In the previous literature, there have been many attempts to probe the relationship between fiscal decentralization and regional balanced development. Much of the literature on this issue argued that the balanced development could be achieved by deviating power from central government to local government. However, several research has raised concerns about the relationship between the two, showing that decentralization could serve as a factor which could further exacerbate the regional imbalance. In particular, they insisted that most of the local taxes that due to the promotion of fiscal decentralization may be concentrated in the metropolitan area. The aim of this study is to verify the hypothesis that the net effect of decentralization promotion may be different depending on local governments' financial conditions. The empirical analysis of this study showed that local government could expand local taxes of about 18 trillion won if the fiscal decentralization was realized. However it was also be found that fiscal decentralization have shown the decrease in the local taxes.
New infectious diseases have broken out repeatedly across the world over the last 20 years; COVID-19 is causing drastic changes and damage to daily lives. Furthermore, as there is no denying that new epidemics will appear in the future, there is a continuous need to develop measures aimed towards responding to economic damage. Against this backdrop, the living population is an important indicator that shows changes in citizens' life patterns. This study analyzes time-based and socio-environmental characteristics by detecting and classifying changes in everyday life caused by COVID-19 from the perspective of the floating population. k-shape Clustering is used to classify living population data of each of the 424 dong's in Seoul measured by the hour; then by applying intervention analysis and One-way ANOVA, each cluster's characteristics and aspects of change in the living population occurring in the aftermath of COVID-19 are scrutinized. In conclusion, this study confirms each cluster's obvious characteristics in changes of population flows before and after the confirmation of coronavirus patients and distinguishes groups that reacted sensitively to the intervention times on the basis of COVID-related incidents from those that did not.
This paper deals with the legal meaning and issues of street performances. The key elements in the legal sense of street performances (or artistic performances) are 'public places' and 'artistic activities'. Therefore, as far as belongs to "artistic activities in public places", we can call them in principle as street performances regardless of its level of art, whether they are paid or not, size of performances or genre of artistic activities. Street performances are a way for anyone to freely participate and enjoy art by being performed on open places. In addition, street performances can be seen as more popular and democratic artistic acts than mainstream art culture in that anyone can become street performers. Although street performances are in vogue and becoming a universal cultural phenomenon, they do not appear to be legally organized yet. However, we don't have to strictly regulate street performances on the grounds that they are something different and special. Instead, they should let their street performances be freely performed and enjoyed in accordance with the constitutional law that guarantees the freedom of art or the freedom of artistic expression. Of course, it is necessary to modify the relevant laws on key issues raised regarding street performances. Finally, for street performances to be well established as cultural phenomenon, it should be harmonized that efforts to observe the law and orders by street performers, mature rituals and cultural tolerances of citizens who enjoy street performances, and efforts to realize the purpose of cultural countries and to promote street performances by governments.
Multicultural families have literally started to settle in Korea since the late 1980s, yet it was not until the middle of 2000 that multicultural education was actually arisen with its full-scale discussions. Domestic studies on multicultural education have now remarkably been conducted in various aspects and points of views, but with no certain level of collective and comprehensive analysis yet. To seek Korean way of finding out appropriate solutions to its multicultural society, a contemporary major trend in the world, it is necessary to keep developing the theory and practice in Korean multicultural education with constructive criticism over the development. In this thesis, the research trends and characteristics of Korea multicultural education are analyzed according to the three categories: the times of the study, the subjects of the study, and the themes of the study. The analysis of the study themes, in particular, is done based on the four core areas presented by Bennett: equity pedagogy, curriculum reform, multicultural competence, and societal equity. Furthermore, the analysis includes the five additional Korean sub-categories, which are also acquired in the process of our analysis of the thesis: multiculturalism, global multicultural education, counselling research, measurement development, and citizenship education, added to Bennett's three sub-ones of each area. Overall, based on the analysis data, this study investigates further improvements and subsequent research themes in the following researches on Korean multicultural education.
The protection of fundamental rights of people is a natural duty of a state. Since Constitutional Law declare that a state is obliged to protect the fundamental rights of people obviously, it is reasonable to postulate that a state has a duty to protect every person's right much more positively. Of course, it is true that whereas right of freedom is much more important in modern states, the social right becomes more important currently. Nevertheless, we have no choice but to put an emphasis on the importance of the right of freedom like modern states. Thus states are still bound to try to protect the right of people, specific duty of behavior for the sake of right of freedom belongs to states. In particular, due to the fact that lifts are essential to our comfortable life and the demage from the accident concerning with the lifts is fatal, the strategy for securing the safety of using the lifts is significant to some extent. And because it is true that the experience of UK that put an emphasis on the role of civil actors is meaningful to us, there seems implications for us. Accordingly, it is possible to consider the material components such as the check of safety before installation for the sake of safety enhancement, quality control for lifts parts, specification of check criterion and variation of check cycle etc. and personal ones such as specification of qualification of competent persons, guarantee of competent person's independence, variation of obligator's duty and variation of user's obligation etc. However, as the situation of UK is one thing and that of Korea is another, we don't have to adhere to the policy and the experience of UK strictly. Rather, we had better apply the policy and experience of UK to ours appropriately.
