견실시공 정착을 위한 제도 개선

  • '92.7. 신행주대교 사고 이후 '건설공사 부실방지대책'을 수립하여 관련 제도를 정비하고 건설현장에 대한 불시 점검으로 견실시공 분위기 정착에 노력하여 왔다. 그러나 그동안 정부의 부실방지와 안전확보 노력에도 불구하고, 아직까지 크고 작은 부실이 계속되고 있으며, 삼풍백화점 붕괴와 같은 대형사고에 대한 불안심리가 사라지지 않고 있다. 따라서 지금까지 추진한 제도개선사항이 일선현장에 정착되도록 최선을 다하는 한편, 이해집단간의 의견차이로 추진하지 못한 사항도 과감히 개선할 계획이며, 앞으로 우리 건설업계도 건설시장 개방에 따라 국ㆍ내외 시장에서 생존하기 위해서는 견실ㆍ안전시공과 기술개발 및 업종전문화를 목표로 하고 품질경영을 최우선으로 실시하여 건설공사에 대한 신뢰성을 더욱 확고히 다져 나가야 할 것이다.

  • 본 연구의 목적은 건축프로젝트에 있어서 디자인분야 개선요소의 특성을 파악하는데 있다. 기존 연구에서 디자인요소 중 열여덟 개의 개선요소들이 정리되었으며 이러한 개선요소들을 중심으로 건설관계자들의 설문조사를 통하여 주요도를 결정하였다. 연구결과는 각 파트별 협조가 가장 큰 개선요소로서 나타났으며 경영개선의 리더십, 팀워크, 시공능력 순으로 나타났다. 또한 각 그룹별 공통적인 개선요소로서 설계사무소와 시공자와의 원활한 의사소통이 상위개선요소에 지적되었다. 디자인에 있어서 초기 공사와 완공 후 유지관리를 반영한 시공성에 중점을 둔 설계에 대한 관심도 크게 나타났다.

  • In April 2019, this study was enacted as a test method for the performance of waterproof layers in an environment where complex deterioration and structural behavior are simultaneously applied, but some existing standards were implemented to point out the errors of the method that should be supplemented. Thus, in establishing standards for (tentative) adhesive waterproofing sheets, field workability and quantification of test results were studied on the structural behavior response performance test methods included as test items. In addition, the performance evaluation of adhesive-type composite waterproof sheets was conducted based on the considered contents to review improvements such as applicability as an item of standard standards and field workability related problems.

  • In recent years, common ducts have been installed and operated in the sidewalls of tunnels to prepare for emergencies in tunnel construction and maintenance. The installation of common ducts is done mainly by humans. Problems with cost increases are inherent in tunnel construction by humans due to the safety risks and the economic inefficiency of humans performing construction activities. Among the problems that arise are poor illumination due to the use of temporarily installed electricity, the risk of accidents due to the confined workspaces, and workers avoiding work tasks because of the poor environment in tunnel. Ideas for solving these problems were developed using a value engineering (VE) process, and mechanized construction was identified as a promising solution. To verify the effectiveness of mechanized construction of a common duct in tunnels, experimental construction work was carried out, and mechanized construction was proven to directly improve the constructability and economic efficiency of common duct construction. In addition, reducing human involvement in common duct construction in tunnels is expected to improve safety, and because of the continuous concrete placement technique used, the finish and appearance of the ductwork are improved.

  • 대한주택공사에서는 `93년도에 아파트 위생 난방설비분야에 약 20여가지의 신기술을 도입 적용하여 시공성 개선과 상당한 원가절감을 이룩하였다. 이 공법들은 장기간의 실험연구와 사후평가를 거쳐 결과를 도출한 것도 있으나 시공 및 설계방법을 구체화하여 실무에 적용한 사항도 있다. 향후 설비설계에 도움이 되고 보다 발전적인 기술개발의 기틀이 되었으면 하여 `93년도에 도입된 주요공법을 소개하고자 한다.

Analysis of Dowel Bar Placement Accuracy with Construction Methods (시공방법에 따른 다웰바 시공상태 분석)

