An Analysis about of Path Coefficient Difference of Intention to Use between Smart Education Experience Group and Non-Experience Group (스마트 교육 경험 집단과 비 경험 집단 간 활용 의도 경로계수 차이 분석)

  • This study investigated the recognition of teachers on the introduction and use of SMART education, which is an ICT-based customized learning method. Through the investigation, the study was to empirically examine the relationship between the use intention of SMART education and its influential factors, and analyze the difference in the use intention of SMART education by teachers, focusing on the experience of SMART education. For analysis purpose, a structural equation model, which was expanded from the theory of reasoned action, was presented. In addition, the difference in path coefficient, which affects the use intention of SMART education, was compared based on the experience with or without SMART education. The results showed that teacher efficacy in the teacher group without SMART education experience was more negatively significant in class burden. In the teacher group with SMART education experience, it was found that the attitude toward SMART education was more significant in use intention; organizational citizenship behavior was more significant in use intention; teacher efficacy was more significant in the attitude toward SMART education and; teacher efficacy was more significant in organizational citizenship behavior. No significant difference was found in the path coefficient among the groups in other hypotheses. Through these results, the factors for introducing and promoting SMART education and its invigoration measures were presented.

  • 본 연구의 목적은 물거버넌스 개념과 1997년, 2006년 물관리기본법안 분석을 통해 한국의 새로운 물관리 체제를 모색하는 것이다. 물거버넌스는 물관리정책과 계획의 수립, 시행, 평가에 있어 정부뿐만 아니라 일반 기업, 시민, 환경단체, 전문가 등 여러 이해당사자를 참여시키는 것을 핵심으로 한다. 거버넌스란 기존의 정부 주도의 정책 계획, 수립, 시행이 아닌 비정부 조직과의 타협, 협의, 논의를 통한 양방향 정책결정 과정을 뜻한다. 따라서 물거버넌스의 가장 중요한 원칙은 다양한 이해당사자 참여를 통한 정책결정의 복수화 과정이다. 한국의 물거버넌스를 시행하기 위해 가장 필요한 요건은 이해당사자 참여를 우선 중앙, 지방정부에서 그 필요성을 인식하고 법, 제도 등을 통해 제도화하는 것이다. 환경부 주도로 입안된 1997년 물관리기본법안은 물관리일원화, 적정사용, 유역관리, 비용부담, 균형배분의 5원칙을, 2006년 물관리기본법안은 물관리일원화 대신 통합물관리, 적정사용 대신 수요관리를 삽입하여 5원칙을 제시하였지만 이해당사자 참여는 원칙에 포함시키지 않았다. 이해당사자 참여 원칙의 제도화가 없이는 위의 두 법안이 제시한 원칙의 적용과 시행이 어려움에 봉착할 가능성이 높다. 왜냐하면 다른 원칙은 다양한 이해당사자 참여를 통한 사회적 합의 없이는 시행이 쉽지 않은 정치적으로 민감한 사항들이기 때문이다. 예를 들어 물의 균형배분 원칙 관련, 만약 상류와 하류 주민 간의 합의가 없이 어느 한 이해당사자의 일방적 행위가 있을 경우 큰 갈등을 유발할 수 있다. 물거버넌스을 실행하기 위해 중앙에 필요한 조직은 물이용 관련 물분쟁 발생 시 이를 조정하고 국가물관리계획을 수립하며 물관리 문제 전반을 총괄하는 조직이다. 1997년, 2006년 기본법안은 국가물관리위원회 설치를 제시하였고 2006년 기본법안에서 보다 구체적으로 위상, 운영, 역할 등에 대해 언급하였다. 하지만 국가물관리위원회는 물관련 중앙부처의 장, 지방행정조직의 장만을 포함하여 유역관리를 책임질 유역관리조직의 장에 대한 언급이 없다. 물거버넌스 실현을 위한 유역관리 시행이 바람직하기에 유역관리조직의 장도 국가물관리위원회에 참여하는 것이 바람직하다. 또한 두 기본법안 모두 국무총리실 산하에 위원회를 속하게 하였는데 이를 수정하여 대통령 직속기구로 규정하는 것이 국가물관리위원회가 정치, 행정, 재정적 압력에서 벗어나 일관성 있는 정책을 펼 수 있는 지름길이 될 것이다. 또한 지방의 물문제를 물관리계획에 적절히 반영하고 대응방안을 수립, 시행하기 위해서는 정부 관료뿐만 아니라 지방의회 의원, 환경단체, 기업, 시민, 전문가 등의 다양한 이해당사자가 참여하는 유역위원회가 필수적이다. 또한 유역 관련 물관리계획을 수립하고 사업을 추진하는 유역관리청도 필요하다. 유역위원회와 유역관리청은 유역 내 여러 이해당사자들이 물관리에 대해 다양한 의견을 개진하고 토론하며 합의점에 이르는 거버넌스를 수립할 수 있는 중요한 조직이다. 두 기본법안은 유역관리 원칙을 제시하긴 하였지만 유역관리 시행 관련 조직, 역할, 운영 등에 대해서는 언급이 없었다. 한국의 물관리는 소득, 문화 수준 향상으로 인한 양질의 물공급에 대한 요구, 시민사회의 발전, 지방분권화 등 정치, 경제, 사회의 변화를 수용하고 발전해 나가기 위해서는 여러 이해당사자의 참여와 합의에 바탕을 둔 물거버넌스 수립이 무엇보다 중요하다. 또한 이를 시행하기 위해서는 물관리기본법을 하루 속히 제정하여 제도적 기반을 갖춰 보다 효율적인 물관리시스템을 수립해야 한다.

