최근 건설사업시장의 개방과 건설사업관리제도(이하CM)의 도입으로 국내 건설업계 및 생산시스템에도 많은 변화가 일어나고 있다. 이에 따라, 건축물의 초기시설비는 물론 유지관리 및 최종 폐기단계까지의 비용을 종합적으로 고려한 건물생애주기비용(이하 LCC)에 대한 중요성이 증대되었으며 특히 기계장치의 유지관리비 중 많은 부분을 차지하는 공기조화시설 부문에서 LCC가 주로 검토되고 있다. 그러나 국내에서는 공기조화 설비의 LCC에 대한 절차 및 기준 등이 미비하여 효과적인 LCC분석이 이루어지지 않고 있다. 본 연구는 최근 수행된 국내 공기조화 설비분야의 LCC분석 사례를 조사하여, 국내 공조설비의 LCC분석의 문제점을 분석하였다. 또한 사례 분석을 중심으로 공조설비의 LCC분석 절차를 제시하고 이 절차에 따라 7개의 사례를 비교분석하였다. 그 결과, LCC측면에서 최적 대안을 선정하는 경우 각 대안 별로 뚜렷한 차이를 보이고 있는 에너지비용과 초기투자비를 주된 비용요소로 고려하는 것이 가장 효과적인 것으로 나타났다.

본 논문은 고공강하 훈련장치인 수직 풍동 장비의 현황 및 실내 스포츠로서의 활용방안에 대하여 논의하였다. 고공강하는 군의 특수낙하훈련이나 일반인의 스포츠 레저 활동으로 이루어지며. 극한의 스포츠를 즐기려는 사람들이 증가하하여 외국의 경우에는 활성화되어 있는 스포츠의 하나이다. 특히 북유럽 지역에서는 겨울에 실내 고공낙하를 위해서 사용할 수 있는 장비로서 수직 풍동이 사용된다. 수직풍동은 개방식과 폐쇄 회로형으로 개발되어 활용되고 있으며, 최근에는 놀이시설의 일환으로 회로형의 고가수직풍동이 많이 설치되는 추세에 있다. 수직풍동은 고공강하 체험 및 훈련을 위한 장비로서 미래에는 더욱 많이 이용되게 될 것으로 보인다. 극한 스포츠를 즐기려는 사람들이 증가하고 오락기구로서도 매력적인 장비이기 때문에 앞으로 국내에서도 이러한 시설의 설치 및 활용이 이루어질 것이다.

1993년 UR협상타결 이후 닭고기 및 계란의 시장개방에 대비하여 1994닭경쟁력강화대책이래 1998 양계산물 유통개혁대책 시행으로 양계단지 및 닭계열화 등 시설의 자동화$\cdot$규모화로 사육기반시설은 확충되었으나, 양계산물 유통은 전근대적이고 제도의 미흡으로 인한 양계업 발전의 제약요인이 되고있고, 닭고기 수입자유화(1997.7.1)와 IMF사태 등의 어려운 시기를 거치면서 양계산물의 특성상 가격변동 주기가 짧고 질병이 빈번히 발생하는 등으로 인한 가격진폭이 커 수급과 가격이 불안정한 상태이다. 이에 농림부는 지난달 생산과 수급안정, 유통구조 개선을 위하여 닭고기$\cdot$계란의 등급제 도입을 통한 품질차별화와 신선육$\cdot$부분육 유통체계 구축으로 닭고기의 내수기반을 다지고 닭고기 수출을 확대함으로서 양계산업이 안정적으로 발전할 수 있도록 하는 양계산업발전대책을 발표하였다.

U-러닝은 유비쿼터스러닝(Ubiquitous Learning)의 약자로 개방적 학습자원을 학습자의 필요에 따른 선택에 의해 활용하는 통합적 학습체제 의미한다. 국내에서의 소방교육은 다양한 소방교육 컨텐츠부족 및 시간적 공간적 제약으로 인해 소방안전에 대한 교육이 원활히 이루어지지 못하고 있는 실정이다. U-Learning 구성하여 다양한 컨텐츠를 거주자, 근무자, 방화관리자에게 제공하여 자기주도적인 학습을 통해 평상시 거주자 및 근무자에게 소방시설의 이해 및 사용방법을 교육하고, 방화관리자에게는 소방시설의 관리 및 점검방법을 교육함으로써 화재 및 재난으로 인한 피해를 최소화 할 수 있다.

