Evaluating Value-of-Time for Travel Based on The Linear Logit Choice Model ("로-짓" 모형에 의한 교통시간가치 산정에 관한 연구)

  • 통행시간가치에 대한 연구는 독립변수를 이용한 통행시간과 비용에 의한 선택모형 을 대개 사용하여 왔다. 통행시간과 비용에 대한 매개함수를 추정한 후에 통행시간가치를 교통시간과 비용의 $\ulcorner$파라메타$\lrcorner$비로써 얻고 있다. 그러나 통행시간가치에 관한 신뢰구간과 통계적 유의성을 설정하기 위한 적절한 과정은 아직 연구되지 않고 있으나 $\ulcorner$로-짓$\lrcorner$ 모형 자체에 대하여는 되어있다. 본 논문은 통행시간가치를 측정하기 위한 기존의 방향을 비평적 으로 검토하여 본 것으로 통행시간가치를 통계적 유의성 검증을 위한 표준화 과정은 아직 이론적으로 정립 가능하다고 생각되지 않지만 통행시간가치평가의 간편식을 제시하여 보았 다. 간편식에 의하여 제시된 결과에 의하면 선택모형에 입각한 통행시간가치의 통계적신뢰 구간이 매우 큰 것으로 나타났는바 이에 대한 선택모형에 입각한 통행시간가치 측정을 위한 과정의 타당성에 대한 많은 의문이 아직도 남는다 하겠다.

Value of Freight Travel-Time Savings for Road Investment Evaluation (도로사업의 투자분석을 위한 화물운송시간가치 산정)

  • Most investment evaluations and economic assessments of road transport proposals in Korea omit a valuation of the time spent in transit for loads of freight. These days there were few attempts to estimate value of freight travel-time savings in Korea, but most of them included rail or marine with statewide area so that couldn't obtain unique travel-time savings for road freight transport. This study applied revealed Preference method and associated binominal logit models to estimate the value of travel-time savings in transit from an statewide survey of road freight transport in 1997. Data sets were segmented according to transport areas and business types. The results of this study showed that the value of freight travel-time savings varied wide ranges from 53,449 won per hour in urban transport to 29,397 won per hour in regional transport, that the use of statewide value of freight travel-time savings can drives wrong results into economic assessment, and that the use of adequate value of freight travel-time savings according to assessment area is very important.

  • 통행시간가치에 대한 신뢰구간추정 방법론을 제시하고 서울시 출근통행자의 시간가치 신뢰구간의 추정을 통하여 그 적용사례를 예시하였다. 사례분석을 통하여 서울시 출근통행자의 평균시간가치는 시간당 7,341원으로 추정되었고, 95%신뢰구간의 하한치는 5,454(원/시간), 상한치는 10,806(원/시간)으로 추정되었다.

Estimation and Application of the Value of Travel Time by Time Period: A Case Study of Downtown Highway Expansion Project (시간대별 통행시간가치 추정 및 적용: 도심부 도로 확장 사업 사례연구를 중심으로)

  • The travel time value is important factor for the evaluation of feasibility the transportation facility investment. The existing method for calculation of the travel time for each mode uses daily average trip purpose. So the value of travel time is constant because it is estimated with only daily average proportion. This daily constant time value can distort the results of future demands of toll roads or economic appraisals for the projects. The proportion of the trip purpose varies by time periods. Accordingly the value of travel time also varies by time periods. In this study, times periods are classified as morning peak, evening peak, business time off-peak, and non-business time off-peak. And trip purpose proportions are sorted by each time period from raw data of Seoul household trip study, then the value of travel time for each time period is estimated with these sorted purpose proportions. A case study of Seoul Jung-gu and Yongsan-gu performed with newly estimated time value by time periods. The result of benefit calculation with the daily constant time value is overestimated approximately annual 2.5 billion Won compared by time values by time periods. The demands of toll roads are also overestimated with the existing daily constant time value by daily 3,500 vehicles and total revenue of toll roads are overestimated by annually 1 billion Won. In conclusion, the value of travel time by each time period enables the more precise economic evaluation of the transportation facility investment projects, mode choice behavior, and route choice behavior especially for toll roads.

  • Travel time reduction is a benefit in economic analysis. Freight transportation time reduction benefits influence the logistics industry. The objectives of this paper are to estimate the Value of Time (VOT) for transportation time reduction with logit methodology. The data of Gyeonggi-do's domestic road freight transport in 2007 are used. VOT was estimated for five commodities. An average VOT of 19,946 won/vehicle-hr was calculated; transport of electronic parts had the highest VOT. This study will help provide direction for improving Korea's road infrastructure for freight.

