A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea (숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례)

  • This paper is to analyse the case of citizen participation employed in the local government, Buk-gu (Northern District) in the city of Ulsan, Korea. A kind of deliberative type of citizen participation named' citizen jury' was exercised to resolve an environmental conflict between Buk-gu government and its residents. The conflict was caused by the construction of a food waste recycling facility near by some residential areas in Buk-gu. Theoretically this paper makes a typology of citizen participation methods. Two criteria are employed. First of all, lay citizens are the primary participant or not? Secondly, interactive communication is feasible or not among participants in the process of citizen participation. Four generic types of citizen participation are sorted out: technocratic, pluralist, direct/participatory, and deliberative type. Especially deliberative type of citizen participation is based on an idea of deliberative democracy. This paper argues that the case of citizen participation employed in Buk-gu belongs to deliberative type of citizen participation. The argument is based on the following reasons. Firstly, primary participants in deliberation process can be considered as lay citizens though they are selected form local NGOs and religious groups. According to a survey, most of participants said that they would participate in the process of deliberation in the capacity of lay citizens though they were selected by their own groups. Secondly, the citizen participation process was deliberately designed and implemented to facilitate competence of primary participants and fairness in the deliberation. Viewed from this analysis, this Buk-gu case can be safely considered an innovative method of citizen participation which is also very successful in resolving intractable environmental conflict in the local government.

  • Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.

The Conceptual Model of the Smart City Platform for the Citizen Participation (시민참여를 위한 스마트 도시 플랫폼의 개념모델)

  • In order to effectively promote a smart city, various urban information must be opened and linked, and the information system that each member can share is required. In addition, it is necessary to establish a cooperative system in which citizens and citizen's organizations can participate. In this study, the components and conceptual model of a smart city platform were proposed to create a smart city that enables citizen participation. Its components include sensors for collecting data from the real world, information storage and management, information sharing and standard system, citizens' personal information protection and management system, utilization and service, etc. For the conceptual model, roles of smart city members were defined, so that citizen-centered participation and services could be made. It also includes data collection, information linkage and sharing, and service configuration system. Citizens can perform various roles such as data collector and provider, service planner or requestor, service beneficiary, etc. Ultimately, free communication and exchange of opinions with citizens is a key factor in the success of smart cities.

The Living Lab Model of Smart City Based on Citizen Participation (시민참여 기반의 스마트시티 리빙랩 모델 설정)

  • As a solution to local and social problems, the active use of smart city living labs is becoming increasingly important. The answer to solving local and social problems lies in the citizen and the field. The purpose of this study is to establish a smart city living lab model based on citizen participation. In this study, smart city living lab model(4P-SCLLM) based on citizen participation was established through domestic and overseas living lab methodology and case analysis. In order to evaluate the systemicity and specificity of the 4P-SCLLM, a smart city living lab model, we recently compared it with the living lab process in Busan where smart city living lab is applied. As a result of analyzing, the analysis shows similar trends in each stage, and Busan's private sector showed a similar process to 4P-SCLLM On the other hand, public and private sector cooperation and support systems were found to be less than the 4P-SCLLM model And In technology and methodology, the 4P-SCLLM model is analyzed to have a living lab process that incorporates new technologies. In order to maintain the 4P-SCLLM continuously, first, participants and stakeholders need to participate actively and communicate while collaborating on the whole process from start to finish. Second, public awareness needs to be improved. Third, continuous citizenship verification of services is needed. Fourth, citizens' constant participation is needed. Through these implications, this study proposed 4P-SCLLM as a smart city living lab model suitable for the domestic situation.

  • 과학은 상아탑이나 기업의 것일 뿐 시민의 것일 수는 없을까. 이러한 시민 참여문제를 고민해왔던 네덜란드의 대학들은 교수와 대학원생들에 의해 지역사회집단 등이 제기하는 문제들을 교수와 학생들이 연구와 자문을 해주는 '과학상점'이란 것을 70년대부터 운영해오고 있다. 이러한 대학연구의 새로운 모델은 구미 각국에 확산되고 있는 실정으로 우리 대학들도 도입을 고려해 볼 때가 된 것이다.

  • 최근 세계적으로 전자정부에서의 시민역량을 증대시키기 위한 노력이 시작되는 동향을 보이고 있다. 이에 따라 거버넌스 관점에서 시민참여에 대한 이론 및 실증적 연구가 활발히 진행되고 있으나, 거버넌스 지원을 위한 차세대 전자정부시스템의 개발에 대한 연구는 상대적으로 적은 관심밖에 받지 못하고 있다. 거버넌스 지원 전자정부시스템은 주로 정부기관의 기능 강화에 초점을 두고 있는 기존의 전자정부시스템과 달리 능동적인 시민참여에 중점을 두어야 하며, 복잡하고 정보가 광역 분산된 민주사회 환경에서 보안과 프라이버시 등의 핵심 민주주의 가치를 유지하면서도 시민을 포함한 모든 구성원 사이의 정보공유와 이를 위한 조정 기능을 제공하여 모든 참여자가 정보를 적절히 공유할 수 있는 능력을 향상시킬 수 있도록 하여야 한다. 이러한 거버넌스 지원 전자정부시스템의 개발에 중요한 요소 중의 하나는 보안과 프라이버시를 유지하면서도 쌍방간의 정보공유를 가능하게 하는 P2P 통신 메커니즘이다. 본 논문은 거버넌스 지원 전자정부시스템의 특성과 요구사항을 살펴 보고 이를 바탕으로 P2P 통신에 대한 요구사항과 적합한 P2P 통신 모델에 대하여 논한다.

