Reading 'Little Manila' along Daehangno : Exploring the Conceptualization of Transnational Spaces (대학로 '리틀마닐라' 읽기 : 초국가적 공간의 성격 규명을 위한 탐색)

  • The paper attempts to balance the discourses of transnational spaces that have focused on de-territorialization, by emphasizing that transnational spaces are maintained also through re-territorialization. Reviewing the literature of transnational social fields, translocality, multicultural spaces and transnational places, I aim to show the way the main issues from the literature help understand an actually existing transnational space, Little Mania in Daehangno, Seoul. I specifically address the dialectic relation between de-territorialization and re-territorialization, multi-scalar networks, and hybridity of multicultural spaces in interpreting the weekend enclave of Filipinos in Seoul. I argues that Little Manila is a grounded translocality operating through multi-scaled networks of various actors. Furthermore, it is not a unified space where one dominant Filipino identity stands out. Different Filipinos and Filipinas constitute the space imagining different homes. It is also a multicultural space open to other minorities, which suggests the possibility of alternative spatial politics based on co-presence of different 'Others'.

Deconstructing Global Intellectual Property Rights Regimes over Biodiversity (생물다양성과 지적재산권, 그리고 국제통상에 관한 지리학적 고찰)

  • During the 1986-1994 Uruguay Round negotiations under the General Agreement on Trade and Tariffs (later World Trade Organization), the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) was adopted by participating countries. TRIPS has not only allowed intellectual property to be introduced into international trade arenas, but also extended the scope of protection to biodiversity such as plant genetic material, arguing that intellectual property rights (IPRs) would help conserve biodiversity. In this paper, I aim to deconstruct the global IPRs regimes over biodiversity by adopting geographers' sensitivity to place and scale as an analytical window. By investigating how all the issues regarding IPRs over biodiversity that are raised by diverse disciplines, such as environmental ethics, environmental economics and political economy approach, are scale-related, I demonstrate how biodiversity IPRs, and its introduction into international trade agreements, though separate issues with no inevitable relationship to one another, have been put together for the construction of global IPRs regimes. I argue that the notion on the construction of scale (i.e., rhetorical and discursive construct of globalization) can contribute to revealing how fragile global environmental conservation regimes are.

사내하청 노동자 조직화에 있어서의 작업장 요인과 지역사회 요인: 광양만권 철강산업지역의 사례

  • 본 연구는 현대하이스코 순천공장과 포스코 광양제철소에서의 비정규직 조직화 비교를 통해 사내하청 노동조합의 조직화에 영향을 미치는 작업장 요인과 지역사회 요인들을 살펴보고자 하였다. 기존의 비정규직 노동자 조직화를 비롯한 노동운동, 노동조합 관련 연구들은 대부분 '생산의 정치'의 영역에서 비롯된 '작업장' 요인들에 초점을 맞추고 있다. 그러나 비정규직 노동자 조직화에 대한 보다 분석을 보다 발전시키기 위해서는 작업장뿐만 아니라 '스케일의 정치'가 작동하는 공간인 '지역사회' 또한 분석의 단위로 통합되어야 한다. 따라서 본 연구는 작업장에서의 정규직 및 비정규직 노동자들에 대한 관리통제와 실천뿐만 아니라, 지역사회의 다양한 요인들이 비정규직 노동자들의 조직화 시도에 어떠한 영향을 미치는지를 검토하고자 한다. 두 사례에서 사내하청 노동자들은 철강산업이라는 산업부문과 사내하청 고용형태에 속한다는 공통점 외에도 낮은 수준의 임금과 노동조건하에서 강한 불만을 지니고 있었으며, 원청 및 사내하청 업체의 강한 통제하에 놓여 있었다는 공통점을 지닌다. 그럼에도 포스코의 경우와 달리 현대하이스코 비정규직 노동자들은 격렬한 대중투쟁과 지역사회의 지원 속에서 성공적인 조직화를 이룰 수 있었다. 사내하청 노동조합 결성 과정 또한 상이하였다. 현대하이스코의 경우 누적된 사내하청노동자들의 불만이 계약해지를 계기로 일순간 터져 나오면서 작업장 점거농성을 비롯한 대중투쟁과 결합하였다. 나아가 현대하이스코 비정규직지회는 지역사회운동과의 연대를 통해 작업장의 문제를 전체 비정규직 노동문제로 확대해 나갔다. 반면, 포스코의 경우 초기 조직화의 범위가 제한적이었고 대중투쟁 또한 강하게 나타나지 않았으며 지역사회의 관심과 지원 또한 약하게 나타났다. 이상과 같이 두 사례를 비교 검토함으로써 비정규직의 조직화에 있어 비정규직 자체 동원기제와 정규직의 지원은 여전히 중요하게 작용하지만, 이것이 확보되지 않을 경우 지역사회를 비롯한 외부의 지원이 일정하게 작용함을 살펴볼 수 있었다. 그러나 이 역시 지역사회구조 및 지역사회운동의 성격에 영향을 받는 것으로 나타났다.

