc. The purpose of this paper is to introduce the major activities of the Construction Management Services performing at the IIA project for your reference.

  • 용수공급 계획의 수립이나 수자원시설물 운영에서 주어진 목적의 달성여부를 판단하는 기준은 사회적 합의를 바탕으로 한 공개념으로 작용하기 때문에 기준 적용은 매우 신중하게 다루어져야 한다. 이런 기준들은 신규용수공급시설 설계나 기존시설의 경우 이행도를 평가하는 척도가 되며 경제성이나 대안을 결정하는데 이용된다. 또한 이런 기준들은 국가 수자원 정책의 지표가 될 뿐만 아니라 물 공급 서비스를 받는 사람들에게 최소 필요로 하는 물을 어느 수준으로 얼마를 어떻게 공급할 것인가를 약속하는 의미를 갖는다. 이를 위해 우선 검토하여야 할 사항은 용수공급신뢰도 조사를 위한 기본체계를 제공하고 현재 신뢰도가 어떻게 정의되었으며 물 공급관리지표에 맞추어 예상되는 물 수요의 증가를 언제 어떻게 맞출 것인가라는 측면에서 신규시설물을 계획하면서 공급신뢰도에 의한 계획공급량(목표공급량)을 정하였다. 물을 공급받는 수요자는 공급에 대한 신뢰도가 높은 상태를 원하며 자신이 원하는 물을 아무런 장애없이 지속적으로 공급될 수 있는 조건을 전제로 물 공급계약을 체결한다. 이와 같은 신뢰도가 늘 엄격히 지켜지는 것은 아니나 현대 사회에서도 수요와 공급관계에서 지켜져야 할 기준으로 인식되고 있다. 아울러 수자원 기술자들에게 는 최적으로 달성해야할 업무목표가 된다. 그러나 제한된 정보를 이용하여 용수공급의 신뢰도를 정하게 되며 설계치를 초과하는 수문사상의 불확실성 및 수리구조물의 불안정 등으로 물 공급의 위험도는 항시 발생할 수 있다. 또한 인구증가나 새로운 산업입지에 의한 물 수요의 증가는 기존 시설물의 용량을 초과하여 물 공급의 신뢰도를 악화시킬 수 있다. 가장 널리 이용되고 있는 공급신뢰도 개념은 목표한 용수공급량 혹은 수요량을 충족시키느냐 못하느냐의 정도를 발생빈도 확률로 나타내는 것이다. 그러나 신뢰도의 적용에 대한 기준은 국내뿐만 아니라 외국에서도 종종 논란거리가 되고 있다. 또한 한 국가 내에서나 수자원을 개발하는 기관 내에서도 동일 목적의 사업별로 적용기준이 천차만별이다. 본 연구에서는 국내 외 이수안전도에 대한 정의와 적용사례를 분석하고 각각의 기준이나 지표의 장단점을 비교 평가하고자한다. 아울러 도출된 문제점을 바탕으로 개선방향을 제시하고자 하며, 궁극적으로 국내의 이수안전도 기준설정에 대한 종합적 의견을 제시 하고자 한다.

  • This paper aims to create standard forms of MRV plan and report, used when policy funds are applied in accordance with ESCO regulations, when energy savings are measured (the savings would be generated as energy users and ESCOs signed the contract of guarantee for energy savings, and energy saving facilities are installed following the contract). To fully reflect the goals and effects of the installation of energy saving facilities, MRV plans and reports will be completed for the purposes of measuring, verifying, and reporting if the goals of energy savings have been achieved successfully. In this paper, the forms of MRV plans and reports were developed with the detailed descriptions for each form and instructions of completion. Based on the developed forms of MRV plans and reports, future studies need to developed guidelines to explain how to fill out these forms considering the application cases by ESCO technology and facility.