  • In this study, the structure and role of governance system, which can be adapted as a effective way to negotiate the water resources related conflicts, was presented and the features and a characteristics of the various types of citizen participation model was analyzed. Also, the scientific approach based on Shared vision model, Game theory and Institutional design theory was introduced and applied to current conflict issues in Korea. The governance system with engineering negotiation model, which is presented in this study, can be used effectively in the field of water resources related conflicts to provide the scientific alternatives by participation of water related stakeholders.

정당의 후보선출과 공정성: 유권자정당 모델을 중심으로

  • 당원중심 정당조직이 약화되고 있는 정당정치 변화추세 및 진성당원이 절대 부족한 실정에서 의원이나 원외위원장에 의해 동원되고 있는 당원들이 참여하는 경선의 현실적인 한계를 고려한다면, 당원 이외 유권자도 참여하는 보다 개방적인 경선을 지향할 수밖에 없는 상황이다. 이번에 국민경선의 확대내지는 제도화를 목표로 중앙선관위 및 한나라당과 민주당의 개혁특위가 제시하고 있는 공천안, 특히 모든 유권자가 참여할 수 있는 여야 동시 완전국민경선안은 선거인단을 모집하여 실시하는 기존의 제한적 국민경선보다 불공정한 동원, 역선택 등의 문제 해결에 도움이 되리라 본다. 하지만 여전히 해소되야 할 경선 공정성과 관련된 구조적인 문제는 경선이 치러지는 지역의 정당조직이 비민주적으로 운영되는 데에서 비롯되는 경선 후보들 간의 불균형 문제이며, 전략공천이라는 형태로 치러지는 사실상 하향식 공천 역시 경선 공정성을 크게 훼손할 소지가 있으므로 정당의 전략공천 비율은 더욱 축소되어야 할 것이다. 2012년 총선이 임박한 상황에서 현실적으로 무엇보다 시급한 것은 한나라당, 민주당 모두 공천제도 개혁안을 조속히 확정하고 선관위안을 법제화하는 일이며, 이를 통하여 유권자가 참여하는 정당경선의 제도화가 이루어질 때 최근 시민후보의 등장과 같은 시민사회의 도전으로부터 비롯된 정당정치의 위기상황을 더욱 새로운 정당정치로 나아가는 계기로 전환시키는 일도 보다 용이해 질 것이다.

Implementation of a citizen-driven smart city living lab community platform to improve pedestrian environment of school zone (스쿨존 보행환경 개선을 위한 시민참여형 스마트시티 리빙랩 커뮤니티 플랫폼 구현)

  • Citizen participation and Living Lab are attracting interest as one of the major strategies for the success of smart cities. In a Living Lab, citizens, who are the end-users of technology, participate in the search for alternatives to define and solve problems and repeat experiments to verify alternatives in a circular process. The purpose of this research was to present an operating model of a citizen-participating online community platform to improve urban problems, implement and test it, and show its applicability. To this end, an operation model of a citizen-participating online community platform was proposed to improve urban problems. An online platform was designed and implemented to reflect the functions pursued by the operation model. Finally, a pilot test for the function was performed using the Oma Elementary School case located in Ilsan, Goyang-si, Gyeonggi-do. The operating model was designed with the city's pedestrian environment and children. As a result, the sharing and communicating process of urban issues among community members worked appropriately according to the designed intention. The Living Lab coordinator could visualize and view urban issues posted by users on a map based on location information. Visualizing the urban problem as a heat map confirmed that urban problems were concentrated in a specific area.

  • Urbanization and industrialization have led to a severe deterioration in urban air qualities. As an air pollution is closely associated with human health, citizen has a growing concern about the air quality policy to improve their residential environment. Due to the recently advance in web- and mobile computing technologies, citizens can easily access various air quality information and public authorities utilize the social media service to communicate citizens with air quality issues. Also citizens' participation and role has been increased to improve urban air qualities. Thus, to meet the technical and societal changes, a GIS-based air quality information system is developed based upon the Ubiquitous Public Access (UPA) model in ISO19154. The proposed system employs the context information model to provide air quality information depending on citizens' health conditions and locations. Also, citizens can present their perceptions of an air quality at their current location Public authorities can thus utilize the citizens' perceptions when establishing new air quality policies.