  • 중국의 황금기를 이끈 당 태종 23년의 정치 토론 기록인 '정관정요'에는 '창업은 쉬우나 수성은 어렵다'는 구절이 나온다. 이는 원래 국가를 세우고 다스리는 법도에 관한 이야기지만, 기업에도 같은 원리가 적용된다. 시장의 수많은 경쟁자를 제치고 고객의 선택을 받기 위해서는 목표 고객의 니즈를 잘 만족시킬 수 있는 서비스를 제공하고 그것을 목표 고객의 마음속에 효과적으로 포지셔닝해야 한다. 게다가 시장에서 계속 경쟁력을 유지하기 위해서는 차별화한 포지션을 유지하는 마케팅 전략이 필요하다. 중·소규모 건축사사무소의 경쟁력은 무엇이고, 과연 어떻게 운영을 해나가야 할까. 지난 12월 13일, '소규모 건축사사무소 운영자로서의 건축사'를 주제로 건축사 회관 국제회의실에서 좌담회가 열렸다. 홍성용 편집국장(건축사사무소 NCS lab)을 사회로 남기봉 건축사(남기봉 건축사사무소), 박우린 건축사(쿠쿠루쿠쿠 건축사사무소), 이관용 건축사(주.오픈스케일 건축사사무소), 이영재 건축사(주.건축사사무소 이인집단)가 참석한 가운데 올해 어려울 것으로 예상되는 기업환경에 대응하는 각자의 건축사사무소 경영전략에 대해 이야기를 나누는 자리가 마련됐다. 이날 중·소규모 건축사사무소의 제반 경영환경과 올해 어떠한 대비가 필요한지를 주제로, ▲비즈니스 마인드, 사업적 인식을 갖춘 건축사사무소 운영 방향 설정 ▲자기 어필, 흐름에 따른 전략적 마케팅의 필요성과 방법 등 올해 불확실한 경영환경을 맞아 사무소를 어떻게 운영할지에 대한 고민과 이야기를 나눴다.

A Relational Approach to Political Geography of Border Dynamics: Case study of North Korea-China Border Region Dandong, China (접경지역 변화의 관계론적 정치지리학: 북한-중국 접경지역 단둥을 중심으로)

  • Since the 1990s, political geographers have focused on the study of the process of border construction. They have shifted from the old morphological and functional approaches to boundary that have focused on the types and functions of boundaries. Recent scholarship on border studies understand boundaries and the border regions as entities with overlapping and competing relationships not as manifestation of territoriality. There has been the emphasis on the multidimensional actors and the historical and cultural legacies inherent in the border region as well. Based on these recent discussions, this study examines how the border region has been constructed by various actors and strategies in Dandong China, the border city between North Korea and China. Several sanctions including UN Security Council have been resolved and implemented in accordance with North Korea's nuclear and missile development, which is a relevant example to examine the "border as relationships" in which strategies of various actors are competing. In addition, this paper has a significance as a case study on the construction process of border and the characteristics of its materiality, which is a way to overcome the limitation of discourse-oriented critical geopolitical research.

Electoral Redistricting Problems of Non-autonomous Gu ('자치구가 아닌 구'의 선거구획정 문제)

  • This study aims to analyze the redistricting problems in non-autonomous Gu. Although non-autonomous Gu is a just local administrative district, it has been regarded as an important and basic spatial unit in electoral redistricting. By the reform of Public Official Election Act in 2012, however, non-autonomous Gu is distinguished from local governments like Si, Gun and autonomous Gu, in boundary delimitation for the 19th National Assembly election, and some are divided into a part of another constituency. About these background, this study points out the following problems. First, in national scale, the reform of Act made the malapportionment in constituencies of non-autonomous Gus, comparing with those of local governments. Second, there was the discriminative application of Act in each non-autonomous Gu and it will make the malapportionment worse in next election, considering the reorganization of local administrative system. Finally, this study propose that it is necessary to select one from a variety of redistricting principles, especially between the prevention of gerrymandering, the representativeness of local government and the apportionment, prior to another amendment of redistricting system and the debate about political reform.