This paper aims to help prevent the spread of COVID-19 by analyzing confirmed cases of COVID-19 in Daejeon. A high volume of visitors, downtown areas, and psychological fatigue with prolonged social distancing were considered as risk factors associated with the spread of COVID-19. We considered the weekly confirmed cases in each administrative district as a response variable. Explanatory variables were the number of passengers getting off at a bus station in each administrative district and the elapsed time since the Korean government had imposed distancing in daily life. We employed a mixed-effects zero-inflated Poisson regression model because the number of cases was repeatedly measured with excess zero-count data. We conducted k-means clustering to identify three groups of administrative districts having different characteristics in terms of the number of bars, the population size, and the distance to the closest college. Considering that the number of confirmed cases might vary depending on districts' characteristics, the clustering information was incorporated as a categorical explanatory variable. We found that Covid-19 was more prevalent as population size increased and a district is downtown. As the number of passengers getting off at a downtown district increased, the confirmed cases significantly increased.
(Research background and purpose) Urban development has also had a significant impact on the eco-friendly industry. In the public environment, citizens are stressed in many areas, which has really made them need a natural ecological environment. Therefore, it is necessary to improve the environment into an eco-friendly urban public facility that breathes the urban environment space inside the building with plants. To this end, we want to show that the urban environment can be improved through vertical gardens. And through this, we want to contribute to the popularization of vertical gardens. (Research Methodology) we will analyze the problems of the current public environment in the city and look at the supplementation around vertical gardens. (Result) A study of the public environment in the city found problems such as gloomy environment, poor use of space, dim color, and poor air quality, and wanted to create a vertical garden to provide a pleasant shelter. These vertical gardens have influenced urban public places with improved aesthetics, increased social value, insulation and soundproofing effects of buildings, reduced urban heat island effects, and increased urban green appearance. (Conclusion)This study uses vertical gardens in public spaces to design public spaces that are more comfortable and share mental and physical health together.
With the advent of the Fourth Industrial Revolution, the liberal arts education of universities has been called for fundamental innovation in its content and methods. H university has continuously made efforts to improve its general education curriculum with the goal of satisfying students' needs as well as the demands of the times. Its efforts can be summarized as the harmonization of competency-based education and the traditional liberal arts education. In more detail, it has tried to meet the demands of Ministry of Education which requests each university to establish its general education system focusing on key competencies. Simultaneously, it also radically changed its education system based on the guidelines of the Korea National Institute for General Education(KONIGE). The starting point of those changes was the basic consulting by KONIGE in 2017. According to the consulting report, H university introduced comprehensive and overall revision of its liberal arts education curriculum, increasing its liberal arts credit requirements from 22 to 28 credits in 2019. It has also reorganized and reclassified its liberal arts courses by introducing distributive elective classes. In 2020, in accordance with the guidelines of the Ministry of Education, H university altered its curriculum once more in order to establish a competency-based general education curriculum. Under the new curriculum, all requirement subjects are completely matched with key competencies of H university. It also includes newly opened courses and subject areas such as "Social Service" and "Global Citizenship." Through these changes, H university hopes that its general education contributes to fostering students equipped with key competencies, who can face actively this challenging period.
The purpose of the establishment of Fab Lab is to promote the sustainable development of local communities around the world. To this end, The Fab foundation are preparing a resource-circulating society that maintains a city's self-sufficiency rate of 50% or more by 2054. In developed countries, Fab Lab is not only a manufacturing space for startup support, but an open innovation space for learning and creation. In addition, in emerging countries, Fab Lab is playing a role as a digital production center to create and share appropriate new technologies by reflecting the needs of local communities. India has 70 Fab Labs, the largest emerging country, ahead of Russia's 48. India's Fab Lab is conducting a collaboration project through regular meetings held every six months. The subject of this study, Fab Lab Vigyan Ashram, is defined as a place to transfer the concept of digital lab to alternative schools in rural India. In this study, we looked at a case in which an alternative school for an agricultural community called Vigyan Ashram, the modern version of the Gurukula system, successfully combined with the digital fabrication called Fab Lab to become a new citizen-led making community of the 4th Industrial Revolution. Based on this, we explored the development model of the Indian Fab Lab that fits the local situation.

The recognition for future global environment was studied targeting the university students who will be grown as general public composing our society in this study. The rate recognizing as the complex space of natural objects and artifacts is very low for non-science majored university students. Also, the rate recognizing global environment change from now to the future as negative. The environment recognition should be changed as that the university students can imagine the human live together with the nature in the image of future global environment. The environment education find out and practice the method that human can co-exist together to the direction of co-exist with the nature. Also, the rate internalizing future global environment as the space the human amends for non-science majored university students. This result is interpreted as shown the point of view that the global environment can be improved by the human activity, and it suggests the direction of environment education the university should supply. The environment education direction should be converted from the eduction of environment or the eduction from environment to the education for environment. The opportunity for global environment education should be provided to all university students without the discrimination on the major in the university education course. Sustainable global environment eduction is necessary for our son and daughter live on the earth continuously.