  • Dowel bars in the jointed concrete pavement are used to both provide load transfer across pavements joints and prevent the joint faulting leading to longer service life. On the contrary, the misplacement of dowel bar can provide negative results including the joint freezing(locking) that may cause the joint spatting and unexpected mid-slab cracking. The dowel bar can be placed using the assembly or dowel bar inserter (DBI) during the concrete pavement construction. In the domestic practice of the concrete pavement construction, the dowel bar is placed using the assembly method. This study primarily focuses on the comparison of these two dowel placement methods using the field data from the KHC test road in which both dowel placement methods have been applied to a certain length of the concrete pavement. The field data regarding the alignment of the dowel bars placed by both methods was collected using MIT-SCAN2, a nondestructive measuring equipment, and processed to compute Joint Score and Running Ave. Joint Score which are used as indicators of the dowel bar performance. The comparison of the methods for the dowel bar placement using these indicators shows that the DBI method provided much better alignment of the dowel bars reducing the risk of joint freezing than the assembly method. In order to improve the quality of the dowel bar placement using the assembly method, the current weak points of the assembly method including the fabrication, storage, and installation of dowel bar assembly were investigated and the solution was suggested. The improved dowel bar sets based on the suggested solution have been applied to an actual practice of the concrete pavement construction. The field data shows that the improved assembly method suggested in this study can highly reduce the risk of joint freezing.

  • 본 논문에서는 BIM의 기술 중 하나인 DMU(Digital Mock-Up)을 실제 프로젝트에 적용하여 업무 효율에 기여한 결과를 소개한다. 삼성물산 건설부문의 경우 DMU는 건설 프로젝트의 입찰단계 및 시공계획 단계에서 적용되어 많은 성과를 거두었다. 입찰단계의 경우 대상 프로젝트의 교량, 터널 등의 구조물을 실제와 같은 지형조건 및 설계 조건으로 모델링하여 프로젝트의 개요 파악, 정보의 공유, 선정된 공법의 효과 분석 등에 적용하였으며 시공단계에서는 주로 복잡한 구조물의 철근 간섭 검토 및 효율적인 배근 방법 분석을 위한 도구로 사용되었다. 적용결과 공기단축, 원가절감, 시공성 향상에 기여하였으며, DMU는 향후 프로젝트 관리도구로 통합되어 구조물공사의 원가절감 및 생산성 향상에 기여할 것으로 예상된다.

  • Defects in apartments, which are one of the major residential types in Korea,produce unexpected inconvenience for their owners. If construction companiespaid more careful attention to the management of defect information, manydefects could be prevented. In this context, this study attempted to derive an improved defect information management system. First, research into cases of defects that were caused by weaknesses in the defect information management system were advanced to confirm the necessity of improving the defect information management system, and as the next step, a survey was conducted to identify problems with the current defect information management system, and the requirements of animproved system. In conclusion, an improved defect information management system will contribute to preventing defects in apartments in Korea.

  • 경제적 배전설비 접지시공을 위해 직렬시공 및 병렬시공에 대한 접지저항 특성을 검토하여 우리나라 배전설비 접지시공의 개선점을 살펴 보았다. 접지저항감소를 위해 병렬로 시공하는 경우 5P이상 시공하는 것은 비경제적임을 알 수 있었고, 접지저항측정값과 계산값이 일치함을 통해 접지설계시 계산식의 신뢰성을 확인하였다. 또한 경제적이며 계절의 변화특성이 좋은 직렬시공의 우수성과 현장실증결과 4S이상 직렬시공이 가능함을 알 수 있었다. 현장여건에 의해 부득이 하게 병렬 시공을 하는 경우 접지시공의 경제성을 확보하기 위해서는 현장실증을 통한 접지극간 이격거리 선정이 필요함을 알 수 있었다.

A Study on Construction Evaluation Criteria for Securing the Objectivity in Public Construction (공공공사 시공평가 항목의 객관성 확보를 위한 주요 개선 항목 도출에 관한 연구)

  • The government introduced the comprehensive evaluation bidding system with the goal of pursuing the best value and the global standard in 2016. However, for the evaluation criteria on the construction evaluation reflected to the comprehensive evaluation bidding system, the problems of the objectivity insufficiency, the inclusion of multiple subjective evaluation items, and the irrationality of the weight for each evaluation item are continue to be presented. The central office group, the local government, the relevant industry, and the expert group share recognition, but the solution is not derived. Hence, the major evaluation items to be improved were derived with the characteristics analyzed to secure the objectivity of the construction evaluation. For the analysis method, the standard deviation and the Fleiss Kappa analysis method were used by utilizing the characteristics that the construction evaluation criteria consist of all 4-point measures (good, average, insufficient, and poor). According to the result, the 10 evaluation items of the total 25 construction evaluation items were derived as the evaluation items to be improved. It was found in the analysis on the major characteristics of the derived evaluation items that the qualitative evaluation criteria such as 'Very Suitable' and 'Suitable' were commonly included in the detailed evaluation guidelines. Hence, as far as the future construction evaluation standards are concerned, the qualitative evaluation standards are sublated, and the improvement should be made mainly for the quantitative evaluation criteria enabling the objectivity assurance.