Survey of User's Satisfaction Level with the Outdoor Signboards throughout the Signboard Improvement Project (대전지역 간판 개선 사업을 통한 옥외 간판 만족도 조사)

  • Recently, City has contributed to the various and convenient environment by public design projects. These projects have grown very attentive to the outdoor signboards in cities. From this background, the local governments including the central government have driven to the outdoor signboards through the city street scenery improvement projects. These the outdoor signboards improvement projects are strengthen the city's aesthetic function and city street scenery. In this research, we surveyed the satisfaction level of the outdoor signboards for shop which were engaged in this project and citizen by t-test method. We surveyed 30 stores and 41 citizen for the outdoor signboard's aesthetic function, a reflection of region and store's properties and communication effects. From our results, we researched the various understanding and satisfaction of the outdoor signboards improvement projects. Stores owner and citizens did not satisfy the outdoor signboards improvement projects. From our research, in order to advertise the city's aesthetic function and to create our own unique outdoor signboards culture, a variety of tools and intensive cases are demanded, in the future the research on the outdoor signboards improvement projects must revitalized.

An Study on World Geography Lessons Using Local Multi-cultural Activities and the CCAP (Cross-Cultural Awareness programme) (지역 다문화 활동과 CCAP를 활용한 세계지리 수업에 관한 연구)

  • This study is to examine how activities using local multi -cultural resources and world geography lessons using the CCAP(Cross-Cultural Awareness Programme) affect students' multi-cultural understanding. Activities using local multi-cultural resources were carried by visiting in an alien worker community, volunteering in multicultural center, attending on UNESCO ASP(Associated School Program), and making radio broadcasting program associated with 'SCN FM' which is a local broadcasting station on the weekend. And world geography lessons using the CCAP were conducted with 5 classes including orientation by inviting foreign instructors from that place after reconstructing the Southeast and South Asia unit of the countries such as Pakistan, the Philippines, Myanmar and Cambodia. According to twice questionnaire survey conducted before and after activities using local multi-cultural resources and world geography lessons using the CCAP, it appeared that students had familiarity more than before through direct meeting with foreigners inside and outside classroom, and understood and respected other cultures by acquiring contextual regional knowledge. In the end, multi-cultural activities and world geography lessons using the CCAP contributed to students' global citizenship, which overcame prejudice toward third world cultures. Like that, if world geography classes provide continually students with opportunities to experience directly diverse cultures inside and outside classroom, world geography overcome negative image that it transmit decontextual regional knowledge and is regarded as the subject that is very fit for nurturing global citizenship based on contextual knowledge, consideration and tolerance needed in global and multi-cultural society.