오는 4월 과학의 달을 맞아 과기처와 한국과학기술단체총연합회는 대국민 과학기술 계몽 보급활동을 중점 전개, 국민들의 과학기술에 대한 인식을 높여 합리적인 생활을 유도할 방침이다. 과기처와 과총이 마련한 과학의달 행사계획에 의하면 4월 한달동안 저소득 서울시민에 무료간암 순회 진료를 비롯 농어촌 현지기술지도와 연구기기 및 시설개방, 50개기관별 각종 학술발표회 및 세미나를 개최할 예정이다. 특히 과기처와 과총은 4월 21일 과학의 날에 세종문화회관별관에서 다체로운 기념식을 갖고 제 12회 대한민국 과학기술상시상과 과학기술진흥 유공자를 포상할 예정이다. 과학의 달 행사 세부계획은 다음과 같다. <편집자주>

국내의 소년원은 교육과 감호를 위한 제반시설을 갖추고 있다. 실제로 교육보다는 감호에 더 비중을 두고 있다. 그리하여 소년원 교육은 감호와 교육을 병행하는데서 오는 갈등을 겪고 있다. 지식정보화 사회가 되었고, 소년원리 개방화가 불가피하다. 오직 다른 게 있다면 통제 되어있다는 것일 뿐 일반 중고등학교와 똑같은 학습환경이 요구 된다. 교육적인 차원에서 접근을 하면 인터넷 환경조성을 위한 컴퓨터실의 시설과 장비가 지원되어야 하고, 속도개선을 위해서는 초고속 위성통신망이 구축되어야 한다. 각종 저작도구와 프로그램들을 확보하고 활용하여 자체적으로 유용한 프로그램들이 개발되어야 하며, 해결학 수 있는 능력 개발이 요구된다. 이러한 문제 해결로 향후 소년원생들의 인터넷 활용의 활성화를 기대해본다. 그리고, 이 논문을 계기로 소외된 소년원생 인터넷 교육에 관심을 가져보기 바란다.

근래 소규모항만이 흩어져 있는 연안도서해역에서는 빈번한 폭풍의 내습으로 신규 외곽시설을 포함한 항만정비사업이 지속적으로 이루어지고 있다. 이들 항만의 경우 늘어나는 물동량에 대응하기 위해 수역시설 및 부두의 배치에 변화를 가져오고 일부 항만의 경우 만입구, 항내, 수로 등 특정해역의 준설이 다양하게 이루어지고 있어서 개발과 유지 준설에 따른 정온도의 검토가 필요한 실정이다. 본 연구에서는 바람, 파랑상호간 간섭, 흐름과의 상호작용, 쇄파 및 구조물에 대한 반사를 반영하여 수치실험을 수행하고 특히 준설작업의 규모, 방향에 따른 정온도에서 결과에 차이를 나타내어 평면배치계획에 수정을 기할 수 있게 되었다. 수치실험에는 50면 재현빈도 심해설계파 내습시 영역을 광역, 중간역, 상세역으로 하여 네스팅 기법으로 개방해역조건을 반영하였으며 외곽시설에서 해수소통 개구부의 변화에 대한 영향을 분석하였다.

The goal of this study is to propose the contribution strategies of public library as cultural infrastructure to local cultural development in Korea. For this goal, researcher evaluated how public libraries contribute to the local cultural development in terms of interdependence of public library and local culture. Then, the researcher divided into the local culture to knowledge culture, reading culture, learning culture, living culture, and leisure culture, and suggested six contribution strategies(improving core competencies including the collection development and user service, strengthening education and support for digital information literacy, reading promotion and base expansion for everyday life, optimization of lifelong learning & culture program services, increasing openness and friendliness of the facilities and space, expansion of cooperation with relevant agencies) of public library for their development and promotion.

Most national critical key infrastructure, such like electricity, nuclear power plant, and petroleum is run on SCADA (Supervisory Control And Data Acquisition) system as the closed network type. These systems have treated the open protocols like TCP/IP, and the commercial operating system, which due to gradually increasing dependence on IT(Information Technology) is a trend. Recently, concerns have been raised about the possibility of these facilities being attacked by cyber terrorists, hacking, or viruses. In this paper, the method to minimize threats and vulnerabilities is proposed, with the virtual honeynet system architecture and the attack detection algorithm, which can detect the unknown attack patterns of Zero-Day Attack are reviewed.

The expectation and the role for the university are rising due to the national competitiveness and change of environment in higher education in the knowledge based society, and the role to realize the effective lifelong study is also underlined in lifelong study society. And the social awareness is also diffused that the university should share the specialized substantial information resource with the community, and ensure the access right to knowledge and information to local inhabitant. Like this, the roll as an information center that the university can develop the local society as the component of the community according to the diffusion of lifelong study and the change of civic awareness. To check the open state of university libraries to community, this study surveyed and analyzed the open state of 4-year-course university libraries in Seoul and Gyoenggi region. On this base, this study emphasized that the university should open its libraries and positively offer the abundant specialized data of university libraries to the local residents. And this study suggested the way that the university libraries can cooperate connecting with the local public libraries and the school libraries as a positive service way of university libraries. Also this study accentuated that the university libraries should establish an open-door policy of its libraries and enlarge the service for the local residents by using the university conditions to maximum with the positive support of the university libraries of government and the university's bureaucracy.