A Continuous Concern of Citizenship Education in British Geography Education (영구 국가교육과정에서 시민성 교과의 출현과 지리교육의 동향)

  • This study considered the history and range of concern to the citizenship education in the British geography education with respect to the appearance of the citizenship subject in National Curriculum. Although British geography education mainly put on emphasis citizenship education focused on national identity through imperialism ideology up to World War II, it has aimed at the local and global citizenship education which put focus on the reflection of students to individual value and value position, and social justice after the 1980s. Not only an inner change of such geography education but the external factor of appearance of citizenship subject has stimulated more concern about citizenship education. After that, British geography education community constructs the logic of theoretical justification and urges teachers' practical research and continuous concern as plan for geography subject to lead citizenship education all the time. On the other hand, recently British political and social cultural geographers observe spaces of the citizenship which makes difference and identity and the radical and critical citizenship which put focus on the local and the global scale from the national. Therefore, citizenship education through geography subject must put more emphasis on not national identity but the local and global identity for social justice and a better world.

Reconstruction of Regional Learning Content in Context of Globalization (세계화의 관점에서 지역 학습 내용의 재구성과 수업의 실제)

  • The purpose of this study is to analyse the content of regional learning in social studies textbooks for the 1st-year and 3rd-year middles school. The content of regional learning in social studies for middle school is described with not layered scale between local and global but segmented scale. So this study selected Andong city as an exemplary case and reconstructed the learning content and class to things necessary in the age of globalization. In the class for designing the local image of Andong, the students were advised to visit the homepage in Andong city. In the course. students showed increasing interest in local festivals, events, locality promotion, etc. executed by Andong. Many of the students were interested in activity designing new local images of Andong. In particular, According to the result of applying localization learning necessary in the age of globalization to 1st-year middle school students, the class was found to be understood adequately. It is needed to develop localization teaching-learning programs fit for the developmental stage of 1st-year middle school students.

A Study on the Social Capital of Marriage Immigrant Women : focused on the neighbourhood community of Filipino immigrant women (결혼이주여성의 사회자본에 관한 연구 - 필리핀 결혼이주여성의 근린공동체를 중심으로 -)

  • This study is to explain social capital characteristics of Filipino immigrant women at the level of neighborhood. This research targeted Filipino immigrant women in the metropolis, small town and rural area in Korea to find out the relevance of individual property and characteristics of the community and social capital of neighboring communities- school community, cathedral community, etc- through measurement of the participants' recognition. This study reveals that differences exist in the relationship between length of residence and social capital in the school community and the catholic church community. There is a significant positive relationship between length of residence and political factors in the catholic church community, thereby having a better relationship with longer period of stay, while length of residence and confidence show a negative trend in the school community, leading to less confidence. The catholic church community holds a dominant position in homogeneity, cohesion, and the amount of social capital. According to the findings, social capital 'relation' is more closely related to homogeneity of the community, 'norms' to cohesion. 'Relation and norms' and 'confidence and politics' factors are recognized similarly in both communities, thus resulting in the recognition that decision making within the community, the share of value, and observance of social norms approximate a friendly relationship among members, and satisfaction level, emotional support, and confidence among members approach politics that members can talk about their personal matters. It is noted in the research process that the symbolism of the cathedral community as a transnational circuit behavior occurs where collective culture and personal desires of Filipino immigrant women were combined with production of social capital. Filipino immigrant women's awareness of community and social capital appearing in the cathedral community show that not only residence, along with the cultural identity of Filipino immigrant women, but also collective social and cultural characteristics, such as 'family reunion' can not be overlooked. In particular, at this time when discussion and debate on the interculturalism over multiculturalism is heating up, communal spirit and social capital based on the ethnic identity are important in that they can be a crucial path to the cross-cultural interaction with our society, therefore, a study on the social capital of the ethnic community needs to be encouraged and extended to more diverse communities, to the space of the multilayered scale.