  • 여성주의 경제학자와 사회학자들은 부모의 아동양육시간이 여성과 아동의 경제적 복지에 미치는 중요한 함의에 대해 강조해왔다. 사회가 가족이 아동을 양육하는데 더 큰 지원을 제공해야 한다는 부모의 목소리가 커지고 있지만, 정작 어느 정도의 시간 자원이 아동을 양육하는데 투입되는지에 관해 연구된 바가 거의 없다. 기존의 연구들은 전체 생산 경제에서의 무급 노동의 경제적 가치의 비중에 초점을 두었다. 본 연구는 2004년 한국생활시간조사를 사용해 아동 양육에 투입된 부모의 시간을 추정하고 그 시간의 금전적 가치를 추정하는 것이 목적이다. 부모가 아동양육을 위해 투입한 시간의 경제적 가치는 시장 노동을 통해 벌어들인 소득에 비교해 볼 때 상당한 비중을 차지하고 있다. 아동이 소비하는 재화와 서비스를 생산하는 데 있어 무급 노동의 역할은 시장 노동에 참여하지 않고 있는 사람들에게 특히 중요하다. 아동을 양육하는 모의 노력은 대개 무급 노동의 형태를 띠고 있는데, 부모의 시장노동만큼이나 아동 복지를 향상시키는데 기여하고 있다. 전체 경제 차원에서의 무급 노동의 비중과 그 경제적 가치에 대한 연구 성과들과 별개로, 부모의 아동 양육 시간의 비중과 경제적 가치의 추정은 전체 경제 가운데 인적 자본부문에 대한 무급 노동의 경제적 역할에 대해 중요한 정보를 제공한다.

Value of Travel-Time Savings in Metropolitan Road Freight Transportation with Freight Classification Code (화물품목 분류에 따른 대도시권 공로화물운송의 시간가치 산정)

  • The objective of this study is to reveal a shipper's preference for road freight transport according to commodity classification code. The shipper's preference in freight transport can be obtained by using value of travel-time savings. The characteristics of freight are so various that the shipper's preference also appear widely different. In these days, there were few attempts to estimate value of freight travel-time savings in Korea. but most of them included only rail or marine freight transport so it couldn't obtain unique travel-time savings for road freight transport. In this study the value of travel-time savings of road freight transport was estimated according to commodity classification code. Revealed preference method and associated binominal logit models were applied to estimate the value of travel-time savings in transit from a Seoul metropolitan commodity flow survey data in 1998. Data sets were segmented by commodity classification code and nineteen binominal legit models were estimated according to segmented groups. The results of this study showed that the value of freight travel-time savings varied wide ranges from 16,441 won to 66,769 won per hour a vehicle along with commodity classification code.

The Estimation of VTTS using Traffic Regulation Obedience Choice Model (교통법규준수선택모형을 이용한 통행시간가치의 추정에 관한 연구)

  • Since the value of travel time savings is found to be the most important benefit of transportation projects, considerable work has been done on the estimation of the value of travel time in many countries, including U. S. A. England, Australia, and Korea. And majority of them was mode choice model. This paper estimated the VTTS for commuters using traffic regulation obedience market model, which had not been applied in any previous studies, and survey data, which was obtained using Contingent Valuation Method. The result meets our expectations.

A Study on the Basic Environmental Considerations to Reflect the Time Value of Bulk Cargo (벌크화물의 시간가치 반영을 위한 기초환경 구축 방안 연구)

  • It is debated whether the time value of bulk cargo should be reflected in the economic assessment of SOC investments. The purpose of this study is to present the basic considerations that should be addressed to reflect the time value of bulk cargo. The study first tried to understand the status of foreign countries, related research cases, and the limitations of applying findings to the domestic situation. Further, the method of reflecting the time value of bulk cargo, as well as the extent to which it is reflected, varies across countries. Furthermore, the reflection of the time value derived from the transport selection model remains a controversial issue. To overcome these limitations, this study suggests basic environment considerations to reflect time. Although the need to reflect the time value of bulk cargo is fully recognized, it seems that there are issues that need to be reviewed and solved before its actual implementation. To complement this, further research needs to be conducted, and it is expected that more clear guidelines will emerge.

A Study on the Method of Measuring the Economic Use Value of Public Libraries (공공도서관 경제적 이용가치 측정방안에 관한 연구)

  • According to increasing the benefits from public libraries, there are many studies for measuring the library value. This study presents a methodology for measuring use value of the public library in terms of time value, surplus value of alternative service, value of library service, and overall value of library. The cost-benefit ratio of the time value compared to library's annual budget is 11:1, and the cost-benefit ratio of the overall library value was measured by user's WTP is 0.3:1. This study proposed the method for measuring use value of the public library according to the process, the results of these measurments for each value and the factors affecting the values.
