스웨덴은 여러 해 동안 원자력에너지를 이용해 왔으며, 원자력은 국가 전력수요의 상당 부분을 담당하고 있다. 신뢰성 있고 저렴한 전력공급은 스웨덴의 경제발전의 핵심적인 요소가 되어 왔으며, 화석연료 대신 원자력을 이용하여 전력을 생산함으로써 환경보전에 많은 기여를 해 왔다. 그러나 스웨덴 정부는 2010년까지 전 원전을 폐쇄할 것을 약속하였다. 이 보고서는 스웨덴 원전의 운영현황과 스웨덴 경제의 견인차로서의 원자력의 역할을 조명하기 위한 것이다.

무역수지 측면에서 스웨덴의 무기수출량은 연간 약 7천2백억원 정도이며, 이것은 전체 민간수출량과 비교할 때 큰 부분이 아니다. 고용에 관한 논쟁도 스웨덴에서는 결정적인 문제가 아니다. 약3만명이 직접적으로 방위산업에 참여하고 있으나, 이는 제조업 근로자의 10%, 전체근로자의 1%에 불과하다. 스웨덴은 다른나라의 군사적인 분쟁에 연루되는 것을 원치 않으며, 특히 2개의 초강대국이 포함된 분쟁에 연루되기를 원치 않는다. 통계적으로 볼 때 지난 20여년 동안 스웨덴 정부는 매년 현존하는 전체 독립국의 약 4분의 1에 해당하는 35-40개국에 무기판매를 허용하였다

최근 우리나라는 유례를 찾아볼 수 없을 정도로 고령화 진행속도가 빠른 나라로 공적 연금재정과 연금제도의 지속가능성에 대한 관심이 증가하고 있는 상황이다. 따라서 사회보장제도 개혁에 성공한 국가로 잘 알려진 스웨덴 사례를 통해 사학연금제도의 유지 및 장기적 재정안정화에 시사하는 바를 찾고자 한다. 스웨덴 정부는 인구고령화에 따른 위험에 상대적으로 안전한 '명목확정기여(Notional Defined Contribution)'방식을 도입하여, 개인의 연금계좌에 연금보험료를 적립하여 수급시점에 본인이 부담한 보험료 상당액을 연금으로 돌려받을 수 있도록 운영하고 있다. 또한 경제상황이 예상 수준보다 침체되고 연금 재정수지가 악화될 경우 이와 연계하여 자동으로 연금가입자의 부담금을 높이고, 지출되는 급여액을 감소시키는 '자동재정균형장치(Automatic Balancing System)'를 도입하였다. 상기와 같이 기여와 급여를 명확하게 연계시키는 스웨덴의 명목확정기여 방식의 연금제도는 장기적 재정안정은 물론이고 안정적인 연금 급여를 제공한다고 평가되고 있다. 스웨덴은 연금개혁 후 확정기여(DC)제도로 전환하여 장기적인 제도 안정성을 추구하지만 사학연금은 확정급여(DB)제도를 유지하면서 급여수준의 하향조정과 보험료율을 점진적으로 상향시켜 재정안정성을 확보하는 것이 가장 큰 차이점이다. 스웨덴의 연금제도와 같이 공적연금의 틀을 유지하면서 사적연금의 장점을 최대로 수용한 명목확정기여 방식의 연금제도를 도입한다면 급격한 재정부담 없이 장기적으로 지속가능한 연금재정 안정화에 기여할 수 있을 것이다. 일견 스웨덴의 정치, 경제상황 및 문화적 특성 차이로 인해 스웨덴의 연금제도 방식을 획일적으로 사학연금제도에 적용하는 것은 불가능하다. 경제상황을 고려한 기여와 급여의 연계 강화를 개혁의 기본방향으로 설정한 스웨덴의 사례를 벤치마킹하여 사학연금 또한 거시경제상황과 조화를 이루는 제도개선 및 자동안정장치를 마련해 보는 것도 고려해 봄직 하다. 지속적으로 스웨덴 및 연금제도 선진 국가들의 연금개혁안을 재검토하여 사학연금제도에 현실적으로 적용할 수 있는 방안과 시사점들을 찾는 노력이 필요할 것이다.

The social-democratic ideas which define the modern national Swedish idea have had an important influence on Swedish modern design during this century. Swedish designers found humanistic and democratic values in the traditional design style and they tried to create a modem style that was based on handcraft traditions as well as modern industrial aesthetics. Issues raised by Swedish designers of that time induded how Sweden was achieving a national identity through design and how design retlected changes within society. The purpose of this study is to investigate the social reformation policy of the Swedish government during the 1930-1970 period and its influence on Swedish modern design. This paper, it is hoped, will provide an opportunity to place contemporary Swedish design in a social and aesthetic context.

Scandinavian design has special meaning in design history. Especially the Swedish designers have developed elegant and humane design style by combining the functionalism originated in Germany in the beginning of 20th century with their own crafts tradition. Now 'Swedish Modern' or 'Swedish Grace' is regarded as the most preferrable style for modern industrial society. American design as well as European design has been much changed under the influence of this democratic, simple and beautiful style. To find out the essential qualities of Swedish design style, I want to investigate the history of modern Swedish design and the design mechanism in Swedish corporates. Also I want to introduce the design education system in Sweden, which has contributed to developing contemporary Swedish design philosophy.

Sweden invited immigrant workers, mainly from Nordic countries and West European countries until the 1960s. But since the 1970s refugees and their family members have become the largest group of immigrants. As the composition of immigrants has changed significantly, and the labor market conditions have been aggravated, immigrants have had much difficulty in finding jobs. This has aroused policy debates concerning the reason why the immigrants are not well integrated into the labor market and how to solve the problem. While there is a broad consensus on micro reform policy alternatives, there are significant opinion gaps concerning major issues such as labor market flexibilization and immigration restrictions. It would seems that the poor results of immigrants' labor market integration may increase the pressure for labor market flexibilization and also bring about significant changes to the Swedish welfare state model designed on the premise of full employment.