  • The appearance of the large distribution facility of large enterprise putting first reaches get to the various effect until change of leisure life and life pattern of the consumers from the distribution industry of the interior of a country. Competition of the distribution facility upgrade of the distribution facility and it shows the aspect which becomes the semi-department store, and construction cost is appearing different in proportion to each form or scale. Therefore, purpose of this study was to facilitate amicable construction progress between the owner and the builder through estimating the proper construction cost. This study investigated and analyzed the actual cost of 15 domestic distribution facilities and these datums were used to estimate the proper construction cost. This cost shows that from new project accomplishment through analysis of prediction construction cost for feasibility study from initial plan and design step and can be utilizable elementary data bH decision method to whether or not to propriety of distribution facilities business.

  • This study focuses on some institutional improvement for revitalization of change in building use of officetel to lifestyle lodging industry. First as analysis method, this study establishes a failure factor for change in building use of officetel to lifestyle lodging industry. Second, analyzes an urgent importance to improve it in aspect of a legal institution or management for revitalizing a change of building use of officetel to lifestyle lodging industry. As a result, a failure factor of change in building use from officetel to lifestyle lodging industry is deducted in 4 articles with 13 detailed index. As a result of AHP, 'existing contractor's 100% agreement condition' is the first place, 'commercial /semi-residential area in zoning' is the second place, 'relative cleanup zone' is the fourth place, 'late changes of building use by a complex licensing procedure' is the fifth place, 'operational risk of consignment' is the sixth place, 'deficiency in publicity of related institution' is the eighth place, 'lack of concept in lifestyle lodging industry of building code' is the ninth place, 'basic constructional condition such as parking lot sewage and fire protection system' is the tenth plce, 'installation of ventilation facility' is the eleventh place, 'installation of bathroom and shower room in each room' is the twelfth place, 'installation of kitchen facility' is the thirteenth place.

Childcare Teacher's Perception of the Accreditation System Based on Accreditation Experience -Focused on the Second Accreditation Index of Childcare Centers- (보육교사의 평가인증 경험에 따른 평가인증제에 대한 인식비교 -2차 평가인증지표를 중심으로-)

  • The purpose of this study was to examine the perception of the childcare teachers regarding accreditation procedures and feasibility of the second accreditation index according their past participation in the accreditation process. The objects were 193 childcare teachers working at child care centers that were accredited using the initial accreditation index. The collected data was analyzed using frequency, percentile, $X^2$, and t-test. The major findings are as follows: First, childcare teachers without accreditation experience perceived 'continuing education of child care center directors and teachers' to be the most important for quality maintenance after successful accreditation. In contrast, childcare teachers with accreditation experience placed the most importance on 'childcare teachers' motivation and continuing enrollment'. Second, childcare teachers with accreditation experience perceived higher feasibility in the subcategories of 'art activity materials' in the category of child care environment, 'providing operation policies and information of child care teachers', 'care for children', and 'employment contract' in the operation & management category, 'sanitary management of food, cooking and feeding', 'care of sick or injured child', 'health management of children and childcare teachers', 'snacks for children' in the category of health and nutrition and 'safe procedures for handing over children' in the category of safety. In general, childcare teachers with accreditation experience perceived higher feasibility of the second accreditation index in all categories.

Analysis of Causes and Impact of Change Orders in the U.S. Military Construction Projects (미군 시설공사 설계변경 요인과 영향에 대한 연구)

  • Change orders that occur frequently during the construction phase, af ect the construction performance in terms of cost, time, quality, safety and environment, and place a huge burden for stakeholders of given projects. This study analyzed the causes of change orders and their impact on the basis of 721 cases and a questionnaire of 164 domestic U.S. military construction participants in a total of 24 U.S. military projects. Important factors for change orders in the US military construction projects were engineering change due to design errors (348 cases, 48.3%), user requests change(86 cases, 11.9%), and different site conditions (69 cases, 9.6%). In addition, due to the change orders, construction cost increased by 6.56% on average and construction period was extended by 21.1% compared to the original schedule. As a result, it is anticipated that domestic construction companies can obtain a better understanding of change orders and construction performance, which may be difficult due to accessibility and limitations to military facilities. Also, it is proposed a successor study that guides in the right direction for the U.S. Military Construction.
