Strategy for Various CM Applications based on Comparative Case Analysis (사례 비교분석을 통한 CM 적용 다양화 방안 - 발주자 특성 및 사업특성을 중심으로 -)

  • Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner's requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by 'business weight' and 'business depth' in terms of business function as well as by the types of 'CM market' and 'CM practice'. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government's CM policies focused on the construction supervision.   • Exemplary contracts of construction management (CM) including highway projects have been carried out in the civil engineering area over the past ten years. However, practical and administrative challenges as transitional circumstances have been revealed in the different participants of supervision, inspection and construction management. Thus, it is important to internally overcome problems and negative perception encountered in civil engineering, and to promote the efficiencies in construction cost and quality. In addition, external efforts should be put to market opening, globalization, and technology development for competitiveness and high value industry. While it is critical to establish the concrete CM system by collaborating with various participants, proven architecture and system have not been provided because of incorrect measurement of CM accomplishment, overlap of responsibility between CM and supervision, and slow deployment in construction field. This paper analyzed the current CM practices and business environments, and presented the possible solutions for strategy improvement of CM in the owner's view point.

Problems Analysis and Revitalization Plan of Urban Development Projects by the Land Readjustment Method (환지방식에 의한 도시개발사업의 문제분석 및 활성화대책)

  • This research will focus on the public agencies, designers, supervisors, building cooperation, and contractor who involved in urban development plan. By understanding the complexity and the priorities in urban development process, all problems of the urban development projects can be solved or improved. These priorities are specified using AHP (Analytic Hierarchy Process). A questionnaire survey is employed to identify the problems of urban development process and the methods of revitalizing urban in this research. Through the survey, 35 issues are drawn out. Factor analysis technique is applied to extract the underlying interrelationships possibly existing. Using latent root criterion and varimax rotation method, 9 factors are extracted(by using 34 issues after deleting 1 issue less than 0.4 of factor loading) These 9 factors named as PIF (Problem Improvement Factor) consist of integration estimation (PIF1), cooperation operation capability (PIF2), contractor corporation capability (PIF3), capital for infrastructure investment (PIF4), misunderstanding of effective land use (PIF5), financial capability (PIF6), obscure goal of project (PIF7), shortage of cooperation expertise (PIFS), administrative procedures (PIF9). PIF 6 is the most important factor and PIF 1 is the most widely effective factor to succeed urban land development projects. It is recognized that administrative office is most responsible for PIF1 cooperation is most responsible for PIF2, 7, 8 and 9; contractors is most responsible for PIF3 and PIF6; administrative agencies is most responsible for PIF4; cooperation and consultants are responsible for PIF5. From findings in this study, some suggestions are proposed for the revitalization methods of urban development projects through the land readjustment method.

An Analysis of Perceptions by Road Construction Engineers on ICEC Framework at the time of System Transition, from Responsibility Supervision to Construction Management (II) - Focused on CM Terminology & ICEC Coordination - (책임감리가 건설사업관리(CM)로 전환시 도입된 역량지수(ICEC)에 대한 도로건설기술자들의 인식 분석(II) - CM 용어와 ICEC 조정을 중심으로 -)

  • This study (II) aims to draw up the future-oriented construction policy recommendations based on the outcomes as a result of a broad research and conducting questionnaire surveys on the arguable issues raised by construction engineers for roads and bridges in the course of previous study (I) implementation. As for the question of "The term 'Construction Management (CM)' which currently is defined in two (2) ways", 45% of respondents have answered that two (2) different types of CM should be unified into one (1) CM type as is the case in most advanced countries. About the question of "The ways to educate the CM professionals", many respondents have preferred to acquire CM professional certificate after receiving education for a certain period of time from private CM training institutions. As for the question of The revised draft that the ICEC grade of special engineers for design, construction and quality control areas shall be "more than 78 points from a more than 75 points by the original draft." 52% of respondents preferred to maintain the original draft. About the question of "The reason why the CM system has not been working well yet." 62% of respondents have answered that the staff members who are in charge of handling public project procurements are concerned about the fact that their roles (or activities) might be deprived as a result of CM adoption. In order for the CM system to be activated, based on the notion that the construction projects must be out soured, the reshuffle of the headquarter organization of Ministry of Land, Infrastructure and Transportation (MLIT) should be preceded.