The impact of virtuous behavior in organization on the employee's attitude : Focusing on the Mediation Effect of Affective Commitment and Collective Self Esteem (조직미덕이 조직구성원의 태도에 미치는 영향 -정서적 몰입과 집단적 자긍심을 매개로-)

  • This study suggests internal and external virtuous behavior in organization influenced employees' organizational citizenship behavior (OCB), organizational loyalty and emotional exhaustion through mediated effect of affective commitment and collective self-esteem. Virtue in organization has received attention as critical attribute of positive organizational scholarship. Cameron(2003) defined the study of virtue as a study of the capacity, attributes, and reserve in organization that facilitates the expression of positive deviance among organization member. Accordingly, this study presumed that virtuous behaviors within organization positively associate with OCB, and organizational loyalty through affective commitment whereas the virtuous behaviors negatively influence emotional exhaustion. On the other hand, we assumed that external virtuous behaviors positively associate with OCB and organizational loyalty and negatively associate with emotional exhaustion individually. In study 1, we conducted interview with Korean employees created items for internal and external virtue, and implemented empirical study for 253 employees of domestic companies in study 2. This study contributes to the empirical investigation on how internal virtue (i.e. the employees' virtue for their organization) and external virtue (i.e. the organization's virtue for society), used as independent variables, influence employees' organizational citizenship behavior (OCB), organizational loyalty and emotional exhaustion after creating items for the two virtuous behaviors through qualitative research.

Structural Features of Korean Legislative Communication: Focus on the U.S. Beef Imports Bill Evaluations from Legislative Expert Groups (국내 입법 커뮤니케이션의 구조적 특징: 쇠고기 수입 법안에 대한 입법 전문가 집단의 인식과 평가를 중심으로)

  • Legislation needs to be understood within a political, societal relationship among lawmaking bodies rather than by legal provision itself. In order to examine features and functions of communication in the process of legislation, this study conducted focus group interviews with experts as well as in-depth individual interviews. The result of this research as follows: First, the study found that although the domestic legislative process has been made by active interactions among lawmaking subjects, it was hard to conclude that this procedure is providing effective and productive legislative agenda because of chaotic communications made along the process. Second, the study found that national legislative process has been gradually moving, although restricted, to an open political space, the National Assembly, from a closed space, the executive branch. Third, the study found a remarkable feature including growing influence of experts groups and civic organizations in the legislative process. It is a significant change that legislative staff such as National Assembly aides, investigators, expert committeemen and deputy director generals played a role of "insiders," unnoticeably influencing the legislative process, and that civic organizations and NGOs, which have been excluded in the previous legislative processes, emerged as a new influencing circle in the process. Lastly, the study found that media organizations, in the process of developing agenda, had a strong impact on the National Assembly as a subject forming public issues and as a messenger of the legislative agenda while they played a limited role in affecting the government. This study discusses why communication in the domestic legislative process is important and what are some hindering and facilitating factors in the process.

  • The purpose of this study is to develop elementary school math classes for the gifted and talented with a focus on social issues to investigate the possibility of character education through specialized subject classes. As suggested in the goals of the math education for social justice, which provide the fundamental theoretical basis, through mathematics activities with a theme of social issues, mathematically gifted and talented young students can critically perceive social issues, express a sense of mathematical and critical agency throughout the course and develop a willingness and mindset to contribute to social progress. In particular, the concept of Figured Worlds and agency is applied to this study to explain the concept of elementary math classes for the gifted and talented with a focus on social issues. The concept is also used as the theoretical framework for the design and analysis of the curriculum. Figured Worlds is defined as the actual world composed of social and cultural elements (Holland et al., 1998) and can be described as the framework used by the individual or the social structure to perceive and interpret their surroundings. Agency refers to the power of practice that allows one to perceive the potential for change within the Figured Worlds that he is a part of and to change the existing Figured Worlds. This study sees as its purpose the fostering of young talent that has the agency to critically perceive the social structure or Figured Worlds through math classes with a theme of social issues, and thus become a social capital that can contribute to social progress.

