Research on Usability of Seoul Bike based on Seoul Universal Guideline -Focusing on seoul citizens over-50s (서울시 유니버설디자인 통합 가이드라인을 기반으로 한 서울자전거 '따릉이' 사용성 연구 -50대 이상 서울시민을 대상으로-)

  • The purpose of this study is to research on usability of Seoul Bike focusing on seoul citizens over-50s. Before the test, I researched Seoul Universal Design Guideline's background, purpose, principle and range through literature review. Then I did two tests based on re-establishment of the existing principle to fit the public service. First, I have noticed that using the service through an application was difficult for seoul citizens over-50s even if they have NEEDS for using Seoul Bike according to the survey. Next, I drew the result from User Task Evaluation Analysis. Due to the low app usability(the main point of the service) and accessibility and usability status was rate low, but the overall service process was comfortable and convenience. I expect this study will be a good resouce for public service design.

  • Public institutions and governments develop discussions on the premise that they can facilitate smooth public communication with the socially vulnerable by promoting citizens' welfare by providing voice-based service chatbots to citizens. The purpose of the study is to propose a plan for intelligent governments to provide quick and efficient administrative services by efficiently managing knowledge and information within and outside government organizations based on ICT and facilitating access and use of information for citizens, especially vulnerable groups. This paper confirms that citizens' attitudes, perceptions, and expectations for public institutions ahead of voice-based service provision are positive through small surveys and interviews with experts with knowledge of artificial intelligence, discuss the technical aspects of voice-based services, the significance and necessity of public institutions. In addition, the government and public institutions are considering the implications of using and providing voice-based services. As a result, chatbot's voice-based service is of great significance in providing an opportunity and platform for wider citizens to participate in intelligent government, to strengthen information accessibility, guarantee and strengthen human rights and basic rights of the socially vulnerable.

A Study on the Categorization of Citizens' Information Needs (시민 정보요구 범주화 연구)

  • In this study, we develop a categorization of citizens' information problems in their everyday life based on the characteristics in their information seeking behavior for developing information services which support to solve the problems practically. First of all, we extracted keywords related to their faced everyday life problems from the scripts of open-ended interviews with citizens who had diverse characteristics. The keywords were categorized into 6 groups, such as hobby/recreation, legal problems, current affairs, education, health, and economic matters, based on the characteristics in related information seeking behaviors. Then the 6-group categorization was tested statistically with questionnaire survey data based on their prefered information sources. Through the statistical test, the 6-group categorization has proved being valid. Based on the results, we suggested to reconsider the current information services in public libraries, and discussed a possibility to shift the services to problem-based information services.

  • 최근 NGO의 급격한 성장과 위상이 높아지면서 정부정책과정에서의 NGO와 정부간 역할관계는 각 분야에서 활발하게 논의되고 있다. 그럼에도 불구하고 교통분야에 대한 NGO와 정부간 역할관계에 관한 관심이나 연구가 매우 미흡한 실정이다. 이와 같은 배경에서 수행된 본 연구는 현재 열악한 대중교통서비스를 개선하기 위해서 NGO와 정부간 정책연대 등 새로운 정책운용의 필요성을 제시한 탐색적 연구이다. 본 논문의 분석결과, 우선 대중교통정책 운용은 ‘공급자중심’에서 ‘이용자중심’으로 전환되어야 한다. 이를 위해서는 ‘서울시를 비롯한 자치단체들이 NCO와 정책연대를 통해 정책추진에 시민의견을 적극 반영하는 제도적 장치가 강구되어야 한다. 구체적으로는 서울시의 경우 교통·환경·소비자 등 관련분야의 NGO와 서울시 및 의회관계자, 전문가, 업계대표 등이 참여하는 가칭 ‘대중교통시민위원회’를 구성한다. 또한 지방자치단체는 대중교통 전반의 서비스 개선목표와 단계별 세부추진사항을 결정, 헌장으로 제정하고 이를 토대로 대중교통정책의 집행과정과 성과를 주기적으로 평가하고 시정 조치할 필요가 있다.

Legal Culture and Corruption: A Cross-National Analysis of Effects of Courts Fairness and Courts Accessibility on Corruption (법문화(legal culture)와 부패인식: 사법서비스에 대한 접근성과 재판의 공정성 효과를 중심으로)

  • This paper explains cross-national variation of CPI(corruption perception index) centering on legal culture. By critically reviewing previous researches on effects of British common law system on corruption, we define legal culture as citizens' perception of their legal system. Specifically, measuring legal culture with respect to courts fairness and courts accessibility, we test two hypotheses on effects of legal culture on corruption. A cross-national comparison of 78 countries with OLS regression analyses reveals that courts fairness tends to lower the level of corruption while courts accessibility does not have a significant effect on corruption. Based on this result, we suggest policy implications for judicial reform as well as anti-corruption measure, which puts more emphasis on reforming legal practice that hinders courts fairness than increasing legal service supply. In addition, as the essence of legal culture lies in citizens' shared perception of the legal system, we argue that a broad and solid citizens' consciousness of fair and equitable legal procedures is indispensable in preventing corruption.

  • Many public libraries in Korea have a library service charter setting out the standard of service users can expect. It will help drive and sustain a process of continuous improvement in library service quality and help poster good relations with users, most of whom will appreciate library efforts to take account of their views. In this background. the purposes of the study are (1) to study a theoretical review of the library service charter, (2) to explore an analytical evaluation of charter's contents. through a library service charter of 'B' public library in located Gyeonggido. Analytical results generally. 'B' Public library's charter fulfills the charter's principles and criteria, but service practice standards are insufficient for appropriateness and realization.

  • In recent years, partnership has become a central strategy for welfare provision worldwide. Particularly, civil society organisations have obtained considerable attention as the most accountable and democratic partner for public welfare delivery. Yet the mainstreaming of civil society into welfare policies challenges the conventional nature of civil society as an independent sector, and brings into critical question, how the political position of the civil society sector could be redefined in the new era of multi-sectoral partnership. The purpose of this study is to explore the current debates of state-civil society partnership and to propose three theoretical viewpoints (i.e. the mainstream, critical and alternative perspectives) regarding the role of the civil society sector in partnership. In doing so, this article introduces the key literature and scholars in partnership debates and provides analytical frameworks that researchers can use in examining state-civil society partnership cases.

  • Urbanization and industrialization have led to a severe deterioration in urban air qualities. As an air pollution is closely associated with human health, citizen has a growing concern about the air quality policy to improve their residential environment. Due to the recently advance in web- and mobile computing technologies, citizens can easily access various air quality information and public authorities utilize the social media service to communicate citizens with air quality issues. Also citizens' participation and role has been increased to improve urban air qualities. Thus, to meet the technical and societal changes, a GIS-based air quality information system is developed based upon the Ubiquitous Public Access (UPA) model in ISO19154. The proposed system employs the context information model to provide air quality information depending on citizens' health conditions and locations. Also, citizens can present their perceptions of an air quality at their current location Public authorities can thus utilize the citizens' perceptions when establishing new air quality policies.

  • Ubiquitous cities are constructing for an emphasis on the citizen service, though the effective land management and promoting industry. In domestic, researches on infra and technologies are doing actively. However, researches on the service and space are lack. Also, provided services are do not reflected citizen's needs and overlap overlapped with same or similar service. In this paper, we provide citizen-friendly service model and the order of priority. So, ripple effect on the introduction of service maximize and overcome propriety of the result.
