Impact of Area Characteristics on the Health of Vulnerable Populations in Seoul (지역특성이 취약집단 건강에 미치는 영향 분석)

  • This research examines the effect of area level characteristics on individual health, particularly focusing on the vulnerable populations in Seoul. We consider adult individuals whose family income is under 1.5 million won, who are aged 65 and over, or who have neither spouse nor job but aged 40 and over as vulnerable populations. Using the 2005 Seoul Citizens' Health Interview Survey, we conducted multilevel analyses to simultaneously investigate the effect of area and individual level characteristics on health. Between-area variance of self-rated health status was greater for the elderly population than for all populations. Area material deprivation index and happiness index were associated with the self-rated health of economically disadvantaged populations. Vulnerable populations showed greater between-area variances in emotional health than the same for all populations. Area happiness index, material deprivation index, the proportion of households below poverty line and street safety showed statistically significant association with emotional health. The effect of area characteristics were particularly salient for the emotional health of elderly population and its between area variance was also notable.

  • The purpose of this research is to seek the suggestions applicable to Korean green-growth(development) policy and the realization of low carbon society by looking around the promotion policy and the process, the promotion system, main environmental policy in each city about the business for environmental model city in Japan which has been promoted in a city in order to realize low-carbon society. Japan had selected 13 local governments as an environmental model city as a part of a policy to build low-carbon society in 2008~2009, and Japan has formed information sharing between cities and provinces, the spread of information sharing and the free competition among local governments for an environmental model city through Zero Carbon City Promotion Council consisting of local governments and specialists. When examining these cases in Japan, the green-growth policy promoting currently in Korea needs to be converted from the central government-dominated policy to the local government-dominated policy and Koreaneeds to make more effort to develop software programs in order to realize green-growth social system.

An Empirical Study on Evaluating the Value of Port (항만가치의 평가에 관한 연구)

  • Inter-port competition is fiercer than in the past because of technological evolution in transport systems : the increasing side of containerships implies only a few calls in three or four ports at each end of the trade and the rest of the traffic being served by smaller feederships. It is therefore essential for big ports to be selected as one of these calls by the main shipowners, consortia and alliances to avoid rmarginalisation. In order to compete effectively, many ports have been obliged to modernise and extend considerably its existing ports or to build new port facilities. With the advent of major environmental legislation around the world, however, amenities such as fish and wildlife, clean air and water, access to the waterfront, and view protection took on greater importance. Ports are now being forced to incorporate environmental considerations into their planning and management functions in order to avoid additional costs or timing delays. The aim of this paper is to analyse the port value by which port comparison(or selection) will be made with HFP(Hierarchical Fuzzy Process) method. This was done by extracting and grouping the evaluation factors of port value by port experts : facility and location factor, logistics service factor environment and amenity factor, city and economic factor, and human and system factor. For empirical test of this method, 6 major ports in Northeast Asia were chosen and analysed. The order of importance for five evaluation factors were 1) facility and location factor 2) logistics service factor 3) human and system factor, 4) city and economic factor, and 5) environment and amenity factor. This means that geographical location and logistics services are still being considered as the most important factor to call the port by port users. even though environment and amenity factor shows relatively low figure. Among 6 major ports, Port of Kobe was ranked the first position in a comprehensive evaluation, while Ports of Busan and Kwangyang were 4th and 5th respectively. This implies that Port of Busan should make much efforts to enhance the existing facilities as well as management system.

Review on Soil Erosion and Loss Management System of the Calgary City Government, Albert, Canada (캐나다 앨버트 주 캘거리 시의 토사관리제도에 관한 고찰)

  • In this paper, soil erosion and soil loss management system (SMS) of the City of Calgary in Albert, Canada was reviewed. Regulatory basis supporting this soil management system, permit process and conditions, guidelines and principles for the SMS, and monitoring and repair duties, inspection were discussed. Permit process in the City of Calgary is handled mainly by Urban Development Division, in which special task force called CPAG (Coorporative Planning Application Group) (if necessary circulated through related subdivisions). Inspects all the permit conditions and decides permit or refusal, and LUM (Land Use and Mobility) advertises the approval, if there is no appeals, permit is released to developers. If permit is rejected, applicant can appeals Development Appeal Board, it can approve or reject. In addition to permit, the city has manual for soil management plan, which includes BMP selection, design, monitoring, maintenance, and inspection activities. Perfect SMS policy does not necessarily guarantee relieving the soil-particle related pollution problem, but in Korea, we have to recognize that construction works during development is potentially the most destructive stage of environmental pollution. The central and local governments must make preparations for the effective and tight regulations and ordinance which is appropriate for regional social-economic conditions.