Study on the Developing of Evaluation Indicators for Smart City from the Perspective of Digital Social Innovation (디지털 사회혁신관점의 스마트도시 평가지표 설정에 관한 연구)

  • This study is designed to define the smart city as the platform for digital social innovation, and acquire the evaluation indicator for objectively diagnosing domestic cities from the perspective of the implementation process and capability of smart city and analyze its importance. Through prior studies and in-depth interview with experts, candidate groups for evaluation indicators were acquired and the conformance test(T-test) was conducted to finally select 16 detailed indicators in 4 fields. The importance of the evaluation item was found to be high in the policy and system, followed by innovation infrastructure, citizen's participation and infrastructure. The analysis of the 16 detailed indicators for importance showed that the willingness of conducting the smart city by the head of local government, construction of organization dedicated to the smart city have the highest importance. This may reflect the fact that in domestic cities, the smart city is sponsored by public organizations. The analysis of the importance of expert groups (local government and Private sector groups) found that both groups recognized that politics and systems are important factors but they varied in the recognition of importance in the innovation infrastructure and citizen's participation. This study has implication as the indicator for smart city from the perspective of digital social innovation can be acquired for use of the domestic cities and that it can give basic and objective data for the priority of policies on which the domestic smart cities shall focus.

A Study on the Research Trends for Smart City using Topic Modeling (토픽 모델링을 활용한 스마트시티 연구동향 분석)

  • This study aims to analyze the research trends on Smart City and to present implications to policy maker, industry professional, and researcher. Cities around globe have undergone the rapid progress in urbanization and the consequent dramatic increase in urban dwellings over the past few decades, and faced many urban problems in such areas as transportation, environment and housing. Cities around the globe are in a hurry to introduce Smart City to pursue a common goal of solving these urban problems and improving the quality of their lives. However, various conceptual approaches to smart city are causing uncertainty in setting policy goals and establishing direction for implementation. The study collected 11,527 papers titled "Smart City(cities)" from the Scopus DB and Springer DB, and then analyze research status, topic, trends based on abstracts and publication date(year) information using the LDA based Topic Modeling approaches. Research topics are classified into three categories(Services, Technologies, and User Perspective) and eight regarding topics. Out of eight topics, citizen-driven innovation is the most frequently referred. Additional topic network analysis reveals that data and privacy/security are the most prevailing topics affecting others. This study is expected to helps understand the trends of Smart City researches and predict the future researches.

A Comparative Study on Willingness to Manage Urban Parks by Age - Focusing on the Case of Incheon City Park - (연령별 시민참여형 도시공원 관리의지 비교 연구 -인천광역시 도시공원을 대상으로-)

  • For urban parks' rational and efficient management, research on creating green spaces in living area through citizen participation is continuously being conducted. However, in existing studies, citizens are recognized as a homogeneous group, and research on the intention to participate in park management according to user characteristics has not been conducted. A few studies have attempted to show differences through conceptual variables, such as user satisfaction and attachment to parks, but studies on sociodemographic factors, such as the users' age, have not been conducted. This study was conducted to ascertain the differences in preferred parks and park management participation methods by age, targeting various parks located in ten districts of Incheon Metropolitan City. Regression analysis was performed after collecting 1,226 questionnaires, applying a population-proportional allocation in the ten districts. As a result of the study, it was found that the difference according to the age of users has the most influence on the willingness to manage the park rather than the satisfaction or other factors. Also, a chi-square analysis was conducted to find the differences in preferred urban parks and management methods by age. The results showed that the choice to manage parks was statistically higher for those in their 50s or older, and the differences in preferred park types and desired park greening methods suggested implications for park management plans by age.
