  • This study amis to analyze the levels of citizen inclusiveness in Korea by the 17 local government levels. Citizen inclusiveness was measured by donations, volunteering, and citizen perception indicators. This study adopted the ideal type method of fuzzyset analysis. We found that citizen inclusiveness was classified into 6 types: inclusive citizen type, inclusive citizen-oriented type, donation-oriented type, volunteering-oriented type, citizen perception-oriented type, and individual-oriented type. This study analyzed key features of these 6 ideal types of citizen inclusiveness. More research on citizen inclusiveness is needed. Trends of changes in citizen inclusiveness and key factors on citizen inclusiveness will be examples of future studies. Inclusive welfare states need both government's efforts in enhancing welfare institutions and citizens' advancement in inclusive citizenship. This study concludes with several implications for further developed citizenship for inclusiveness.

  • Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

Furthermore, albeit some discernable limitations, the Internet has played an important role in fertilizing civic journalism as indicated by the emergence of online news media and the increasing number of civic journalists engaged in the online activities. Whereas there are some patterns of civic journalism practice and the civic influence commonly observed in both countries, there are significant factors that distinguish th1e case of Korea from that of the U.S. The purpose of this study is to compare the two countries in terms of the patterns of civic journalism practice and civic influence. This goal has been achieved by analyzing ‘CNN iReport’ in the U.S. and ‘Ohmynews’ in Korea, both of which are prime civic journalism websites. Those websites have been compared in light of four standards of civic journalism: first, the degree of post-objectivism; second, the search for effective resolutions of social problems; third, civic engagement in the news making process to enhance bottom-up agenda setting; and finally, citizens’ interaction with the news. The results reveal that the American civic journalism website is more likely to shed light on deviating from the principle of objectivity and seeking alternatives and resolutions of social problems. Moreover, it effectively utilizes civic engagement in the news Abstracts 551 making process as indicated by the higher numbers of civic journalists and civic news resources. Also, readers’ interaction with the news was found to be more active in the iReport website than in the Ohmynews.