Cold War Liberalism in Postwar Japan: An Interpretation of Maruyama Masao's Realistic Liberalism (냉전과 일본의 자유주의- 마루야마 마사오의 냉전자유주의와 리얼리즘)

  • This paper explains what Japanese progressive liberalism was in postwar Japan by clarifying Maruyama Masao's "Cold War Liberalism," focusing especially on his realism and nationalism searching for "democracy" and "peace" in the context of the early Cold War Japan. Maruyama's Cold War liberalism can be grasped from two perspectives: how the Cold War defined his liberalism and how Maruyama interpreted the Cold War as a liberalist in postwar Japan. The liberal interpretation of the Cold War captures the spatial manifestations of liberalism in the Cold War while Cold War liberalism was to grasp the temporal succession of modern Japan. Maruyama revealed his liberal thinking by combining it to his idea of nationalism and realism. He was concerned about the reshaping of the fascist atmosphere provoked by anti-communism emerging from 186 | 동북아역사논총 59호the Cold War confrontation structure. He sought "neutrality" and "peace" to overcome the so-called "two worlds" of the Cold War. And he stressed the importance of "fair judgment" and "autonomous association" to restrain the fascistic atmosphere in postwar Japan. For Maruyama, subjectivity aimed at the concept of "nation" rather than "citizen," and nationalism was a condition for "democracy" and "peace" in postwar Japan. Maruyama's critical liberalism worked through nationalism and realism.

Study of the Strategy of Establishment and Expansion of Green Port - the Case of Incheon Port - (녹색항만의 구축과 활성화 방안 -인천항의 사례를 중심으로-)

  • Environmental value is essential to the survival and development of humans. Environmental value and its importance are being emphasized, and related disputes are being expanded. The concept of green logistics is understood to be the same as that of the environment. As a way to preserve nature and engage in sustainable development, green logistics includes all logistical activities for protecting nature and minimizing or reducing behaviors that harm the environment for all processes, including using and reusing products and abolishing the search for resources by final users. All areas of human activity, such as the political, economic, social, and cultural sectors, strive to protect and preserve the environment and nature. In particular, the preservation of the environment shall be stressed in the economic activities that produce various products and expand the value added, and similarly for the social aspects. Green (environment) logistics aims to protect the environment and expand the prevention of environmental destruction and minimization on Earth. Some important cases and experiences that were introduced and applied in major countries are summarized. This research reviewed previous studies and the concepts of green logistics, including at ports, which represent a key sector of logistical activities. In this paper, air and water pollution at Incheon Port were investigated, and alternatives and system figures related to improving environmental logistics regarding three dimensions-country, company, and civil society-are recommended.

Analysis and Improvement of Utilization Status through GPS Data Analysis of Shared Electric Kickboard in Wirye New Town (위례 신도시 공유 전동 킥보드 GPS데이터 분석을 통한 이용실태 분석 및 개선사항)

  • Personal mobility (PM) is a new concept of transportation used by one or two people using electricity. Personal transportation aims to move quickly and conveniently over an ambiguous distance that is too close to the destination and too far to walk. In particular, as electric kickboard sharing services have become more common in recent years, they are receiving great popularity from citizens. However, it is necessary to come up with an alternative solution as it is acting as a risk not only to users but also to pedestrians and road drivers. Therefore, in order to present measures to establish and improve a safe personal mobility utilization environment, this research was conducted as follows. First, based on GPS data from shared electric kickboards, the usage status in everyday life was examined and analyzed in detail. Second, it is convenient to rent and return shared electric kickboards directly to applications regardless of time, and it is highly accessible to rent them from their location and reach their destination. Based on these findings, this study suggests that careful access to rental and return could have a more positive effect on users and pedestrians by installing a cradle in a place where there is more use than disorderly device placement and expansion.

Human Rights-based Approach toward International Development Cooperation and Canada's ODA Accountability Act (국제개발협력의 인권적 접근과 캐나다 ODA책무법)

  • Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.

A Study of Policy Conversion in the EU Member States: with Special References to Minimum Income Guarantee (유럽연합의 정책 수렴에 대한 연구: 기초소득 보장을 중심으로)

  • This paper aims to apply the convergence theory into the minimum income guarantee which forms the moral foundation of the welfare state. The research question of this paper is if the level of minimum income guarantee among EU member states (EU-15) gradually converging into a certain level. For this purpose, Chapter 2 describes the convergence and diversion of welfare states since the Second World War, and chapter 3 explains the historical development of the EU social policies since the Rome Treaty (1957). Chapter 4, which is the main body of this paper, analyzes if the level of minimum income guarantees of EU member states is converging by the coefficient of variation analysis and regression analysis. However, converging trend of the level of basic income guarantee among EU member states has not been proved. In other words, social policy arena still remains strongly in the realm of national sovereign states, irrespective of growing pressure from the supra-national governing body like the EU. It is in line with the Abram de Swaan's argument that "welfare states is nation states" (1994: 110).

Study on Influence Analysis of Radioactive Terror Scenarios by Weather Conditions (기상조건에 따른 방사능테러 시나리오 영향 분석)

  • After 9/11 attacks in the U.S, Terrorism has increased the number of unspecified casualties through multi-use facility terror attacks compared to the past. The subsequent London bombings and the self-destruction of Pakistan increased people's fear and social anxiety. As international events have been held in Korea recently, awareness and concern over radioactive terrorism and security management of radioactive materials are increasing. In this paper, we compared the results of different meteorological conditions using HotSpot Code. After creating a possible terror scenario in Korea, sources likely to be use in RDD and Dirty bomb were investigated. The meteorological condition was selected by comparing the Pasquill-Gifford stability class with the most stable condition F and the most unstable condition A. The result value of the A and F condition through simulation were shown not to cause citizens to die from acute effects due to radiological effects. The range of radioactivity is different according to the wind speed and the meteorological stability, and the degree of radioactivity dilution is different according to meteorological conditions. Analysis results are expected to be used for initial response in the event of a radioactive terrorist attack.
